Mr. Philip Nedham, representing Petro-Canada, spoke
to Report PD-76-82, exemption to sign by-law for a
station on Liberty Street, Bowmanville. He stated
that the report spoke to an amendment which would
permit a sign of 40 sq. ft. but, as the standard
sign for Petro-Canada is 53 sq. ft., he asked Committee
to consider allowing this sign.

Mr. Raymond Osborne spoke to the Committee, in
support of his request for a refund of his 1979 and
1980 taxes. He stated that his assessment was raised
as the result of a clerical error in the Provincial
Assessment Office. He had appealed the 1981 and 1982
taxes but had been too late in appealing his 1979 and
1980 taxes.
Mr. I. Manias, of East Woodbridge Developments Ltd.,
congratulated Council on "Promotion Day." He asked
that Report PD-83-82, Extension to Draft Plan Approval
Subdivision 18T19720, be dealt with at this time. He
agreed with the recommendations and in answer to questions,
stated that his company would like the servicing requirements
to be 1 essened.
Mr. Doug Ashton spoke to Committee on behalf of the
Bowmanville Jaycees, regarding Bowmanville Days.
The Jaycees were requesting permission to hold the
events at the Darlington Sports Centre and asked for
a resolution of Council granting permission for a
liquor licence, for the fee of $795.00, being 3 days
@ $265.00 for the Darlington Sports Centre to be
waived and said they would need about 80 picnic tables.
Mr. William Weston was not present.
Mr. Madgwick was not present.
Chairperson Councillor Hubbard introduced the members
of staff to a class of students from Ontario Street
Public School and their teacher Mrs. Gardiner, who
were in attendance.
Mr. L. Michaels consented to delay his delegation, which
was to be 'in camera' for a few minutes to allow the
class to observe the discussion of reports.

1. That this report be received; and
2. That a by-law be passed authorizing the Mayor and
Clerk to execute an Agreement between the Town

Communications, in respect of a permanent limited
interest in the lands shown as Block 12, Plan M-747,
for the rehabilitation of the existing Farewell
Creek to facilitate the reconstruction of Highway 2.

3. That the Region of Durham be requested to amend
the Durham Regional Official Plan and the
Courtice Urban Area Official Plan to delete
from the Urban Area those lands which are
referred to as "Lands subject to an Official
Plan Amendment Application" on Schedule 1 of
the Neighbourhood Plan attached to this Report; and
4. That the Region of Durham be advised that due
to environmental concerns, the Town of Newcastle
believes that the extension of Adelaide Avenue
through Neighbourhood 3B is inappropriate, and
that the Town will, at a later date, within the
context of a Neighbourhood Plan for NeighbourhOod
3B, give this matter further consideration.
