REPORT # 2
. Mayor Rickard and Members of Council:
The following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee held on April 5 1982:
1. Gatehouse Holdings
THAT the delegation of Mr. Cal Potter be acknowledged and Report PD-48-82,
proposed subdivision pt. lot 35, Conc. 2, Darlington, Courtice Urban Area,
be received and the Region of Durham be advised that the Town of Newcastle has
no objection to the approval of proposed subdivision l8T-8l034 as submitted by
Gatehouse Holdings Ltd., subject to the conditions set out in Attachment 1 to
the report.
2. Pythbow Developments - Proposed Shopping Centre 401 & Waverley Road
THAT the presentations of Mr. Elliott and Mr. Sprackman be acknowledged and
the recommendation in PD-57-82 be endorsed and Council adopt the resolution
in respect of the above noted subject matter; (See Resolution GPA-442-82)
and further, that the Committee having reaffirmed its previous position,
the Chief Administrative Officer with the support of the necessary staff, make
a circulation of the recommendation to those areas or parties within the
municipality to which he feels this application is of interest and make the
presentation to the Region.

3. Ministry of Labour Requirements - Town Hall
THAT Report Admin 82-20 be received and staff be authorized to continue to do the
necessary work to meet the Ministry Order requirements, and any cost incurred in
meeting these requirements, be drawn from the Administrative Facility Improvement
Reserve Account; and further that staff report to the General Purpose and
Administration Committee on any further work to be done regarding improvements
to the main administrative building.
4.
Retroactive Salary Increase
THAT the Chief Administrative Officer advise the Town's Solicitor that Council is
prepared to advise the applicant's Solicitor that it is not prepared to support
the applicant's request.
5.
Town Lots Sale
THAT the lots in Rills of Liberty North Subdivision be put up for sale and listed
with Multiple Listing through Family Trust.

6.
Tile Drainage Loan - Victor Rudik
THAT the Tile Drainage Loan Application submitted by Mr. Victor Rudik on
September 23 1978 in the amount of $8,000.00 be approved; and
THAT the application be processed when Provincial Funds become available;
Mr. Victor Rudik, l855 Rosebank Road North, Pickering, Ontario LlV lP7 be so
advised.
7.
Operation Dismantle
THAT the correspondence dated September 24 1981 from the "Operation Dismantle Committee"
be received and filed and Council go on record as endorsing the concept of global nuclear
disarmament; and that Council adopt the resolution on global disarmament attached
to report CD-17-82; and that copies of the resolution be forwarded to the Prime Minister
of Canada, local Members of Parliament and the Association of Municipalities of Ontario
and "Operation Dismantle Committee" Box 3887, Station "C:, Ottawa, K1Y 4M5 be so
advised.
8.
Tile Drainage Loan - Bruce Tink
THAT the Tile Drainage Loan Application submitted by Mr. H. Bruce Tink on June 24
1981 in the amount of $l2,000.00 be approved, the application be processed when
Provincial Funds become available and Mr. H. Bruce Tink, R.R.#l, Hampton, Ontario
be so advised.
9.
Tenders for Fencing - Newcastle Village Park
THAT the Director of Community Services be authorized to call for quotations to
provide and install fencing of Newcastle Village Park.
10.
Ministry of Culture and Recreation Workshop
THAT the Director of Community Services be authorized to attend a Workshop conducted
by the Ministry of Culture and Recreation on May 11th to l3th 1982 in Keene, Ontario
at no cost to the municipality.
11.
Gas Heaters - Darlington Sports Centre
THAT the Director of Community Services be authorized to engage Superior Propane
Limited of Whitby for the installation of two (2) gas water heaters for the
Darlington Sports Centre at a cost of $5,324.00 plus Federal Sales Tax of $372.68.

Recycling Tank & Chemical Treatment System D.S.C.
THAT Canadian Ice Machines Ltd. be requested to undertake the job of installing
the re-cycling tank and chemical treatment system at Darlington Sports Centre
at a maximum cost of $4,815.00 as quoted by the above-mentioned company on
January 20 1982.

Fencing Soper Creek Park
THAT the Director of Community Services be authorized to call for quotations
to provide and install fencing of Soper Creek Park Ball Diamond.
l4.
Bowmanville Fire Station Ramp
THAT the Director of Community Services be authorized to call for quotations to
provide and install new ramp heating cables and a new concrete cap at the
Bowmanville Fire Station.
l5.
Flood Lights - Memorial Park
THAT the Director of Community Services be authorized to call for quotations to
correct position of flood light post, south diamond, Memorial Park.
16.
Roof Repairs Station #2 - Newcastle
THAT the invitation quote of $4,500.00 from John Hill Roofing for replacing the asphalt
roofing on the apparatus bay, Station #2, Newcastle, be accepted.

Rezoning Z-A-2-l-7 (Vanstone)
THAT Application for rezoning Z-A-2-l-7 be approved and the by-law be forwarded to
Council at such time as the applicant has transferred to the Town an appropriate
easement for storm sewer purposes.

Plan of Subdivision l8T-8l023 (Zurba)
THAT the Region of Durham be advised that the Town of Newcastle recommends
approval of a revised plan l8T-8l023, subject to the conditions contained in
Attachment 1 to Staff report PD-46-S2 and a copy of the report be forwarded to
the Region.
19.
Extension to Draft Approval for Plans of Subdivision
THAT report PD-47-82, Extension to Draft Approval for Plans of Subdivision, Town
of Newcastle, be received for information.
20.
By-law - Oshawa and Scugog
THAT by-law 22-S2, City of Oshawa; ll-S2, Township of Scugog and by-law lO-S2
of the Township of Scugog, be received and filed.

21.
Site Plan Agreement - Art's Woodworking
THAT the site plan agreement, part lot 27, B.F. Conc. Darlington, attached to
report PD-52-82 be approved and the by-law authorizing execution of a site plan
agreement between Art's Woodworking Ltd. and the Town of Newcastle be approved

22.
Site Plan Amendment - S. Preston
THAT amendment to site plan Agreement authorized by by-law 80-l46 be approved and
the by-law authorizing execution of an amendment to the Site Plan Agreement,
part of lot 21, Concession 2, Darlington, between Stewart D. Preston and the Corporation
of the Town of Newcastle be approved. See By-law 82-45
23.
Site Plan Agreement - G & D. Elliott Ltd.
THAT the Site Plan Agreement between the Town of Newcastle and G & D Elliott
Limited, part of lots 3 and 4, Concession 2, former Township of Clarke be
approved and the by-law authorizing execution of the above-referenced site
plan agreement between the Town of Newcastle and G & D Elliott Limited be approved.

24. Site Plan Approval Strathaven Nursing Home (Beaucage)
THAT the Site Plan Agreement between the Town of Newcastle and Beaucage Holdings
part lot 9, Concession 1, Bowmanville, be approved and the attached by-law
authorizing execution of an agreement between the Corporation of the Town of
Newcastle and Beaucage Holdings Limited be approved. See By-law 82-47
25.
Word Processing Equipment
THAT AES Data Ltd. and First City Capital Ltd., be advised that the Town of
Newcastle will not be exercising its ninety-day option to terminate Lease
Agreement Number 09ll4556, inasmuch as the Town is satisfied with the operation
and performance of the subject equipment.
26.
Site Plan Approval - Sib-Jel Developments
THAT the correspondence from F. P. Stein, dated March 29 1982 be received and
application for Site Plan Approval S-P-2-28, submitted by Sib-Jel Developments
Part of Lot lO, Concession l, Bowmanville be denied and the author of the letter
be notified of action taken.
27. THAT the minutes of the Committee of Adjustment meeting held on March 24 1982
be received for information.
28.
Current Operations Planner Position
THAT Report PD-55-82 re Current Operations Planner Position be received for
information and the C.A.O. notify Mr. Fred Archibald that the Committee is pleased
with this appointment and further that he be told his contribution has not gone
unnoticed.

29. THAT Report WD-28-82, Tree Cutting Middle Road be received for information.
30. THAT Report WD-29-82, Highway #2 Connecting Link, King St. Village of Newcastle
be received for information.
31.
Application for Cancellations, Reduction or Refund of Taxes
THAT the list of applications for cancellation reduction or refund of taxes,
presented by the Tax Collector, in the amount of $6,660. II be approved.
32. THAT Report TR-l6-82, Penalties Charged on Taxes Collected at the Bank be
received for information.
33.
Activity Report
THAT, in accordance with provision of Section 220 (i) of the Municipal Act, 1970
as restated, in part, below:
"THE Treasurer shall receive and safely keep all money of the Corporation and shall
payout same to such persons and in such manner as the laws of Ontario and the By-laws
or resolutionsof the Council direct."
the Treasurer reports to Committee that the cash position of the Town of Newcastle
for the month ended February 28/82 is as shown on the attached schedule to Report
TR-l4-82;
THAT the expenditures for the month be approved.
34. THAT the correspondence from the Regional Municipality of Durham re 1982
Current and Capital Budgets for Water and Sewerage Road-Related Capital Projects
be received for information.
35. THAT the request of the Bowmanville Kinsmen to hold a circus on May l5, 1982 at
Waverley Park be approved.
36. THAT the report of Councillor Taylor re Merger of Cobourg and Bowmanville Ontario
Hydro Offices be received for information.
