SUBJECT: Comprehensive Licensing By -Law

Mr. McIlroy and I have reviewed the concerns expressed by
the Committee regarding certain licenses and the enforcement of these by-laws.
We note in many cases that the By-laws of the former Municipalities vary and at
present it makes it difficult to enforce them.
We also reviewed the instructions given to the Municipal Solicitor
regarding the preparation of a Comprehensive By-law and it is our feeling that
the price quoted is out of line and that this By-law can be prepared in-house,
in fact, Mr. McIlroy and I have completed the major part of this work in the
last 3 days and it is our intention to have a draft copy of the By-law to the
Committee for consideration at your next meeting.
We would recommend to the Committee that Mr. Sims take no further action
on the preparation of a Comprehensive Licensing By-law and that the matter be turned
back to Staff.
For Committee's information, I have discussed this matter with Mr.
Sims and find that very little work has been done to this point by his firm on
this By-law.
