Minutes of a special meeting of the General
Purpose & Administration Committee, held on
Friday, January 9, 1987 at 8:45 a.m., in
Court Room 112.
Present Were: Mayor J. Winters (at 9:05 a.m.)
Councillor A. Cowman (at 9:30 a.m.)
Councillor M. Hubbard
Councillor H. McKnight
Councillor F. Stapleton
Councillor A. Wotten (at 8:55 a.m.)
Absent Were: Councillor D. Hamre (On Vacation)
Also Present: Chief Administrative Officer, L. Kotseff
Director of Public Works, G. Ough
Director of Planning, T. T. Edwards
Deputy Director of Community Services, J. Caruana
Deputy Clerk, R. Rutledge
The purpose of the meeting is to conduct consultant interviews
regarding the new arena project.
The Chairman, Councillor Frank Stapleton called the
meeting to order at 8:55 a.m.
The Chief Administrative Officer, L. Kotseff gave a
general overview of the events leading to this meeting.
Resolution IIGPA-26-87
Moved by Councillor McKnight, seconded by Councillor Hubbard
THAT Committee move "In Camera" to conduct the consultant
interviews.

Vic Aiken, Manager Building Department and Bernie Terkowicz,
In House Architect, made a presentation on behalf of Totten,
Sims, Hubicki Associates.
Don Clarke, Senior Vice President; Don McCoy, Director of
Recreation Facilities, and Ben Sproule, Senior Civil
Structural Engineer, made a presentation on behalf of
Phillips, Barratt Kaiser.

Moved by Councillor Cowman, seconded by Councillor Wotten
]HAT Committee recess until 1:00 p.m.

Adjournment
Alvin Morrison, President, Claudius Carnegie, Vice President,
Lyn Saplys, Architect, Gerry Garvey, President, Garvey
Contruction, and T. Smetny, Mechanical Engineer with Everest
Engineering, made a presentation on behalf of A. J. Graham
Engineering Consultants Ltd.
Denny Bryan, P.Eng., Project Manager, made a presentation on
behalf of Barry Associates Limited.
Resolution #GPA-28-87
Moved by Councillor Cowman, seconded by Mayor Winters
WHEREAS the Town has considered very carefully the selection of
a Consultant regarding the new Arena Project through receiving
submissions and conducting interviews;
NDW THEREFORE BE IT RESOLVED THAT the firm of Phillips
Barratt Kaiser Engineering Limited, be selected as the Town's
Consultant regarding the implementation of the Town's new
Arena Project in accordance with the Consultants' proposal for
services dated September 26, 1986 and January 8, 1987, and
that the Chief Administrative Officer review the terms of
an agreement with the Consultant and report back to Council
as soon as possible.

THAT the meeting be open.

THAT the actions taken "In Camera" be confirmed.

Moved by Mayor Winters, seconded by Councillor Wotten
THAT Totten, Sims, Hubicki, A.J. Graham Engineering
Consultants Ltd., and Barry Associates Ltd., be informed
of Council's decision and thanked for their presentation.

THAT the meeting adjourn at 4:10 p.m.
