Roll Call Present were: Councillor Robert Dykstra, Chairman Councillor D. W. Allin, Member Councillor Alfred Gray, Member Councillor J. W. Holliday, Member Councillor R. Howden Resolution #PD -375-78 Moved by Con. Allin, seconded by Con. Taylor Adoption of THAT the minutes of the meeting held on July 10, 1978 Minutes of be approved with the following correction: y 10, 1978 Resolution #PD -366-78 - Councillor Holliday indicated that he had declared a possible conflict of interest and had refrained from discussion or voting on the said resolution. The Committee concurred. "CARRIED" Resolution #PD -376-78 Moved by Con. Taylor, seconded by Con. Gray Greenbelt THAT the minutes of the meeting held on July 20, 1978, Study for regarding the Ganaraska Region Conservation Greenbelt Newcastle Study be referred to Staff to bring back a report to Village Council. "CARRIED" Ian Chovil Mr. Ian Chovil of the Newcastle Community Conservation Newcastle Centre addressed the Committee regarding Energy Conservation Community in Planning, and,answered questions from the members. Conservation Centre Planning & Development - 2 - August 8, 1978 The Chairman thanked Mr. Chovil and asked that he send a copy of his remarks to the Committee. Port Hope Councillor Tidy of Port Hope and Mr. Wilson of the Steering Township of Hope, members of the Port Hope Steering Committee Committee addressed the Committee and asked for their re Eldorado support for the location of the site for Eldorado Nuclear Nuclear, in Hope Township. Site Resolution #PD -377-78 Moved by Con. Taylor, seconded by Con. Woodyard Mr. Scerri THAT Mr. Scerri be heard. "CARRIED" Mr. Scerri indicated that as a result of Hydro Expropriation of his property on Lot 21, Conc. 2, he would be left with a parcel of less than 5 acres and wished to know if this could still be used for Agricultural uses. He was advised to speak to the Planning Department about his problem. Resolution #PD -378-78 Moved by Con. Taylor, seconded by Con. Allin P-61-78 THAT Report P-61-78 re Proposed Land Acquisition S.W. Land Acquisition Corner of King and Scugog Streets in Bowmanville be King and Scugog received for information and the action taken by the Bowmanville Staff be approved. "CARRIED" Resolution #PD -379-78 Moved by Con. Allin,.seconded by Con. Holliday Henry Joseph THAT Mr. Henry Joseph of A.E.LePage Limited, be heard A.E.LePage regarding Report P-62-78, Bowbrook Investments proposal. Bowbrook Investments "CARRIED" Mr. Joseph commented on the recommendations contained in the report and asked the Committee to reject the project in principle if it was not approved as presented. Holliday P-62-78 THAT Report P-62-78, dated August 8, 1978 re Bowbrook Investments Limited Development Proposal Lot 14, B.F. Holliday Board of THAT the letter from the Northumberland and Newcastle Education Board of Education dated June 26, 1978 regarding re Subdivision Proposed Subdivision Agreement, be referred to Staff Agreement for a report back to Committee. Mintz presented an additional Cadillac- piece of correspondence regarding the Application for an Fairview Official Plan Amendment to the Durham Official Plan for Part lot 11, the property of Cadillac -Fairview Corp. Pollution Plan Site "CARRIED" Resolution #PD -407-78 Moved by Con. Holliday, seconded by Con. Gray Keith Worden THAT Mr. Keith Worden be heard. "CARRIED" Mr. Worden addressed the Committee relative to by-law 78-75, a by-law to rezone property Lot 32, Conc. 1, Darlington (Dom's Auto Parts). He spoke for himself and his parents. He stated his objections to the rezoning and suggested this should be a special study area. Resolution #PD -408-78 Moved by Con. Taylor, seconded by Con. Allin i rfew THAT the hour of curfew be extended. "CARRIED" Mr. J. Christl also addressed the Committee and asked that they give consideration to the families who lived in the area. Resolution #PD -409-78 Moved by Con. Allin, seconded by Con. Holliday Mr. Skells THAT Mr. Skells be heard. "CARRIED" Mr. Skells, solicitor for Dom's Auto Parts spoke to the by-law and objected to several sections. He also felt that para. 3 should be deleted. Resolution #PD -410-78 Moved by Con. Taylor, seconded by Con. Howden Chairman Dykstra commented on the resignation of Mr. George Resignation Howden as Town Planner and thanked him on behalf of the Committee for his sincere efforts and the overtime he had spent on Planning matters.
