DISCLOSURES OF PECUNIARY INTEREST Councillor Foster indicated that he would be stating a pecuniary interest with respect to Report PSD-020-06. Councillor Foster advised his wife works at the church. MINUTES Resolution #GPA-052-06 Moved by Councillor Robinson, seconded by Councillor Trim THAT the minutes of the regular meeting of the General Purpose and Administration Committee held on February 6,2006, be approved. CARRIED General Purpose and Administration Committee Minutes February 20, 2006 Leslie Benson, Manager of Transportation & Design, Engineering Services, introduced Bruno Bianco, Design Engineer, Engineering Services. Mr. Bianco commenced his employment with the Municipality of Clarington on January 31,2006. PRESENTATION PC Todd Petzold, Durham Regional Police Services addressed Council in regards to the sale and possession of "replica and imitation firearms". PC Petzold is a youth liaison representative for the Durham Regional Police Services. PC Petzold related past events in 2005 and 2006, involving replica and imitation firearms, which have initiated the need for creating a by-law for the enforcement of the sale and possession of replica and imitation firearms. Durham Regional Police Services is encouraging all Municipalities in the Region of Durham to adopt the same by-law as was passed by The Township of Scugog to regulate the sale and possession of replica and imitation firearms. PC Petzold advised that Municipal Law Enforcement Officers will not be required to enforce the by-law. Mayor Mutton welcomed Inspector Bill Temple and Pat Sayer, Durham Regional Police Services. Sergeant Steve Jones, Gang Enforcement Unit, Durham Regional Police Services, presented a slide show to Council in regards to Street Gangs. Detective Jones advised that the Gang Enforcement Unit was formed in January, 2005 and is comprised of 1 Detective Sergeant, 2 Detectives, and 10 Detective Constables to address the increase in the number of street gangs throughout the Region of Durham. Detective Jones addressed the following criteria: - the Mandate of Gang Enforcement Unit; - the definition of a "Street Gang" under the Criminal Code and a Gang Member/Affiliate; Gang Member Criteria; How to Identify What is a Gang Related Crime/lncident; Gang Locations in Durham Region; Gang Structure: Scavenger, Territorial, and Organized; Identifier Markings: graffiti, hand signs, tattoos, and colours/clothing; and Motivation Factors: media, pop culture, identity, competence, protection, peer pressure, and generational. In closing, Detective Jones stated the Gang Enforcement Unit will continue to focus on educating and working with the youth through the schools in the Region of Durham. Mayor Mutton reported that on Friday, February 17, 2006 the GT A Mayors collectively endorsed the regulating of replica and imitation firearms and encouraged all municipalities in the Province to adopt a similar by-law. Sergeant Steve Jones and the Durham Regional Police Services were congratulated on their work and programs concerning replica and imitation firearms. - 2 - General Purpose and Administration Committee Minutes February 20, 2006 DELEGATIONS Sheila Hall, Clarington Board of Trade, advised prior to the meeting she would not be in attendance. Ms. Hall will be included as a delegation at the March 6, 2006 General Purpose and Administration meeting. Councillor Schell chaired this portion of the meeting. PUBLIC MEETING (a) Subject: Application to Amend the Clarington Official Plan and Zoning By-law 84-63 The Municipality of Clarington PSD-019-06 Applicant: Report: Carlos Salazar, Manager Community Planning & Development, Planning Services, provided a verbal report and a slide presentation pertaining to Report PSD-019-06. Kevin Tunney, Planning and Land Management Consultant, Tunney Planning Inc., addressed Council in regards to Report PSD-019-06. Mr. Tunney's stated a concern with regards to the allowed permitted space of 600 m2 as outlined in the By-law attached to Report PSD-019-06. In closing, Mr. Tunney is requesting that Council increase the permitted floor print size to 1200 m2. Shirley Crago, spoke in opposition to Report PSD-019-06. Mrs. Crago stated that she and her husband would not consider selling their property for development unless all the land is sold as a unit. Her house is a certified first class heritage property and she does not want to see it destroyed. Mrs. Crago requested a private meeting with staff and Council representation to discuss this matter further. No one spoke in support of Report PSD-019-06. PLANNING SERVICES DEPARTMENT PROPOSED AMENDMENTS TO THE CLARINGTON OFFICIAL PLAN AND ZONING BY-LAW AND PROPOSED CLARINGTON ENERGY BUSINESS PARK, SECONDARY PLAN APPLICANT: THE MUNICIPALITY OF CLARINGTON Resolution #GPA-053-06 Moved by Councillor MacArthur, seconded by Mayor Mutton THAT Report PSD-019-06 be received; and - 3 - General Purpose and Administration Committee Minutes February 20, 2006 THAT Staff prepare an Addendum Report PSD-019-06 to address any issues emanating from the Public Meeting and agency comments for Council's consideration at the February 27, 2006 meeting of Council. CARRIED Councillor Foster stated a pecuniary interest regarding Report PSD-020-06 and refrained from discussion and voting on the subject matter. Councillor Foster's wife works at the church. CARRIED MINUTES OF SETTLEMENT FOR APPEAL OF MINOR VARIANCE FOR STEWART - HAASS Resolution #GPA-056-06 Moved by Councillor Foster, seconded by Councillor MacArthur THAT Report PSD-022-06 be received; THAT Council approve the minutes of settlement between James and Cindy Stewart- Haass and the Municipality of Clarington contained in Report PSD-022-06, as Attachment 2, and adopt the by-law attached to Report PSD-022-06, as Attachment 3, authorizing the Mayor and Clerk to execute them for the Municipality; and THAT the Municipality's Solicitor and staff be authorized to present the minutes of settlement to the Ontario Municipal Board to request the Board approve the amendments to the decision of the Committee of Adjustment.
