Caruana, until 10:45 a.m. Resolution #GPA-500-82 Moved by Councillor Hubbard, seconded by Councillor Woodyard THAT the minutes of the meeting held on April 5, 1982, be adopted as read. "CARRIED" Mrs. Bonita Cunningham representing the Stephenson Side Road Homeowners Association, spoke to the Committee relative to Group Homes. She thanked the members of Council for their help and understanding in resolving the issue of the Group Home in former Clarke Township. She asked Committee to endorse the recommendation in Report PD-61-82, that By-law 81-154 be repealed. She stated that she felt the definition of a "Group Home' in the Resource Guide was inadequate and she would be pursuing the matter. Minutes Animal Control Report Picnic Table Frames - 2 - April 19, 1982 Resolution #GPA-502-82 Moved bv Councillor Hubbard, seconded by Councillor Woodyard THAT Report CD-21-82, Animal Control Report for March 1982, be received for information. "CARRIED" Resolution #GPA-503-82 Moved by Councillor Prout, seconded by Councillor Hubbard THAT the recommendation in Report CS-15-82, be approved, and 1. That this report be received; and 2. That the quote received from Henderson REcreation Equipment Ltd., be accepted at a cost of $2,010.00 plus Provincial Sales Tax. "CARRIED" Resolution #GPA-504-82 Fire Station #2 Moved by Mayor Rickard, seconded by Councillor Woodyard Pancake Breakfast Courtice West Neighbourhood Development Plan THAT the Fire Chief and the Volunteers at Fire Station #2 be congratulated for serving the Pancake Breakfast on Saturday, April 17, which provided a method for bringing people to the Fire Hall. "CARRIED" Resolution #GPA-505-82 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the recommendation in Report PD-60-82 be endorsed, and 1. That Report PD-60-82 be received; and 2. That Planning Staff be authorized to publish a public notice advising the public of the proposed amendment to the Courtice West Neighbourhood Development Plan included as Attachment 1 to this Report. Minutes By-law 81-154 Group Homes Clarke - 3 - April 19, 1982 Resolution #GPA-506-82 Moved by Councillor Hubbard, seconded by Councillor Woodyard THAT the recommendation in Report PD-61-82 be endorsed, and 1. That Report PD-61-82 be received; and 2. That the attached by-law which would have the effect of repealing by-law 81-154 in its entirety be forwarded to Council for approval; and 3. That the Ontario Municipal Board be advised of Council's actions and that the Ontario Municipal Board be requested not to approve By-law 81-154, but rather to close their file on this application; and Mrs. Cunningham's delegation on behalf of the Stephenson Side Road Homeowners Association be acknowledged and they be advised of Council's action. That the Site Plan Agreement be approved; and 3. That the By-law authorizing execution of a Site Plan Agreement between Beverly R. Heath and the Corporation of the Town of Newcastle be approved. Everett Turner and Janice S. Aluin and the Town of Newcastle be approved for execution; and 4. That the By-law authorizing the execution of an Agreement between Drs. Everett Turner and Janice S. Aluin be forwarded to Council for approval; and 5. That the By-law rezoning the subject lands be forwarded to Council for approval. "CARRIED" Resolution #GPA-509-82 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the recommendations in Report PD-65-82 be endorsed; and 1. That Report PD-65-82 be received; and 2. That the Site Plan Agreement between the Town of Newcastle and the Roman Catholic Episcopal Corporation be approved; and 3. That the By-law authorizing execution of an Agreement between the Corporation of the Town of Newcastle and the Roman Catholic Episcopal Corporation be approved. Minutes Special Spring Garbage Collection - Orono Drainage Problem - Baseline Road Central Ontario Travel Assoc. Seminar - 5 - April 19, 1982 1. That the special springtime garbage collect on, within the former Town of Bowmanville, prov ded for the disposal of items not normally included during regular services, be undertaken; and 2. That Monday and Tuesday, May 10th and 11th, 1982, be designated for the collection service in the area south of King Street, Bowmanville; and 3. That Thursday and Friday, May 13th and 14th 1982, be designated for the collection service in the area north of King Street, Bowmanville; and 4. That the appropriate notice be placed in the local newspaper. Minutes Monitoring Commi ttee - Port Granby Waste Management Facil ity - 6 - April 19, 1982 Resolution #GPA-516-82 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the report from Councillor Hamre, re Monitoring Committee-Port Granby Waste Management Facility, be received for consideration. ED" Resolution #GPA-517-82 Moved by Councillor Taylor, seconded by Councillor Woodyard THAT the Committee recommend to Council that: (1) A special Ad Hoc Committee, called the 'Port Granby Waste Management Facility Monitoring Committee be appointed, with 5 members, 4 appointed from the public and 1 from Council, to be an Advisory Committee to Council; (2) The Members of the Committee for the balance of the 1982 Council year be: Dora Ni cho 11 s Bud Hay Diane Hamre Warren Lowes John Veldhuis (3) The Committee Chairman be elected by the Committee Members at their first meeting on April 28, 1982; (4) A budget of $250.00 be allocated from contingency fund #7007-0298-x-9 for secretarial services; (5) The objectives and Terms of Reference as outlined on Schedule #1, attached, be approved. To arrange meetings with experts in the various fields relating to this facility. 4. To act as an advisory body to Council and report to Council through the General Purpose and Administration Committee as need may arise. 5. To recommend possible action if required.
