Gray Phasing THAT the following recommendation, contained Plan of in Report P-80-78, dated October 6, 1978, re Subdivision, Phasing of Proposed Subdivision, part of lot part lot 25 25, Cone. 6, Darlington, William and Viola Cone. 6 Ashton, be endorsed: Darlington Wm. & Viola "that the Ministry of Housing be advised that Ashton the Town of Newcastle wishes to withdraw con- ditions 5 and 6 from its list of suggested conditions of draft approval, and that the phasing of the subdivision will be controlled in the terms of the subdivision agreement." Gray Appeal THAT it be recommended to Council that they against Decision concur with the recommendation contained in of Regional Report P-81-78, dated October 11, 1978, re Land Division Notice of Appeal against a decision of the Committee Region of Durham Land Division Committee by by E. Schweizer Ernest Schweizer, that Staff be authorized to attend the Ontario Municipal Board Hearing to support the decision of the Land Division Committee. Gray Report THAT Report P-83-78, dated, October 12, 1978, P-83-78 be referred back to Staff giving due consider- ation for identification on the building, as well as a Street Sign for those buildings which meet the criteria for set back. Allin, seconded by Mayor Rickard Ontario THAT the letter from the Ontario Economic Economic Council re Reforming in Planning in Ontario, Council be referred to Planning Staff for a future report. "CARRIED" Resolution #PD -510-78 Moved by Mayor Rickard, seconded by Con. Allin Eldorado THAT it be recommended to Council that they Nuclear concur with the following recommendations contained in the Town Manager's Report dated October 10, 1978: 1. That representation be made to the Atomic Control Energy Board requesting that Eldorado be required to submit plans for the decommiss- ioning of the Port Granby Waste disposal site. 2. That we support Hope their presentation to the ment Review Panel to have located in Hope Township. Allin THAT the foregoing resolution be amended by adding to Item 2. "conditionally upon the implementation of recommendation #1 and that no long term waste disposal site be permitted anywhere in the area". "CARRIED" Resolution #PD -512-78 Moved by Con. Allin, seconded by Con. Gray THAT in reply to letter from the Atomic Energy Control Board, dated September 25, 1978 and addressed to Mayor Rickard, they be informed that Council does not support the extended use of the Port Granby Site for Waste Disposal. "CARRIED" Planning &. Development Committee - 4 - October 16, 1978 Resolution #PD -513-78 Moved by Mayor Rickard, seconded by Con. Woodyard O.M.B. THAT the matter of the O.M.B. Hearing regarding Hearing By-law 77-61 (Bowmanville Mall) be referred to re 77-61 Staff to consult with Town Solicitor to expedite Bowmanville Stage 2 at the Bowmanville Mall. Hearing Hearing on November 16, 1978 regarding an appeal Land Division by S. Gujda from a decision of the Region of Committee Durham Land Division Committee and support the Decision decision of the Land Division Committee. Appeal - Gujda Resolution #PD -515-78 Moved by Mayor Rickard, seconded by Con. Allin THAT the matter be referred to Staff to report back to the next meeting of the Committee. Holliday Paterson THAT the letter from Paterson Planning and Planning Research Limited, dated October 2, 1978, re and Research Community Impact Monitoring Program be received Limited re for information and the Secretary reply to the Community Impact letter that the Study is almost completed and Monitoring thank them for their interest. Allin By -Law THAT by-law to amend Restricted Area By-law 78-99 Number 2111 of the former Township of Darlington Bob's re part lot 21, Conc. 2 be forwarded to Council Towing for processing. Maintenance & Occupancy By-law. "CARRIED" Resolution #PD -520-78 Moved by Con. Holliday, seconded by Mayor Rickard Subdivision THAT Council endorse the proposal to eliminate 18T76027 street Townhouses in Subdivisnn 18T76027, as Courtice approved by the Ontario Municipal Board, and Heights replace them with semi detached housing. "CARRIED" Planning & Development Committee - 6 - October 16, 1978 Resolution #PD -521-78 Moved by Con. Holliday, seconded by Mayor Rickard Special THAT Newcastle Council objects to the modification Study of Special Study Area #13, submitted by Regional Area Council, which modification designates the area as #13 residential, industrial and open space, for the reason that this Council has not been consulted with regard to this modification. This Council requests that the modification to the Special Study Area not be approved until this Council has dealt with the matter, otherwise the Minister is requested to refer the whole issue to the Ontario Municipal Board. The Newcastle Council has this matter under current consideration and will respond with their recommendation to the Minister by December 15, 1978.
