Fanning,'til 11:45 a.m. Resolution #GPA-45-82 Moved by Councillor Hubbard, seconded by Councillor Prout THAT in the absence of the Chairman, Councillor Hamre chair the meeting. "CARRI ED" Resolution #GPA-46-82 Moved by Councillor Hubbard, seconded by Mayor Rickard THAT the minutes of a meeting held on January 11, 1982, be approved as read. "CARRI ED" Mr. Wm. Bagnell addressed the Committee regarding the updating of Scugog Street in Bowmanville from King Street to the C.P.R. Tracks. He stated that 17 tax payers had petitioned Council on January 28, 1981 for repairs to the road and the updating of services to correct a problem of storm water backing up in their residences. He spoke of modifications to the Scugog and King Street corner. He asked when the reconstruction of the street and upgrading of services would be done. Minutes Bowmanvi 11 e Business Centre Mayor's Report Toronto Area Industrial Board Recess - 2 - January 25, 1982 Mr. Al Strike representing the Parking Committee of the Bowmanville Business Centre, spoke to the Parking Committee Report. He summarized the information in the report. He gave the background, the need for off-street parking, the proposed projects, beautification of streets, offstreet lots, walkways and signs. He spoke of the purchase of property and/or agreements re leasing and improving to provide for 110 additional parking spaces. He itemized the funds available for these projects and the method of repayment. He spoke of the establishment of a Parking Authority. He recommended: (1) The passing of a Maintenance & OccuRancy By-law (2) The application for a loan of $150,000 under the Main Street Revitalization Program (3) The purchase and improvements mentioned in Section C of the report. He confirmed that he was making a formal recommendation to Council. Mayor Rickard advised that he would be in a position to report on his reply to petitioners re termination of employment immediately after lunch break. Resolution #GPA-47-82 Moved by Councillor Prout, seconded by Councillor Taylor THAT the agenda be altered to hear the Mayor's report on requests of petitioners re termination of employment of works employees as a first item after lunch break. "CARRIED" On a point of privilege, Mayor Rickard introduced correspondence from the Toronto Area Industrial Board regarding a meeting on January 26, 1982. Minutes Bowmanville Business Centre Parking Report - 3 - January 25, I982 Resolution #GPA-50-82 Moved by Mayor Rickard, seconded by Councillor Hubbard THAT the agenda be altered to deal with the matters raised by the delegations. "CARRIED" Resolution #GPA-51-82 Moved by Councillor Woodyard, seconded by Councillor Hubbard THAT the BOWffianville Business Centre Parking Committee report be referred to staff to work out the details regarding a formal request to Council and a report back to this Committee. "LOST" Resolution #GPA-52-82 Moved by Councillor Hamre, seconded by Councillor Prout THAT the previous resolution be amended by adding "in the report, staff include the total budgetary implications to the Municipality if all parts of the proposal were implemented." "LOST" Resolution #GPA-53-82 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT Mr. Strike's verbal request and hand written letter of January 25, 1982, be accepted as a formal request for Council to act and recommendations (1), (2) and (3) in Item H of the Parking Committee Report be approved in principle and the matter be referred to staff for further implementation and a report to Council and Committee as soon as possible. "LOST" Mayor Rickard presented an amendment to Resolution GPA-53-82. The Chairman refused to accept the amendment. Councillor Taylor challenged the ruling but the ruling of the Chair was upheld. On being put to a vote, Resolution GPA-53-82 was "LOST" . . . G.P.A. Minutes Bowmanvi 11 e Business Centre C.P. R. Tracks Courtice Storm Sewer Dog Licence Fees - 4 - January 25, 1982 Resolution #GPA-54-82 Moved by Mayor Rickard, seconded by Councillor Taylor THAT the verbal request of Mr. Strike, and his letter of January 25, 1982, be received as a formal request for Council to respond and recommendations (1), (2) and (3) of the Bowmanville Business Centre Parking Committee be addressed in particular and staff be requested to report to the Committee on the implementation and impact on the Municipality of this request, as soon as possible. "CARRIED" Resolution #GPA-56-82 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the recommendation in Report Admin 82-5, be endorsed, and the matter of re-tendering of the Courtice Storm Sewer Project as outlined in Admin 26-81, be lifted from the table and considered by Council. It is respectfully recommended that this report be received; 2. And that commissions paid with respect to the sale of dog licences by agents be increased from the present 10% of the licence fee to a flat fee of $2.00 per licence; 3. "WHEREAS the Council of the Town of Newcastle in considering application for rezoning Z-A-1-15-7, did on May 19, 1981 deem it appropriate to table consideration of this matter pending a meeting between the Town's Site Plan Committee and the applicant, Mr. Henderson; and . . . Minutes Bowmanvi 11 e Improvement Area Parking Report Parking Enforcement Orono Mayor's Report - 14 - January 25, 1982 Resolution #GPA-95-82 Moved by Councillor Hamre, seconded by Mayor Rickard THAT Committee reconsider the matter of the leasing of property on the S/W corner of Highway #2 and Scugog Street in the Bowmanville Business Improvement Area and hereby request staff to bring forward a report in respect of possible leasing arrangements for the property and alternate methods of financing same, plus the beautification of same to be brought forward in conjunction with the staff report on the Bowmanville Business Area Parking Committee report.
