REPORT # 2 TOWN OF NEWCASTLE Mayor Rickard and Members of Council:- The following recommendations to Council were made at a meeting of the General Purpose and Administration Committee on February 22 1982: Executive Secretary to Mayor THAT 1. Report Admin 82-13 be received; and 2. Committee approve the attached description for the position of "Executive Secretary to the Mayor"; and 3. Committee forward the attached by-laws to Council for approval, giving effect to (2) above and confirming t.1rs. Rei din the pos iti on of "Executi ve Secreta ry to the Mayor." (See by-laws 82-22 and 82-23). 2. Purchasing & Supply Agent - Treasury Department THAT 1. Report Admin 82-15 as amended, be received; and 2. Tha t Council es tab 1 i sh the pos iti on of "Purchasi ng and Supply Agent" according to the attached job description; and 3. Council adopt the attached by-law as amended, giving effect to the above. (See by-law 82-24) THAT Report CD-11-82, Animal Control Monthly Report for January 1982, be received for information. 3. 4. THAT Report CD-12-82, Parking Report for January 1982, be received for information. 5. THAT Report PD-24-82, Monthly Building Report for January 1982, be received for information. 6. J. Bolahoui Application for SHe Plan Approval THAT 1. Report PD-25-82, be received by the Committee: and 2. That application for site plan ~pproval S-P-2-29, submitted by Mr. John A.V. Bolahood be denied as the proposal is not considered to be in conformity with the application Official Plan policies and designations. 3. That the applicant be advised to consult with staff regarding the land use of the property in report PD-25-82. Sharon Wood Rezoning 7. 8. Report PD-27-82 be received; and That application for rezoning Z-A-3-6-12 be approved; That the attached by law be forwarded to Council for approva 1. (By- 1 aw 82- 25) THAT Report PD-28-82 Staff Vacancy Current Operations Planner, be received and referred to budget. and THAT l. 2. 3. ~ . G.P.A 9. -2- REPORT #2 Newcastle Shoreline Proposed Subdivison Agreement 1. That Report PD-29-82 be received; and 2. That the attached Subdivision Agreement between Newcastle Shoreline Properties Limited and The Corporation of the Town of Newcastle be passed; and 3. That the attached by-law authorizing the execution of an agreement between Newcastle Shoreline Properties Limited and The Corporation of the Town of Newcastle be passed; and 4. That the Town Clerk and Mayor be authorized to execute the subject Subdivision Agreement upon payment of all monies due under the terms of the Subdivision Agreement and upon final O.M.B. approval fo the implementing zoning by-law number 81-66. 10. R.M. Hollingshead Plant . 1. That Report PD-30-82 be endorsed; and 2. That staff be authorized to advertise the proposed modification to the Official Plan for the Bowmanville Urban Area as identified on Attachment 1 to staff Report PD-30-82; and 3. That staff be authorized to circulate the draft zoning by-law amendment (Attachment 2) to the affected property owners for their review and comment; and 4. That staff be directed to bring forward a further report in respect of these matters as soon as reasonably possible following public notice of the proposed Official Plan modification. 11. THAT Repbrt PD-31-82, Bill 194, Planning Statute Law Amendment Act, be received for information. 12. Boulton Street Village of Newcastle 1. That Council approves the proposal to extend the watermain on Boulton Street in the Village of Newcastle and the Regional Municipality of Durham be advised of the Town's interest in the provision of water service the Municipally owned lot; and 2. That provision to cover the total estimated cost of the extension to the water service, in the amount of $5,055.95 (Five thousand and fifty-five dollars and ninety-five cents), be provided in the 1982 Capital Budget from Reserves. 13. Aggregate Sources & Transportation Routes M.T.C. Contract No.80-03 . THAT the recommendations in WD-12-82 be endorsed; and the following resolution be forwarded to council for approval: .. G.P.A. -3- REPORT #2 . "THAT WHEREAS the Mi ni s try of Transporta ti on & Communi ca ti ons has identified numerous sources, within the Town of Newcastle, from which aggregates may be drawn during the performance of the contract to reconstruct certain sections of Highway 401 and Highway 35/115; and WHEREAS the transportation of aggregates may incur an impact on Municipal Roads and the environment; and WHEREAS the Ministry of Transportation & Communications has indicated that any roads which suffer a detrimental impact as a result of being used as haul routes shall be maintained in, and restored to, a condition satisfactory to the Municipality; BE IT RESOLVED THAT the Town of Newcastle approves the proposal of the Ministry of Transportation & Communications relative to the sources and transportation of aggregates to be utilized in highway reconstruction during 1982, subject to there being no financial or environmental impact on the Municipality either during, or at the completion of, the contract; and . BE IT FURTHER RESOLVED THAT, upon the determination of the specific sources of aggregates to be used, and the establishment of the haul routes therefrom, the Town of Newcastle and representatives from the Ministry of Transportation and Communications and the Ministry of Natural Resources, meet to assess the original condition of those Municipal roads involved and, further, that the Town of Newcastle monitor and report on the impact thereon during the performance of the contract". 14. C.P. Rail Crossing, Mileage 155.66 THAT 1. The Town of Newcastle submit an application to the Canadian Transport Commission for the installation of automatic protection devices at the C.P.Rail Crossing located in Lots 22 & 23, Broken Front Concession, former Township of Clarke; and 2. The Town's portion of the costs be included in the 1983 Capital Forecast; and 3. Staff be authorized to install advance warning signs on all three approaches to the crossing as an interim safety measure. 15. THAT Report WD-14-82, re Lots 26 and 27, B.F. Concession, former Township of Clarke, Boulton Street/Lakeshore Road be received for information. . . . . ~ ~ G.P.A. - 4 - Report #2 16. Acti vity Report THAT 1. in accordance with proVlslon of Section 220(i) of the Municipal Act R.S.O. 1970 as restated, in part below: "The Treasurer shall receive and safely keep all money of the Corporation and shall payout same to such persons and in such manner as the laws of Ontario and the By-laws or Reso 1 uti ons of the Counci 1 di recto " 17. The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended January 1982 is as shown on the attached schedule: (Report TR-9-82) and 2. The expenditures for the month be approved. II THAT Report TR-HJ-.82, Councillor's Remuneration and Expenses, 1981 be received for information. " THAT Report TR-~-82 be endorsed and Council approve a provision of $40,000. against the balances outstanding from the local Boards as at December 31 1981. 18. 19. Confirming By-law February 15 1982 THAT By-law 82-21 "being a by-law to confirm the proceedings of the Council of the Town of Newcastle at its meeting held on the 15th day of February 1982" be reconsidered by Council on Monday March 1st 1982; AND FURTHER that By-law 82-21 given first reading on February 15th 1982, be given second and third reading and passed. 20. THAT the correspondence from the Region of Durham re GO Rail Service Extension Progress Report be received for information. \ 21. Unauthorized Removal of Trees THAT the solicitor be advised to proceed with the legal matter with no direction as to pretrial settlement. 22. Requests for Information THAT the Mayor's verbal report regarding request from Mr. Livingston dated February 8 1982 and related correspondence; request from J. Dunham and W.
