Mr. Ken Hooper addressed the committee. He stated that he did
not approve of the Town's method of tendering. In his opinion,
material should be:
1. Canadian made if possible.
2. All dealers should be allowed to tender.
3. Preference in tendering, if possible should be given to
Goodyear, as they are one of the largest taxpayers in
Bowmanville.
.
4. If specifications are changed after acceptance, all tenderers
should be given an opportunity to rebid.
He felt these suggestions should be adopted and had followed to
the letter. He explained the method of verifying the maker of tires.
He asked for an explanation regarding the item in Report TR-1-82,
that there was no cash position available for November 1980. He
also asked permission to check certain money transactions that
have come to his attention for verification, at a time mutually
convenient to him and staff. He requested that as he has another
appointment that Council consider altering procedures to reply to
his questions at this time or the Clerk reply in writing, with
Council's comments.
