TOWN OF NEWCASTLE
Mayor Rickard and Members of Council:-
The following recommendations to Council were made at a meeting of the General
Purpose and Administration Committee held on January 11, 1982.
1.
Positions of Director of Planning & Director of Public Works
THAT Report Admin 82-1, be endorsed and that the positions of Director of
Planning and Director of Public Works be established according to the
job descriptions, and that the attached by-laws be approved to give effect
to the above. (See by-laws 82-8, and 82-9).
2.
Public Presentation of Administrative Facilities Study
THAT Report Admin 82-2, be received for information and a public
presentation of plans be held on Thursday, January 21, 1982, at 7:30 p.m.,
in Court Room #1, and the Town Hall be opened for interested persons to
view the existing administrative facilities.

3. Front Porch Bowmanvi lle Museum
THAT Report Admin 82-3 be received and that staff be authorized to review
the proposals received for the restoration and reconstruction project in
conjunction with David A. G. Mills, Architect for the Bowmanville Museum
Board, and further to review the proposals with the Board as may be
necessary and that staff report back to the General Purpose and
Administration Committee.
4.
Animal Control Reports for September, October, November & December 1981
THAT Reports CD-2-82, CD-3-82 and CD-5-82 be received for information,
and that Reports CD-3-82 and CD-5-82 be referred back for
clarification.
5.
Parking Report for December 1981
THAT Report CD-4-82 be received for information.

6.
Eye Guards Fitness Centre
THAT the recommendations in Report CS-01-82, be received and the present i,~/g-'/
pol icy regarding eye wear for patrons in squash courts, be unchanged. C.
Outdoor Pools - Operational and Maintenance Reports
THAT Report CS-2-82, Outdoor Pool Operation Review, and CS-3-82, Ourdoor
Pools, Maintenance Report, be received for information.

Shared Facilities, Town of Newcastle and Northumberland and
Newcastle Board of Education
THAT Report CS-4-82 be received for information.
9 . Water Supply - Darlington Sports Centre
THAT the Chief Administrative Officer and the Director of Community
Services be authorized to negotiate the renewal of the Agreement with
the Northumberland & Newcastle Board of Education for the supply of water
at Darlington Sports Centre, on an extended term, if possible.
10. Monthly Fire Report for November 1981
THAT Report FD~6-82 be received for information.
11. Minutes of Committee of Adjustment
THAT the Minutes of the Committee of Adjustment Meeting held on
December 16, 1981, be received for information.
12. Planning & Development Department 1982 Work Program
THAT Report PD-1-82 be received for information and the 1982 Work Program
for the Department of Planning & Development be approved.
13. Rezoning Enright & Dallas
THAT Report PD-3-82 be received and that applications for rezoning
Z-A-I-15-12 and Z-A-1-15-13 be approved, and that the attached By-law 82-10
be forwarded to Council for approval.
14.
Rezoning Petrofina
THAT Report PD-4-82 be received and that application for rezoning
Z-A-1-3-4 affecting part of Lot 20, Concession 2, be approved, and that
the attached by-law be forwarded to Council for approval at such time as the
applicant has satisfied the requirements of the Town of Newcastle Work's
Department relative to access, grading and drainage.

15.
Crosswalk - King and Division Streets
THAT Report WD-1-82 be received and that pedestrians be encouraged to
use the crossing at the corner of King Street and Division Street, and a
pedestrian crosswalk be located on the east side of Division Street,
subject to Ministry of Transportation and Communications approval, and
the Public Works Department undertake a traffic study for the intersection
of King Street and Division Street, in accordance with Ministry of
Transportation and Communications criteria for installation warrants for
traffic control, and that the request for a crosswalk on King Street,
opposite the Veltri Complex be denied.
Rural Delivery of Mail
THAT Report WD-2-82 be received and mailboxes on municipal road allowances
shall be located and erected in accordance with Sections 83 and 96 of the
Canada Post Guidelines entitled 'Rural Delivery of Mail', and mailbox
replacement or repair shall be undertaken by the Town of Newcastle only y/
if the damage is proven to have been directly caused by Town equipment, A .hS/~
and providing that the mailbox and post were installed in accordance with ~
Section 83 of the 'Rural Delivery of Mail' manual. Subject to the afore-
mentioned conditions, the Town of Newcastle shall repair, if feasible, or
replace the mailbox and/or post, when weather conditions permit and, further,
it shall be the responsibility of the homeowner to make temporary arrangements
for mail delivery until the Town completes the permanent repairs.
Park Street Unopened
THAT Report WD-3-82 be received and the appraisal report prepared by the
Region of Durham Land Purchase Division be approved, and the value of Part
2 and Part 3, Reference Plan 10R-1392, being the easterly and westerly
16.5 ft. of Park Street, between Blocks 'U' and 'V', Hanning's Plan of the
Village of Newcastle, be established at $2,000.00 (Two Thousand DOllars)
each, and the abutting owners be advised, in accordance with Town Policy.

K. Hooper's Requests
THAT Mr. Hooper's comments be acknowledged, and that the Chief
Administrative Officer be requested to reply to Mr. Hooper's specific
request for information regarding the Town's Tendering Procedures, and report
to Counci 1 .
19.
Bond Head
THAT the Town of Newcastle hereby request the Region of Durham to initiate
an official plan amendment to permit the extension of water services in the
Bond Head area and to allow residential development to take place in the
Bond Head area, by limited infilling.
Council Representatives on Local Boards
THAT Council Representatives on Local Boards review the outstanding
accounts with their Committees.

Tenant's Association, Veltri Complex
THAT an apology be sent to the Tenant's Association at the Veltri Complex
for the oversight in that they were not listed as a delegation on the General
Purpose and Administration Committee Meeting Agenda, and they be advised that
they may appear at the next Council Meeting, and they be advised of the
recommendations to Council.
Bowmanville Museum Appointments
THAT the Striking Committee report to Council on the 2 appointments
to the Bowmanville Museum, for 1982.
23. Petition
THAT it be recommended to Council that the amendment to Resol ution
#C-19-82 be rescinded and #C-1982 be approved as presented.
