W. Allin, Member Councillor Alfred Gray, Member Councillor J. W. Holliday, Member Councillor R. Bruce Taylor, Member Mayor G. B. Rickard, Member - until 10:30 p.m. Deputy Clerk, G. Gray, Committee Secretary Absent: Councillor E. R. Woodyard, Member Also Present: L. Milne, Director of Planning G. F. Howden, Planner Norma Forrest, Assistant Planner A. Guiler, Town Manager Resolution #PD -144-78 Moved by Con. Taylor, seconded by Con. Gray Adoption THAT the minutes of the meeting of March 20, 1978 be adopted of Minutes as read. "CARRIED" Objections Mr. Charles. Ewert, Solicitor, appeared before the Committee to By -Laws on behalf of Mr. Jukic, owner of Cedar Park to speak to By -Laws 77-84 and 77-84 and 77-85. He stated that the road in question was designed 77-85 for upgrading and it was his opinion that under the existing by-law Chas. Ewert a trailer park was permitted. Harvey Hacker Mr. Harvey Hacker, Solicitor, spoke on behalf of the Objectors for to By -Laws 77-84 and 77-85. He stated that the new by-law would Objectors permit a substantial change of use and that the existing use was causing problems and the new by-law would cause on extension of these problems. He spoke to the letter from the Pine Ridge Tourist Council stating that ii was oily a character reference for the owner and the owner could change. Ann Parker Mrs. Ann Parker asked Council to rescind by-laws 77-84 and 77-85 and thereby prevent an expansion which could cause vandalism, traffic problems etc. Planning & Development Committee - 2 - April 3, 1978 Christopher Mr. Christopher Parker questioned whether there was an Parker adequate supply of water to service 100 trailer sites and if the soil capacity was able to sustain the septic systems. He also spoke of added traffic problems. Barbara Mrs. Barbara Staples objected to the way in which the by-law Staples was passed and that the neighbouring property owners had not been notified beforehand. Murray Mr. Murray Burgess had a letter from the Ontario Provincial Burgess Police that they were unable to check all their records for any calls made to Cedar Park. He stated that there had been one ambulance call to the Park in May of 1974. Mr. Ewart clarified this statement that the call was made for the purpose of locating where the Park was situated. Planning Staff indicated that the proper legal procedures had been followed in processing these applications. Resolution #PD -145-78 Moved by Con. Gray, seconded by Mayor Rickard Tim Coffey THAT Mr. Tim Coffey be heard. "CARRIED" Mr. Coffey presented a. letter from the Planning Department which stated that in the matter of an Application for rezoning which he had submitted he was required to post a notice on the property for 14 days. Resolution #PD -146-78 Moved by Con. Gray, seconded by Con. Taylor Report THAT Report P-25-78, Objections to By-laws 77-84 and 77-85, P-25-78 be lifted from the table and dealt with at this time. Gray, seconded by Con. Allin THAT it be recommended to Council that the following recommendation contained in Report P-25-78 of the Planning Staff dated March 17, 1978 be adopted: "That Council proceed with the processing of by-law 77-84 and by-law 77-85 as they now read and that Council instruct the Clerk to report to the Ontario Municipal Board that it has considered each objection received within the time prescribed by the Board's regulations and has taken the position that the by-laws should be approved, notwith- standing those objections." Collins spoke to the Committee with a request re that he be allowed to live in the old Enfield School Enfield School which he had purchased about 10 years ago. Resolution 4/PD-148-78 Moved by Mayor Rickard, seconded by Con. Holliday THAT the matter be referred to Staff to report back to this Committee whether this request can be accommodated. "CARRIED" Sam Cureatz Mr. Sam Cureatz, M.P.P. attended the meeting at this time M.P.P. and indicated that he wished to speak to Council. Resolution 16PD-149-78 Moved by Con. Gray, seconded by Con. Taylor THAT Mr.. Cureatz be heard. "CARRIED" Resolution #PD -150-78 Moved by Con. Allin, seconded by Con. Taylor In Camera THAT the meeting be "In Camera" for 10 minutes. "CARRIED" Planning and Development - 4 - April 3, 1978 Open Session The meeting re-onvened in open session. By -Law Mr. Chas. Ewert spoke to Committee regarding By-law 78-24 #78-24, being a by-law to amend By-law 77-17 regarding Orono Senior the Orono Senior Citizens Lodge to correct an error in Citizens Lodge frontage. Resolution #PD -151-78 Moved by Con. Allin, seconded by Con. Holliday THAT By-law 78-24 be forwarded to Council for processing and a Special Council meeting be held this week to deal with this matter. Development Mr. David Mills presented a Development Plan for King Plan for Street between Townline Road and Darlington Boulevard, south Highway #2 cf Highway #2 which Council had commissioned that David Mills Townline Rd. Architect and Alan Wilcox Architect prepare. Mr. Mills and Darlington was thanked for his presentation. Blvd. Resolution #PD -152-78 Moved by Con. Taylor, seconded by Con. Holliday Additional THAT it be recommended that the following recommendation Large Scale of the Planner's report P-26-78, dated March 27, 1978 be adopted: Zoning Maps "That Municipal Planning Consultants be authorized to prepare Report P-26-78 large scale zoning maps in accordance with the following description and estimate of cost: 1. Hamlet Areas Solina 2 maps Enniskillen 2 maps Haydon 1 map Trryne 2 maps Leskard 1 map Total 8 maps $2500. Planning & Development Committee - 5 - April 3, 1978 2. Major Urban Areas Courtice S. 3 maps Bowmanville N. 6 maps Total 9 maps $2100. 3. Townline "That the course of action spelled out in Pages 18 and 19 Study of the study be adopted and that the Clerk be instructed Implementation to advertise and arrange a public meeting on the study to be held in the Courtice Area". Darlington Z -A-1-2-3 be adopted: St. Mary's Cement "That the subject application for rezoning be granted and pt lot 13, that the Darlington Zoning By-law be amended by adding a B.F. Cone. special provision to the "MQ" zoning of the site to permit Darlington a concrete batching plant and transport terminal, and that the applicant, in consultation with the Town Manager, enter Report into a Site Plan Agreement with the Town of Newcastle regarding .. P-29-78 such matters as road widening, road reconstruction, screening and the siting of buildings, and that such an agreement be entered into before the 1 foot reserve along the frontage of the subject land is released by the Municipality." Holliday Victoria & Grey THAT the report of the Town Manager regarding Sign at Sign Veltri Complex for Victoria & Grey, dated March 23, 1978 be received for information and an amendment to the Sign By -Law 76-25 to permit the proposed sign be prepared and submitted to the Committee.
