Minutes of a meeting of the General Purpose and Administration Committee held on Monday, January 11, 1982 at 9:30 a.m., in Court Room #2 Roll Call Present Were: Councillor Ann Cowman, Chairman Councillor Diane Hamre, Member until 3:45 p.m. Councillor Marie Hubbard, Member until 3:45 p.m. Councillor Maurice Prout, Member Councillor R. Edwards until 12:00 noon Deputy Director of Public Works, David Gray until 2:45 p.m. Resolution #GPA-I-82 Minutes Moved by Councillor Hubbard, seconded by Councillor Prout THAT the minutes of the meeting of December 7, 1981, be adopted as read. . "CARRIED" Delegations Mr. Ken Hooper addressed the committee. He stated that he did not approve of the Town's method of tendering. In his opinion, material should be: 1. Canadian made if possible. 2. All dealers should be allowed to tender. 3. Preference in tendering, if possible should be given to Goodyear, as they are one of the largest taxpayers in Bowmanville. . 4. If specifications are changed after acceptance, all tenderers should be given an opportunity to rebid. He felt these suggestions should be adopted and had followed to the letter. He explained the method of verifying the maker of tires. He asked for an explanation regarding the item in Report TR-1-82, that there was no cash position available for November 1980. He also asked permission to check certain money transactions that have come to his attention for verification, at a time mutually convenient to him and staff. He requested that as he has another appointment that Council consider altering procedures to reply to his questions at this time or the Clerk reply in writing, with Council's comments. . . . G.P.A. Positions of Director of Planning & Di rector of Public Works Public Presenta- ti on of Administrative Facil ities Study Front Porch Bowmanville Museum - 2 - January 11, 1982 Resolution #GPA-2-82 Moved by Councillor Hubbard, seconded by Councillor Woodyard THAT the recommendations in Admin 82-1, be endorsed 1. That this report be received; and 2. That the positions of Director of Planning be established according to the attached job descriptions; and 3. That the position of Director of Public Works be established according to the attached job descriptions; and 4. That the attached by-laws be approved to give effect to the above. "CARRIED" Resolution #GPA-3-82 Moved by Councillor Prout, seconded by Councillor Hamre THAT Report Admin 82-2, re Public Presentation of Administrative Facilities Study be received for information and a public presentation of plans be held on Thursday, January 21,1982, at 7:30 p.m., in Court Room #1, and the Town Hall be opened for interested persons to view the existing administrative facilities. "CARRIED" Resolution #GPA-4-82 Moved by Councillor Prout, seconded by Councillor Hubbard THAT the recommendations in Admin 82-3, be endorsed, and 1. The report be received; and 2. That staff be authorized to review the proposals received for the restoration and reconstruction project in conjunction with David A. G. Mills, Architect for the Bowmanville Museum Board, and further to review the proposals with the Board as may be necessary. G.P.A. - 3 - January 11, 1982 Resolution #GPA-6-82 Crossing Guard Moved by Councillor Taylor, seconded by Councillor Prout Hwy. #2 Newcastle THAT the recommendations in CD-1-82 be endorsed; and Vi 11 age Animal Control Report for September 1981 1. That this report be received; 2. And that the request for the placement of an Adult Crossing Guard at Arthur Street and Highway #2, Newcastle Village not be approved at this time; 3. And that the request for a sidewalk or stone pathway along the north side of Highway #2 from Arthur Street to St. Francis of Assissi School be referred to the Ministry of Transportation and Communications for their consideration; 4. And further that Mrs. Judy Hooper, P.O. Box 472, Newcastle, Ontario, be so advised. "CARRIED AS AMENDED" Resolution #GPA-8-82 Moved by Mayor Rickard, seconded by Councillor Prout THAT the Public Works Department liaise with the Ministry of Transportation and Communications to see what can be done on an interim basis. That Report PD-3-82 be received; and 2. That applications for rezoning Z-A-I-15-12 and Z-A-I-15-13 be approved; and 3. That the attached By-law 82- be forwarded to Council for approved. That application for Rezoning Z-A-I-3-4 affecting part of Lot 20, Concession 2, be approved; and 3. That the attached By-law No. 82- be forwarded to Council for approval at such time as the applicant has satisfied the requirements of the Town of Newcastle Work's Department relative to access, grading and drainage. "CARRIED" Resolution #GPA-24-82 Moved by Mayor Rickard, seconded by Councillor Hubbard THAT the Planning and Development Department review the subdivision applications on file and prepare a report for discussion at the next General Purpose and Administrative Committee Meeting categorizing to some degree, the applications that appear to have a viable position for proceeding in the near future. Crosswalk - King and Division Streets Rural Del ivery of Mail - 7 - January 11, 1982 Resolution #GPA-26-82 Moved by Councillor Taylor, seconded by Councillor Hamre THAT the recommendations in Report WD-1-82, be endorsed; and 1. This report be received; and 2. That pedestrians be encouraged to use the crossing at the corner of King Street and Division Street; and 3. The Public Works Department undertake a traffic study for the intersection of King Street and Division Street, in accordance with Ministry of Transportation and Communications Criteria for installation warrants for traffic control; and 4. That the request for a crosswalk on King Street, opposite the Veltri Complex, be denied. "CARRIED AS AMENDED" Resolution #GPA-27-82 Moved by Mayor Rickard, seconded by Councillor Woodyard THAT Item 2 be amended by adding: "and a pedestrian crosswalk be located on the east side of Division Street, subject to Ministry of Transportation and Communications approval." "CARRIED" Resolution #GPA-28-82 Moved by Councillor Hamre, seconded by Councillor Woodyard THAT the recommendations in Report WD-2-82 be approved; and 1. This Report be received and; and 2. Mailboxes on Municipal road allowances shall be located and erected in accordance with Sections 83 and 96 of the Canada Post Guidelines entitled 'Rural Delivery of Mail'; and 3. Mailbox replacement or repair shall be undertaken by the Town of Newcastle only if the damage is proven to have been directly caused by Town equipment, and providing that the mailbox and post were installed in. accordance with Section 83 of the 'Rural Delivery of Mail' manual; and . . . Subject to the aforementioned conditions, the Town of Newcastle shall repair, if feasible, or replace the mailbox and/or post, when weather conditions permit and, further, it shall be the responsibility of the homeowner to make temporary arrangements for mail delivery until the Town completes the permanent repairs. "CARRIED" Councillor Taylor declared a conflict of interest in previous matter and refrained from discussion and voting. Resolution #GPA-29-82 Moved by Councillor Prout, seconded by Councillor Taylor THAT the recommendations in Report WD-3-82, endorsed; and 1. This report be received; and 2. The Appraisal Report prepared by the Region of Durham Land Purchase Division be approved; and 3. The value of Part 2 and Part 3, Reference Plan 10R-1392, being the easterly and westerly 16.5 ft. of Park Street, between Blocks 'U' & 'V', Hanning's Plan of the Village of Newcastle, be established at $2,000.OD (Two Thousand Dollars) each; and 4. The abutting owners be advised, in accordance with Town Policy. "CARRIED" Resolution #GPA-30-82 Moved by Councillor Prout, seconded by Councillor Taylor THAT Council agree with Mr. K. Hooper's requests that 1. certain money transactions be made available to him, after he has determined in writing what they are and has made an appointment with the Chief Administrative Officer; 2. that he be given an explanation of item in TR-1-82, cash position as of November 30, 1980 not being available; and 3. that tires be checked against the order. Veltri Complex Bowmanville Museum Appointments Unfinished Business Recess - 9 - January 11, 1982 THAT the Chief Administrative Officer be requested to reply to Mr. Hooper's specific request for information regardin9 the Town's Tendering Procedures, and report to Council. "CARRIED" Resolution #GPA-32-82 Moved by Councillor Hamre, seconded by Mayor Rickard THAT the Town of Newcastle hereby requests the Region of Durham to initiate an Official Plan Amendment to permit the extension of water services in the Bond Head area and to allow for residential development to take place in the Bond Head area, by limited infilling. "CARRIED" Resolution #GPA-33-82 Moved by Mayor Rickard, seconded by Councillor Prout THAT Council Representatives on Local Boards review the outstanding accounts with their Committees. "CARRIED" Resolution #GPA-34-82 Moved by Mayor Rickard, seconded by Councillor Prout THAT an apology be sent to the Tenant's Association at the Veltri Complex for the oversight in that they were not listed as a delegation on the General Purpose and Administration Committee Meeting Agenda, and they be advised that they may appear at the next Council Meeting, and they be advised of the recommendations to Council.
