Roll Call Present were: Councillor R. Bruce Taylor, Vice -Chairman Councillor D. W. Allin, Member Councillor Alfred Gray, Member Councillor E. R. Woodyard, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Committee Secretary Absent were: Councillor R. Dykstra, Chairman Councillor J. W. Holliday, Member Also Present A. Guiler, Town Manager L. Milne, Director of Planning G. F. Howden, Planner Resolution #PD -121-78 Moved by Con. Allin, seconded by Mayor Pickard Adoption THAT the minutes of the meeting of March 6, 1978 be Of Minutes adopted as read. "CARRIED" Mrs. E. Burgess Mrs. Eileen Burgess made a presentation to the Committee on Objections behalf of the residents surrounding Cedar Park, many of whom to By -Law 77- were also present, regarding their objections to By -Law 77-84, 84 rezoning of Cedar Park to permit a tourist carp. The objections included noise, traffic, deterioration of neighborhood environment garbage, odour, threat of fire and trespassing. Mr. C. Ewert lir. Chas. Ewert, Solicitor, spoke for the owner of the Park, for Mr. A. Mr. A. Jukic. He maintained that the objections spoke to the Jukic, in existing situation and the rezoning would allow Council more support control. Mr. Jukic answered questions from the committee. He stated that he had been the owner of the Park for 11 years. Mr. Dallaire Mr. Dallaire, the owner of Waltona Park in the Village of Waltona Newcastle also answered questions and stated that he had no Park complaints regarding his trailer park. Planning & Development Committee - 2 - March 20, 1978 Great There was no delegation present from the Great Pine Ridge Pine Ridge Tourist Council but a letter, addressed to Mayor Rickard, Tourist in support of the proposed trailer park, was read. Council Mr. Browne, a resident near Cedar Park, spoke to the letter Mr. Browne from the Great Pine Ridge Tourist Council. B. Heming Mr. B. Heming of Tyrone spoke to By -Law 77-85, regarding the re By -Law "Designation of the Road " from Class B Public Street to 77-85 Class A Public Street. He was advised that the designation would have to be changed to allow any severances on that road. Resolution IIPD-122-78 Moved by Con. Allin, seconded by Con. Gray Great THAT the letter from the Great Pine Ridge Tourist Council Pine Ridge dated March 17, 1978 and addressed to Mayor Rickard be Tourist received for information. Council "CARRIED" Newcastle Messrs. Bob Willsher, Chas. Ewert and Ed Vanhaverbeke and representing the Newcastle and District Chamber of Commerce District appeared before the Committee as per Resolution IIPD-112-78. Chamber They advised that the Chamber has set up a committee to study of Commerce problems in the Village. They stated that they were hoping for a balance of industrial land to residential growth and that there was a potential labour force available. It was explained that industrial assessment is shared throughout the area. It was suggestdd that they have a Council representative on the Chamber and that they should suggest that a portion of the sewer and water capacity in the Village be reserved for Industry. The Director of Planning stated that the Planning Department would soon be working on a District Plan for the Village and would be pleased to have input from the Chamber. Mrs. Leadbeater spoke to Report P-23-78 objecting to an Application for a zoning amendment Z -A-1-15-4, part lot 18, Conc. 7, Darlington, 06�kland J.i7elopments. Resolution IIPD-123-78 Moved by Con. Woodyard, seconded by Con. Allin Report THAT Report P-25-78 Ojections to By -Laws 77-84 and 77-85 25-78 be received for information. Woodyard THAT Report P-25-78 be tabled until the next meeting to give Staff and Council time to investigate the information which had been presented. Allin Report THAT the recommendations contained in Report P-22-78 re P-22-78 Application for Zoning Amendment Z -A-2-8-1, King Street Z -A-2-8-1 East of George Street (Samuels) be adopted as follows: (Samuels) 1) That the project be approved, based on the CRD Zone with the following exceptions: Maximum Density - 1 Unit per 600 sq, ft. lot area (would permit 56 units on the lot) Maximum Commercial Floor Space Coverage - 20% of lot area Minimum Parking Requirements - 1.25 spaces per apartment - 1 space per 300 sq, ft commercial gross floor area Minimum Landscaped Area - 50% of lot area (including accessible roof areas) 2) The Town Manager be instructed to prepare the previously required development agreement in consultation with other appropriate staff. 3) The Planning Department be instructed to submit an appropriate zoning by-law amendment upon signature by both parties to the above development agreement, and entry by the applicant into a servicing agreement with the Region of Durham. Allin Report THAT Report P-23-78 re Application for Zoning Amendment Z -A-1-15-4 P-23-78 Part. of Lot 18, Concession 7, Darlington - Oakland Developments Z -A-1-15-4 be received and copies of the report and subdivision plans be made Oakland available to interested parties in Enniskillen for review before it Developments is considered by the Committee and a Public Meeting be held in Enniskillen,arrangements to be made by the Planning Director and the Clerk under the auspices of the Planning Committee. Coffey) 1) That the subject site be rezoned to an appropriate commercial category. 2) That the Newcastle Heritage Committee be requested to prepare the appropriate notices and a by-law for the designation of the subject property under Part IV of the Heritage Conservation Act in consults -tion with the Planning Department.
