TOWN OF NEWCASTLE General Purpose & Administration Committee Minutes of a Special Meeting of the General Purpose & Administration Committee, held on Friday, March 20, 1987, at 9:30 a.m., in Court Room H2, to discuss the Current Budget. Present Were: Mayor J. Winters Councillor A. Cowman (at 9:40 a.m.l Councillor D. Hamre Councillor M. Hubbard Councillor H. McKnight Councillor A. Wotten Roll Call Road Construction Holt Road Page 18 King Street Haydon March 20, 1987 Absent: Councillor F. Stapleton Also Present: Chief Administrative Officer, L. Kotseff Treasurer, J. Blanchard Director of Public Works, G. Ough Deputy Clerk,R. Rutledge Councillor Wotten chaired this portion of the meeting. Larry Kotseff, Chief Administrative Officer, verbally outlined the demands on the muniCipality with respect to the upgrading of certain levels of service, and various proposed adjustments to the budget which were subsequently distributed and reviewed with Members of the Committee. Mayor Winters made a declaration of interest relative to Road Construction on Baseline Road; vacated his chair and refrained from discussion or voting on the subject matter. Mayor Winters owns property that could be affected by the construction of Baseline Road. Resolution HGPA-282-87 Moved by Mayor Winters, seconded by Councillor Hubbard THAT the Hydro Liaison Committee be requested to review the road impact of the proposed Holt Road Construction prior to the proposed amount of $400,000 as referenced on Page 18, 6310 Road Construction under Account #7205-00039-0005 being expended. "CARRIED" Resolution HGPA-283-87 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT staff review and submit a report on the costs of repairing the Haydon Road and the ways of funding same. Statement of Function, Goals & Obj ecti ves Recess - 2 - March 20, 1987 Resolution #GPA-284-87 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the following accounts be decreased by $10,000 each: 7209-0041-0005 - Summer Maintenance Roads - Division I 7209-0043-0005 - Summer Maintenance Roads - Division 3 AND THAT the $20,000 taken from the above accounts be allocated to the following account: 7205-87009-0005 - King Street, Haydon. "CARRIED" Resolution #GPA-285-87 Moved by Councillor Cowman, seconded by Mayor Winters THAT the following changes be made to the ninth paragraph under the heading of Goals and Objectives Page 6 - Public Works Department: delete the word "significant" change the word "upgrading" to "maintaining." "CARRIED" Resolution #GPA-286-87 Moved by Mayor Winters, seconded by Councillor Hamre THAT a review of the present system of processing applications as they relate to the Public Works Department be undertaken for the purpose of: 1. Initiating a processing fee; 2. Streamlining the review process. AND THAT the hiring of any additional staff in Public Works be deferred until this report is received and reviewed by Council within 2 weeks; AND THAT the said report be co-ordinated with the Chief Administrative Officer through the Treasurer and Director of Public Works. Staffing - Finance Dept. 10.10.99. . . - 3 - March 20, 1987 The meeting reconvened at 1:25 p.m. Resolution HGPA-288-87 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT the Treasurer be directed to include in the budget, $3,000.00 to offset costs incurred by Goodyear Canada, for water to assist in the salmon run in Bowmanville Creek; AND THAT Bowmanville Anglers be notified of Council's actions. "CARRIED" Resolution HGPA-289-87 Moved by Councillor Hubbard, seconded by Councillor McKnight THAT the appropriate Tenders be called for the purpose of garbage collection and disposal in Bowmanville and new urban areas of Bowmanville; AND THAT the Director of Public Works and the Bowmanville representatives meet with the B.I.A. to discuss their concerns. "CARRIED" Resolution HGPA-290-87 Moved by Councillor Hubbard, seconded by Councillor Cowman 1. That Report TR-18-87 be received; and 2. That the non-union position of Systems Manager be established; and 3. That staff be authorized to proceed forthwith, to fill the position. "CARRIED" Resolution HGPA-291-87 Moved by Councillor Hamre, seconded by Councillor McKnight THAT Resolution #GPA-290-87 be referred to the Finance portion of this meeting. "LOST" Resolution #GPA-292-87 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT Report TR-17-87 be 'received; and THAT the Chief Administrative Officer and Treasurer be directed to refine the budget per the suggested adjustments to the proposed budget to reflect a 6.25% increase over 1986. "CARRI ED" The meeting reconvened at 2:00 p.m. Resolution #GPA-294-87 Moved by Councillor Cowman, seconded by Councillor Hamre THAT the Clerk's Department assist the Chief Administrative Officer with the Economic Development and Tourism Activities as the Chief Administrative Officer requires. "CARRIED" Resolution #GPA-295-87 Moved by Councillor McKnight, seconded by Councillor Cowman THAT Item #6 (Page 13) of the Chief Administrative Officer's Goals and Objectives be deleted and transferred to the Clerk's Department; AND THAT the subject goal and objective include an update of the by-laws. "CARRIED" Resolution #GPA-296-87 Moved by Mayor Winters, seconded by Councillor Hamre THAT the staff of each Department review and submit a detailed report relative to methods of increasing revenue to support various services in that department other than through the General Levy. "CARRIED" Resolution #GPA-297-87 Moved by Councillor Cowman, seconded by Councillor Hubbard THAT the meeting adjourn at 2:30 p.m. "CARRIED"
