TOWN OF NEWCASTLE
REPORT # 1
Mayor Rickard and Members of Council:-
The following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee held on March 22 1982:
1.
Bowmanville Museum Porch Restoration
THAT Council execute the attached agreement with Reg. T. Smith Construction for
the restoration of the porch of the Bowmanville Museum and Council adopt the attached
by-law giving effect to the above. See By-law 82-34
2. THAT the Anim~ Control Monthly Report be received for information.
3. Bowmanville Baseball Association
THAT the Bowmanville Baseball Association's application to amalgamate be granted
and the three stipulations listed below also be granted:
1. All baseball equipment from the Community Services Department
be transferred to the B.B.A. at no charge.
2. Three ball diamonds (Soper Creek, Vincent Massey and Memorial Park North)
be allotted to the B.B.A.
3. A grant be qiven to the B.B.A. to assist in the financing of the Baseball
Program.

4.
Police & Fire Building
THAT the report relative to Carbon Monoxide levels in the Police and Fire Building
be received for information.
5. THAT the Monthly Fire Report for February be received for information.
6. Courtice Special Commercial Area
THAT the draft amending by-law attached to this report be forwarded to Council
for approval. (by-law amending 81-125 to be amended by deleting 'taverns and beer
and liquor outlets' from the list of permitted uses). See By-law 82-35, 82-36, 82-37)
and the following resolution be forwarded to Town Council for adoption and for submission
to the Ontario Municipal Board along with by-laws 81-123, 81-124, 81-125 and the
amendments thereto:
"WHEREAS the Council of the Corporation of the Town of Newcastle has approved
by-law 81-123, 81-124, 81-125, in order to provide zone provisions consistent
with the Special Purpose Commercial Node designation delineated by Amendment 12
to the Darlington Official Plan;

AND WHEREAS the Town is satisfied that the amending by-laws
attached to this report will bring by-laws 81-123, 81-124, 81-125,
into conformity with the applicable policies of the Durham Regional
Official Plan;
AND WHEREAS the aforesaid by-laws amending by-laws 81-123, 81-124
81-125, have been approved bv Council of the Town of Newcastle;
BE IT NOW THEREFORE RESOLVED that the Corporation of the Town of
Newcastle hereby requests the Ontario Municipal Board to provide
direction to the Town of Newcastle in respect of the circulation of the
subject amendments to by-laws 81-123, 81-124, 81-125; and, if favourably
disposed, to dispense with the circulation requirements for said amending
by-laws due to the Special circumstances involved. Furthermore, the
Corporation of the Town of Newcastle requests the Ontario Municipal Board
to approve by-laws 81-121, 81-124,81-125 as amended, notwithstanding the
outstanding objections to said by-laws, and to convene one public hearing
in respect of by-laws 81-123, 81-124, 81-125 and the respective amendments
thereto, at their earliest possible opportunity; and further, hereby
authorize Town staff and/or the Town Solicitor to represent the Municipality
at any such hearing that may be convenened.
Newcastle Village Small Urban Area Plan
the Official Plan of the Newcastle Village Small Urban Area - Part of the District
Planning area of the Town of Newcastle be approved as amended by including
an extension of the Collector Road in the southwest quadrant of the urban
area across the Foster Creek to a suitable point on Baldwin Street.
The Region of Durham be requested to approve and submit the above noted
Official Plan of the Newcastle Village Small Urban Area to the Ministry of
Municipal Affairs and Housing for approval as soon as possible;
Subdivision 18T-78027. Wilswar
THAT the Minister of Municipal Affairs and Housing be advised that the Town of Newcastle
recommends draft plan approval of Plan l8T-78-27, subject to the conditions outlined
in Report P-166-8l.
9.
Subdivision 18T-8l008 Danarus Managment
THAT the application for Plan of Subdivision Number 18T-8l008 be accepted as a
formal application and the Region of Durham be advised that the Town of Newcastle
recommends draft approval of Application for Plan of Subdivision 18T-8l008 subject
to the conditions detailed in Report P-167-8l.
10. THAT the Annual Building Report be received for information.

11.
Exemption to Sign By-law
THAT an exemption be granted from Section 4(3)(b) of Sign by-law 76-25, as amended,
as requested by Mr. Lange.
12. THAT the Minutes of the~eeti~ of the~ommi1!ee of Adjustment, held on February 24
be received for information.
13.
Land Titles Act (Mr. Weslley Huot)
THAT the by-law be approved authorizing the Town Clerk or Solicitor to submit
applications to the proper Registrar for registration of the lands described in
Schedule "A" to the by-law pursuant to Section 31 of The Land Titles Act, R.S.O. 1980
for confirmation of boundaries pursuant to Section 3 of the Boundaries Act, R.S.O. 1980;
By-law 82-38
An application be submitted to the Director of Titles pursuant to Section 59(2) of
the Land Titles Act, R.S.O. 1980 for financial assistance in respect of the costs of
the survey for of the area to be registered pursuant to Section 31 referred to above;
The Town Treasurer review the costs to be borne by the municipality as a result of
the subject application, less any subsidy approved in respect of same, and report back
to Council on the appropriateness of a special levy being assessed against the
affected property owners.
14. THAT City'pf Oshawa By-laws 10-82 and 13-82 be received and filed.
15. THAT Monthly Building Report be received for information.
16. By-law 81-129 (House of Amber)
THAT the by-law attached to report PD-39-82 be approved by Council ~ee by-law 82-39)
repealing by-law 81-129.
17.
Site Plan Agreement - Darlington Marina
THAT the amendment to the Development Agreement between Port Darlington Marina Hotel
Ltd. and the Corporation of the Town of Newcastle, authorized by by-law 81-69, be
approved for execution and the by-law authorizing execution of an Agreement between
the Port Darlington Marina Hotel and the Corporation of the Town of Newcastle be
approved. See by-law 82-40
18. THAT by-law 21-82 of the City of Oshawa be received and filed.
19. Amendment--.!Q.J~urha~Official Plan (Gearing)
THAT the Region of Durham be advised that the Town of Newcastle has no objection
to the redesignation to "Estate Residential" of the affected lands.

Site Plan Agreement - Koutroumpelis & Arhitektonidis
THAT the draft site plan agreement between the Town and G.Koutroumpelis and
B. Arhitektonidis be approved in principle;
The by-law authorizing the Director of Planning and the Director of Public Works
to approve the subject site plans in respect of the proposed expansion of the
gasoline pump island facilities located on the subject property be approved. (Bv-law 82-41)
The by-law authorizing the execution of the site plan agreement between G. Koutroumpelis
and B. Arhitektonidis and the Corporation of the Town of Newcastle be approved. (82-42)
21.
One Foot Reserve (Ashton Subdivision)
THAT the one foot reserve shown as Block 13, Reqistered Plan No. M-733 be lifted and
the said Block be dedicated as a public road allowance.
22.
C.L.O.C.A. Flood Warning Contingency Plan
THAT the current Flood Warning Contingency Plan forwarded by the Central Lake Ontario
Conservation Authority be received for information.
23.
Road Cl os i ng - Bond Street - Vi 11 age of Newcas tIe
THAT Bond Street, between Blocks '0' and'Q' east of Mill Street in the Village of
Newcastle be closed and conveyed to the abutting owners, in accordance with, and subject
to the terms and conditions of Town of Newcastle Policy and the applicant be so advised.
24.
Tenders - Calcium Chloride
THAT the Town of Newcastle enter into a purchase agreement with Howard L. Wood Transport
Limited for the supply and delivery of approximately fifty (50) tonnes of Flake
Calcium Chloride at $213.57 per tonne; and
The Town of Newcastle enter into a purchase agreement with Miller Paving Limited for
the supply delivery and application of approximately one hundred thousand (100,000)
litres of thirty-five per cent (35%) Calcium Chloride Solution, at $0.1023 per litre.
25.
Rills of Liberty North Subdivision
THAT the request of East Woodbridge Developments Limited to have the Performance
Guarantee for the installation of Works, reduced from $652,256.00 to $303,530.00
be approved.

26.
Road Allowance between Lots 16 & 17, Conc. 4, Darlington
174.79 feet of the road allowance between Lots 16 & 17, Concession 4,
Darlington, be closed by By-law and conveyed to the abutting owner

Vacations 1982 - Public Works

THAT with the exception of one (1) staff member in each division location, and the
personnel employed in Garbage Collection Services, the Public Works Department close
down for a two (2) week period, from July 26th to August 6th, 1982, inclusive.
28.
1982 Needs Study Update
THAT Totten Sims Hubicki Associates Limited be retained to undertake the 1982 Needs
Study Update, in accordance with the guidelines of the Ministry of Transportation
and Communications, at an upset limit in the amount of $2,500.00 (Two Thousand Five
Hundred Dollars).
29.
1982 Tree Maintenance Program
THAT the tender for tree maintenance be advertised in the local press and the contract
be performed during April 1982.
30.
1982 Road Inspection Tour
THAT the 1982 Road Inspection Tour be arranged for Thursday, April 15th and Friday April
16th, 1982 and all members of Council and the Press be invited to attend and Councillors
communicate any specific areas of concern to the Public Works Department in order that
they may be included in the Road Inspection Tour.
31.
C.S.Anderson Road School
THAT the Road Superintendent and the Foreman for Division 1 be authorized to attend
the 1982 C.S.Anderson Road School and all tuition fees and reasonable out-of-pocket
expenses incurred be charged to the Current Public Works Budget Account Number
7202-202-000 (Conventions & Seminars).
32.
1982 Road Maintenance Program
THAT Staff be authorized to advertise tenders for the supply and delivery of Emulsified
Asphalt Patching Material (Cold Mix) to the Town in accordance with the 1982 Budget
allocation for this item.

33.
Construction of Holt Road (Ontario Hydro)
THAT Staff be authorized to retain the services of the Region of Durham Land
Purchasing Division to negotiate the purchase of property to facilitate the
proposed construction of Holt Road and all Land Purchase Agreements be brought
before Committee and Council for approval.
34.
Use of Township Shed Hampton
THAT Mr. Ron White's request on behalf of Hampton United Church, for the use of
the Public Works Township Shed in Hampton be referred to the Deputy Director of
Public Works to contact the Group and Council support the use of the property for
the purpose requested.
35.
Ministry of Natural Resources - Fencing Road Allowances
THAT the correspondence from the Ministry of Natural Resources relative to road
allowance between Lots 10-11 , 12-13, 14-15, Concession 6, former Township of Clarke
be received and the Town approve their request to maintain the fencing where it crosses
the municipal allowance to control access.
36.
Multiple Sclerosis Society
THAT Council approve the request of the Multiple Sclerosis Society to sell carnations
during the week of May 3 to 9 inclusive.
37.
Monitoring Committee - Port Granby Dump
THAT Council endorse the formation of a Monitoring Committee with 5 members for Port Granby
WasiEManagement Facility and Councillor Hamre be the Town's representative and, in co-op-
eration with the Chief Administrative Officer, Town Staff be available as resource people
when necessary and, in the interim, Councillor Hamre liaise with Mr. Veldhuis as a
Steering Committee and report back to Committee within 4 weeks.
38.
Town Crests
THAT 340 new Town crests @ $2.85, plus P.S.T., each be ordered and charged to
unclssified administration.
39.
Non-Union Staff Salaries 1982
THAT the salaries for 1982 non-union staff reflect a 9.6% increase across the board with
a possible $500. or 2.1% productivity increase reflecting a potential across the board
increase of 11.7% in 1982 and further that the productivity be judged on the basis of
a semi-annual performance evaluation July and December 1982 to a maximum of $250. on
each occasion.
40.
Regional Apportionment Levy
THAT the Town of Newcastle join with the Municipalities of Ajax and Uxbridge in approaching
the Province regarding the Regional Apportionment Levy and the approach be made by the
Mayor and Treasurer.
