Please find enclosed twelve copies of Consultants' Report No.
9 and twenty copies of each of the revised pages. Five copies of the
maps at a large scale are enclosed, and the smaller maps will be
reproduced when you confirm that the designations on the large map are
satisfactory.
We would suggest that one of the staff gather copies of the
Plans together to insert the pages. There is always a danger of the
wrong pages being removed or inserted.

REVISIONS TO THE DRAFT OFFICIAL PLAN
In accordance with the instructions received at our various meetings
and the instructions received from Mr. Best and Mr. Collins, we have
made changes to parts of the text and map of the Draft Official Plan.
We discussed at some of our meetings certain matters and suggested
changes made by the planners at the Ministry of Treasury, Economics and
Intergovernmental Affairs, and we had hoped to discuss the remainder of
the points at the meeting initially arranged for October 2nd. As we did
not have this opportunity, we will review the changes proposed in this
Report.
As a number of the changes are clerical ones relating to the changes
in the name of a Government department, others are more fundamental. As
we understand that you wish to finalize this quickly, we have made the
alterations which we anticipate will be in line with your thinking, or
which make only a minor change.
The letter from the former Department of Municipal Affairs is
attached. The items are numbered and the numbers below correspond.
1. A clerical change due to revisions to The Planning Act. This has
been made.
2. We do not feel that this suggestion would be of benefit.
3. This was implicit in the former wording, but has been spelled out
by revising the wording.
4. A clerical change that has been made.
5. We assume that the Township would like the option of allowing
commercial facilities in the Open Space areas, and this has been
left unchanged.
A special policy with regard to Mosport has been included.

6. This revision has been made.
7. No change is required.
8. A change has been made in this respect in accordance with the Town-
ship's direction.
9. No change.
10. A revision has been made including a more detailed policy.
11. This policy has been removed.
12. open Space uses have been included in this paragraph.
13. Discussions with the former Ontario Water Resources Commission have
not provided any guidance on this matter. Therefore, no change has
been made.
14. This change has been made.
15. This has been changed in the same way as for Number 8.
16. More detail has been added to this policy.
17. It is our opinion that this policy is most helpful to the
Committee of Adjustment and Planning Board. Otherwise, there will
be disagreement over this matter.
18. The differentiation existed in the text, but has been revised in
the slightly different way as requested.
19. This is a question and the answer is no.
20. This query has been cleared up by introducing the difference onto
Schedule "A" with Commercial and Highway Commercial designations.
21. The answer to this question is no, and it does not seem to require
further clarification.
22, This is a question the answer to which is an obvious yes.
23. Residential has been included as suggested.
24. This is a clerical change and has been made.
25. A clarifying change has been made with respect to this Section.

26. One acre has been inserted as the minimum lot area for rural lots
for retiring farmers, etc..
27. This is quite clear and the correct term has been used. No change.
28. It is not considered feasible to include detailed policies on the
location of farm -orientated commercial uses as these are feasible
almost anywhere in the rural area.
29. A change has been made to the policy on schools.
30. This is a clerical change which has been made.
31. We have added Collector Roads.
32. This matter has been discussed with the Ministry of Transportation
and Communications, but no policy statement is forthcoming. If it
is left as it is, some definite statement is more likely.
33. No change is proposed with respect to this question.
34. The section on intersection and railroad crossing improvements has
been deleted,
35. This is rectified by showing Collector Roads. Other improvements
fall outside the scope of this Plan.
36. A staging plan would reduce the flexibility and tie Council's hands
to a greater extent. The areas involved do not seem large enough
to justify it. No change.
37. The intent of this Section is to have the matter of sewers investi-
gated. It is not proposed that development should be stopped until
the results of the investigation are available, and only then if
the investigation shows it to be necessary. No change.
38. The former Ontario Water Resources Commission could offer no guide
as to when water should be provided. Therefore, we suggest that
the policy be left as it is.
39. We understand that the Township does not wish to allow mobile home
parks, therefore, no policy is included in the Plan.
40. This change has been made.
41. This has been changed except for the Industrial area which the
Township required to encourage industry.

42. We have made a number of changes to the Schedule "A" maps which
answers most of the queries raised. The special policy for the
Atomic Energy Dump has been investigated, but is not feasible due
to lack of information and Provincial Government control. The
Highway Commercial areas are suitable and the Forestry area is
most suited to a Rural designation.
43. A policy on pipelines has been added.
44. The implications of servicing more Industrial land in the south of
the Township have been discussed.
45, The problems of designating land for Recreation have been discussed
and the demand is not evident today.
46. The introduction of a special policy on ten -acre lots would present
a number of problems.
47. No change is required in respect of this comment.
48. The Conservation Authority advises that this is not advisable.
49. No change is recommended at this stage with respect to this item.
The changes referred to above, together with the changes requested
by Planning Board and Council, have been made and the revised pages are
enclosed. Care should be taken in ensuring that the correct pages are
removed and inserted in the texts.
Five copies of the Schedule "A" maps at a large size are enclosed.
Vie will await confirmation from you before we reproduce these at a
smaller size.
