Councillor Cowman chaired this portion of the meeting.
Removal of Holding Symbol, Part Lot 35, Concession 2,
former Township of Darlington - Kingsberry Properties
The Chairman announced that the Council of the Corporation of
the Town of Newcastle intends to pass an amending by-law under
Section 35 of the Planning Act, to remove the holding provision
from lands within Part of Lot 35, Concession 2, former Township
of Darlington, from "Holding - Urban Residential Type One
((H)R1)" to "Urban Residential Type One (R1)."
The "(H)R1" zone permits existing Residential and Conservation,
Forestry and Farm uses exclusive of livestock operation uses.
Removing and Holding symbol from the "(H)R1" zone would permit
the development of twenty-three (23) urban residential lots.
The Council of the Corporation of the Town of Newcastle will
consider the proposed amending by-law not earlier than at its
General Purpose and Administration Committee Meeting of
November 2, 1987, and consider passing a by-law not earlier
than November 9, 1987.
The Chairman asked three times if there were any persons wishing
tospeak tothis matter, other than the applicant. No person
indicated a desire to speak. Mark Foley of Kingsberry Properties
advised that he concurs with the staff recommendations and is
present to answer questions.

THAT Irwin Hamilton be added to the Agenda under Delegations.

Mrs. V. L. Anderson, 1585 Townline Rd. N., R.R. 5, Oshawa,
advised that she had not seen a copy of Report PD-272-87 at
the time of her request to be put on the Agenda. She asked
confirmation of the hearsay that Mr. Veltri has sold the
property and has withdrawn his Official Plan and Rezoning
Applications.
Staff have been verbally advised by the applicants that the
subject properties have been sold and that they have no
objection to the closing of the file.
Councillor Wotten chaired this portion of the meeting.
Councillor Cowman made a declaration of interest relative to
the presentation of Harold Gascoigne. Councillor Cowman
owns property within 400 feet of the subject lands.
Harold Gascoigne, 13 Darlington Blvd. S., Oshawa, submitted a
petition opposing the construction of a condominium project
on approximately 19 acres of land to the east of Darlington
Boulevard, to the south of King's Highway No.2, and to the
west of the valley of the Farewell Creek. The area residents
feel this development will detract from the value of their
homes. The area is presently zoned R1 and consists of long
time residents. They want the area to remain as R1 and only
development along this line allowed. Problems exist with the
valley being improperly used. He asked Committee to take the
concerns of the area residents into serious consideration.
All the wells are polluted in this area.
Tom Gascoigne, 13 Darlington Blvd. S., Oshawa, commented on the
study that Price Waterhouse did for the Township of York. He
is of the opinion that this study is a close comparison of
this proposal. The study examined all services and all hidden
long term costs. The Township considered the report then
down zoned the lands. Mr. Gascoigne commented on the serious
strain the proposal would have on the Fire Department in
making calls on high rise apartments and on police protection.
The valley lands are used by teenagers for parties and
bonfires. Mr. Gascoigne voiced his dissatisfaction with the
public notice process. They found out about the development
through an article in the newspaper. The sign is not visible.
Irwin Hamilton, Hamilton & Bellefontaine, 43 Ontario Street,
Bowmanville, asked that Committee table Report PD-284-87 for
4 - 6 weeks to allow response to the comments contained
therein.
