Allin, seconded by Con. Gray Adoption THAT the minutes of the meeting of February 6, 1978 be of Minutes adopted as read. "CARRIED°' Ms. Suzanne Ms. Suzanne Stickley the Community Relations Officer for Stickley Ontario Hydro for the Wesleyville Project, spoke to the re Committee. She introduced Mr. Jim Dunne, who is taking Wesleyville over Community Relations for the Darlington Station. She Generating distributed a fact sheet for Wesleyville and brought the Station Committee up to date on the progress of the construction. She was asked to contact the Town Manager to arrange a tour of the two sites for the Council. The Chairman thanked her for her presentation. Hampton Mr. Colin Elliott representing Hampton Court Estates (Supermax) Court stated that they had submitted a Draft Plan of Subdivision Estates and expressed concern that the Secondary Plan for Hampton (Supermax) had not been completed. He was asked to present his verbal proposal to fund the cost of a. Plan for the Hamlet of Hampton in writing, to the Town Manager. Ewert, Solicitor, and Mr. Scott Fennell were Fennell present and expressed concern that they had been attempting Port of to have a report regarding the plan for expansion of the Newcastle residential development at the Marina facilities in the Village of Newcastle brought before the Committee. They were told that the Planning Department was awaiting comments from the Region of Durham Works Department. Taylor THAT the recommendation in the report be endorsed as follows- "That zoning of that portion of the subject site lying above the elevation of 729.2 C.G.D. be changed to "R3" and that the applicant be requested to commission a survey of the subject lot showing the location of this contour line". Woodyard Zoning THAT the recommendation in this report, with an. added Item 5 Amendment be endorsed as follows: No. 2-A-2-5-1 King St. E of "That the subject land be rezoned to CRD as presently contained George, Bowman- in the Bowmanville Zoning By-law, subject to fulfillment of the ville (Samuels) following conditions prior to rezoning: I. Submission by the applicant of plans in full conformity with the CRD Zone requirements. 2. Entry by the applicant into registerable agreement with the Town of Newcastle under the provisions of Section 35a of The Planning Act. 3. Entry by the applicant into a servicing agreement with the Region of Durham. 4. Inclusion in the above agreement with the Town of Newcastle of provisions requiring payment of the usual development charges specified in by-law 76-58, and inclusion of a provision that, if construction does not commence within one year of OMB approval, the issuance of further building permits may be postponed until completion of the new sewage treatment plant. 5. Hearing THAT the Committee concur with the comments of the Planner re Appeals as contained in Report 19-78 regarding OMB hearings regarding by Jennie Appeals by Jennie Grant from decisions of the Committee of Grant from Adjustment as follows: Decision of Committee of "we agree with the Committee of Adjustment that the variance Adjustment is not minor and is not in keeping with the intent of the by-law. pt. lot 22 In fact, if the proposal were to provide for the severance of Conc. 1, Clarke one of the dwellings only, on a lot of less than 2 acres, it would be more in keeping with the intent of the by-law by not dividing the agricultural operation although mathematically it would be an even greater variance. That the Darlington Official Plan be amended to permit the proposed Estate Residential development with the provisions that areas below the floodline as established by C.L.O.C.A. be designated "Greenbelt" and the three requirements of the Ministry of Agriculture and Food be incorporated into the document. t, 2. "CARRIED" Industrial Mayor Rickard reported on Industrial activity in Newcastle Activity and reported three recent opening, the Chalet at the Oshawa Rirby Ski Club, a Gift Shop in the Village of Newcastle and an Auto Auction at Courtice.
