REPORT # 1
Mayor Rickard and Members of Council
The following recommendations to Council were made at a meeting of the General Purpose and
Administration Committee held on May 17, 1982:
1.
Reconstruction of Highway #2 from Oshawa to Bowmanville
THAT a by-law be passed authorizing the Mayor and Clerk to execute an Agreement
between the Town of Newcastle and the Ministry of Transportation and Communications
in respect of a permanent limited interest in the lands shown as Block 12, Plan M-747,
for the rehabilitation of the existing Farewell Creek to facilitate the reconstruction
of Highway 2. See By-law 82-72
2.
Exchange of Land - Lots 32 & 33, Conc. 1, Darlington (Found)
THAT Council authorize Public Works Department Staff to take the necessary actions to
arrange for the exchange of an unopened road allowance through the Found Estate for
a forced road allowance at the west limit of the Found Estate in Lots 32 and 33,
Concession 1, former Township of Darlington, wherein the existing road lies, and
THAT, assuming the appropriate arrangements can be made, the necessary legal documents
be prepared and presented to Council for approval and execution at a later date; and
THAT a copy of this report be forwarded to Messrs. Greer, Seiler & Brown, Solicitors
for the Found Estate.
3.
1982 Culvert Maintenance and Construction
THAT Staff be authorized to obtain quotations for the supply and delivery of
corrugated steel culvert, in accordance with the 1982 budget allowance for this
item and the award for the supply and delivery of the corrugated steel pipe be
subject to Committee and Council approval.
4.
Salt Dome - Orono
THAT Bulk Store Structures Limited, Erin, Ontario, be awarded a contract for the
supply and erection of One R-116 ft. Diameter Dome, as per the firm's Drawings
Nos. R-116-1 to R-116-4, inclusive at a quoted cost of $75,572.50 and any additional
costs for site preparation in excess of the budgeted amount of $79,000.00 be
accommodated within the Public Works Budget.
5. THAT By-law 44-82 of the Corporation of the City of Oshawa be received for information.

Exemption to Sign By-law Petro Canada
THAT the amendment to By-law 76-25, as amended, be approved to permit Petro Canada
Inc. to erect a gpund sign having a maximum sign area of 3.7 square metre (40 sq. ft.)
See By-law 82-73
7. THAT By-law 45-82 of the City of Oshawa be received for information
8. City of Oshawa By-law 3415 amendment - G.R.W. Construction Ltd.
THAT Report PD-82-82, Referral to the Ontario Municipal Board by G.R.W. Construction Ltd.
for approval of By-law -79, being an amendment to by-law 3415 of the Corporation of the
City of Oshawa and an amendment to the official plan for the former City of Oshawa
Planning Area be received for information.
9.
Subdivision 18T-19720 - East Woodbridge Developments Ltd.
THAT Council adopt the following resolution
.
"The Council of the Town of Newcastle hereby requests the Minister
of Municipal Affairs and Housing to extend the draft plan approval
for subdivision 18T-19720 for a further nine-month period to February
28, 1983"
THAT the request above be forwarded to the Ministry of Municipal Affairs and
Housing and that East Woodbridge Developments Limited be so advised; and
THAT Staff report in 2 months' time on the developments which have taken place
re9arding the East Woodbridge Development Ltd. presentation relative to the
reasons for the extension.
10. THAT Report PD-84-82, Amendments to the Environmental Assessment Act, Regulations
concerning Municipal Undertakings, be received for information.
11. Rezoning Z-A-l- 2-8 - Oshawa Genera 1 Raci ng Pi geon Cl ub
THAT application for rezoning Z-A-1-2-8, part lot 22, B.F. Concession, Darlington,
be approved and the by-law be forwarded to Council for approval at such time as the
applicants submit lot grading and drainage plans and received approval of same from
the Director of Public Works.

Proposed Plan of Subdivision 18T-81033 - Madgwick
THAT the Region of Durham be advised that the Town of Newcastle recommend5approval
of a revised plan 18T-81033, subject to the conditions contained in Attachment 1
to Report PD-86-82 , Lot 32, Cone. 2, Darlin9ton, K. & A. Madgwick, and a copy
of the report be forwarded to the Region of Durham.
13.
Neighbourhood Development Plan for Neighbourhood 3A - Courtice Urban Area
THAT the Neighbourhood Development Plan for Neighbourhood 3A- Courtice Urban Area
be approved: and
THAT the Region of Durham be requested to amend the Durham Regional Official Plan and
the Courtice Urban Area Official Plan to delete from the Urban Area those lands which
are referred to as "Lands subject to an Official Plan Amendment Application" on
Schedule 1 of the Neighbourhood Plan attached to this Report: and
THAT the Region of Durham be advised that due to environmental concerns, the Town of
Newcastle believes that the extension of AdelaideAvenue through Neighbourhood 3B is
inappropiate, and that the Town will, at a later date, within the context of a
Neighbourhood Plan for Neighbourhood 3B, give this matter further consideration.
Rezoning Z-A-1-12-5 - Lot 17, Cone. 5, Darlington (Weston)
THAT application for rezoning Z-A-1-12-5, affecting part of lot 17, Concession 5
be approved; and
THAT the by-law be forwarded to Council for approval at such time as the applicant has
dedicated a 4.03 metre (13.21 feet) road widening across the frontage of Ormiston
Street, to the Town of Newcastle; and
THAT the Town Solicitor be authorized to initiate preparation of a reference plan
and other necessary documents required to facilitate the dedication of the required
road widening; and
THAT Town Staff be authorized to undertake relocation of the existing fence, and,
subject to an application for access, to replace the existing entrance and culvert
all to be done at the Town's expense; and
THAT Town Staff be directed to prepare an agreement between the Town and Mr. Weston
for the purpose of permitting Mr. Weston to take access across Town Lands, to Scugog
Street in lieu of access to Ormiston or Temperance Streets.
15. THAT the Minutes of the Meetin9 of the Committee of Adjustment held on April 28 1982
be received for information.

Proposed Modifications to the Bowmanville Urban Area Official Plan
THAT the Region of Durham be advised that the Town of Newcastle has no objection
to the proposed modifications which have been incorporated into the Bowmanville
Urban Area Official Plan which is attached to Report PD-79-82 and
The Region of Durham be requested to approve this Official Plan, as modified and
forward it to the Ministry of Municipal Affairs and Housing for their approval as
soon as possible.
17.
Sib-Jel Investments - Appeal to O.M.B.
THAT the Council of the Town of Newcastle hereby acknowledges the Appeal to
the Ontario Municipal Board on Committee of Adjustment Application Number A-8/82
by Sib-Jel Investments and hereby authorizes Town Staff and/or Town Solicitor to
represent the Town at any such hearing that may be convened.
18.
Quotations for Fencing
THAT the quotation received from Lundy Steel (Division of Ivaco Ltd.) of Toronto,
be accepted as the lowest bidder and meeting all specifications,
for fencing at Newcastle Village Park North and West Side.
. THAT the quotation received from Peel Fence (Pickering) Limited for fencing
of the Dug Out at Newcastle Village Park be accepted, subject to meeting all
specificiations. being the lowest bidder.
19.
THAT the quotation received from Lundy Steel (Division of Ivaco Ltd.) of Toronto
for fencing at Soper Creek Ball Diamond, be accepted subject to meeting all
specificiations. as the lowest bidder.
Repairs to Ramp at Fire Hall 132 Church St. Bowmanville
THAT the quotation received from George Moore Electric Ltd. for supply and
install ramp and Heating Cables at the Fire Hall, 132 Church Street Bowmanville
be accepted as the lowest bidder and meeting all specifications.
Chemical for Municipal Swimming Pools
THAT the quote for chlorine only, received from Starling Pools Ltd. (Whitby) be
accepted as the lowest bidder; and
20.
THAT the quote for muriatic acid, diatomaceous earth, alum and soda ash received
from S.S.Swim Pools Ltd. (Oshawa) be accpted.

THAT the Monthly Fire Report for April 1982 be received for information.
22.
Fire Alarm Connection - Separate School Board
THAT the request be granted to connect into the Municipal Fire Alarm Panel in Station 1
Bowmanville and the St. Francis of Assissi School, Station 2, Newcastle Village and
all material, installation and maintenance costs to be the responsibility of the
School Board.
23.
Activity Report
THAT in accordance with provision of Section 220 (i) of the Municipal Act R.S.O. 1970
as restated below: "The Treasurer shall receive and safely keep all money of the
Corporation and shall payout same to such persons and in such manner as the laws of
Ontario and the by-laws or resolution of the Council direct", the expenditures for
the month be approved.
Fire Station 3 - Orono
24.
THAT Totten Sims & Hubicki Consultants be requested to inspect the existing fire station
#3, Orono and submit an opinion letter as to the feasibility of renovating the building
to accommodate the existing fire apparatus and equipment as well as possible replacement
apparatus for continued use during the next 5 years.

25.
1982 Central East Regional Games for the Physically Disabled
THAT the reqeust from the Central East Regional Games for the Physically Disabled, be
denied in view of the fact that the Budget has been approved and set.
26.
Tax Refund - R. Osborne
THAT Mr. Raymond Osborne's delegation be acknowledged, Report TR-27-82 be received
and Mr. Osborne's rEquest for a refund of overpayment of 1979 and 1980 taxes, be
granted.
27.
Bicycle By-law 80-36
THAT the Durham Regional Police Department undertake a vigorous program of enforcement
of by-law 80-36.
28. THAT the Animal Control Monthly Report for April 1982 be received for information.

THAT the Parking Report for April 1982 be received for information.
30.
Visitors from Ontario Street Public School
THAT the correspondence from Mrs. L. J. Gardner of Ontario Street Public School
be received for information and Mrs. Gardner be advised that the Committee enjoyed
the visit of the well-behaved pupils.
31.
Capita 1 Budget
The Capital Budget, Report TR-26-82 was tabled to a meeting at the Call of the Chair.
