"CARRIED" Delegations Mr. P. Volgesi addressed the Committee regarding an applicat'_cn for an amendment to the Clarke Zoning Mr. Volgesi & By-law to pera: t a plaza at the northerly limit of Orono between Mr. Kostka Highway 35 and Mill Street on 7.5 acres. The Owners of the re Plaza property are C & W Armstrong of Orono. Mr. Howden indicated that Orono the circulation of the application was almost completes. 'Xr.Volgesi presented a copy cf a market feasibility study and stated that he would supply copies for members of the Committee, Mr. Kos'<ka also spoke to this matter, Resolution. Allin Revised THAT the revised District Plan for the Hamlet of Solina be District forwarded by Council to the Region for approval under Plan for Section 61(l) (d) of the Regional Municipality of Durham Solina Act. Application 135 and Application Resolution #PD -9-78 for Plan of Subdivision Moved by Con. Taylor, seconded by Con. Woodyard Part Lots 6 and 7 Con. 5 Darlington THAT it be recommended to Council that the Region of Durham Jack Jacobsen and Ministry of Housing be advised that the Town of Newcastle does not approve of the subject proposal due to its non - Report 3-78 conformity with the policies for estate residential development contained in the proposed Region of Durham Official Plan. "CARRIED" "CARRIED" Official Plan Mr. J. Schwarz Epoke to the Application 145, Part Lot 11 and Amendment 145 12 Concession 1, Bowmanville. He stated that if they were Part lots 11 & 12 allowed to develop Block A on their Plan, to be used for Concession 1 Senior Citizens housing by the Canadian Order of Foresters Bowmanville they would be willing to delay the balance of the plan. Schwarz Brothers Mr. Dakin spoke for the Foresters and the need for Senior Citizens Housing in Bowmanville and Darlington and suggested Report 10-78 that the $27,000, cost of an extra pipe for sewage disposal would be supplied by the Foresters. Woodyard THAT it be recommended to Council that the application for Official Plar. amendment to residential be endorsed and the applicant commission a report by a consultant qualified in air and noise pollution to determine the extent of land affected by the Goodyear Plant. Gray THAT it be recommended to Council that they concur with Report No. PD -5-78 that the road segment be redesignated "Class A Public Street" in the Darlington Zoning By-law. Holliday THAT the foregoing resolution be amended by adding the words "subject to relative costs being borne by the applicant" "CARRIED" G.A.Hodgins Mr. Gary Hodgins for G. A. Hodgins Associates presented an Associates Industrial concept for the proposed New Darlington Mills, re New covering 120 acres bounded by Highway 401, Martin Road and Darlington Highway #2. Mr. Hodgins pointed out that industrial Mills development could take place before residential development. Industrial Concept. Resolution #PD -16-78 Moved by Con. Taylor, seconded by Con. Holliday THAT Mr. Iiodgins verbal presentation be received for information. "CARRIED" Application Resolution #PD -17-78 for Plan of Subdivision Moved by Con. Taylor, seconded by Con. Holliday Pt. lot 26, Con. 2 Clarke THAT the committee concur with the recommendation contained Wilswar in Report No. 4-78 that the application for plan of subdivision Enterprises on part of lot 26, Con. 2, Clarke (Wilswar Enterprises Ltd.) Report 4-78 be circulated and reviewed in detail in accordance with established procedures upon payment of the fees due for detailed examination. "CARRIED" Resolution #PD -18-78 Moved by Con. Woodyard Preparation THAT the matter of the selection of Consultants for the of District preparation of Hamlet District Plans for Burketon, Hampton, Plans for Newtonville and Orono be referred to the Town Manager for Hamlets a report back to the next meeting on the possibility of this work being done in-house. Woodyard New THAT the Committee concur with the recommendation of the Comprehensive Planner that one evening a week be set aside for special Zoning meeting of the Planning & Development Committee to review By -Law the comprehensive Zoning By-law and that these meetings continue until such time as the Committee is able to recommend enactment of the by-law to Council and furthermore that the Town Manager designate times for the meetings. Woodyard Priority THAT it be recommended to Council that priority in the sewage for sewage capacity in Bowmanville be allocated as follows: capacity in Foresters Senior Citizens Units, pt. lot 11 and 12, Con. 1 Bowmanville Ted Samuels Development on King Street East John Rice Ser_ior Citizens housing proposal on Wellington and Scugog streets, if engineering problems can be solved, subject to capacity being negotiated with the Region. Allin Ministerial THAT the Regional Planning Staff be given a copy of the Town Modifications Staff's comments on the Ministerial Modifications to the Proposed to Proposed Region of Durham Official Plan and invited to respond so that Region of when a meeting is called, both parties will be aware of the Durham concerns and Regional Staff will have had an opportunity to consider Official Plan their response. Gray Green Paper THAT it be recommended to Council that the Planner's recommendations on Planning on the Gree^ Paper. -n Planning for. Agriculture be endorsed as For follows: Agriculture 1) That the Green Paper on Planning for Agriculture be endorsed in principle but that the Ministry be urged to assume a much more active role in implementation through - (a) producing a better Provincial inventory of agricultural resources. (b) producing an economic forecast of future agricultural land needs across the Province and by Region. 2) That the Province be urged to establish more definitely the future priority of agriculture among the major competing land use needs of the Province. 3) That the Durham Official Plan be modified to conform with the Green Paper particularly in regard to compatible land uses and severance policies. 4) That the policies contained in the Green Paper be accepted as Provincial policy rather than as the policy of only one Provincial agency in conflict with the policies of other Provincial agencies. Holliday Durham Region THAT the letter from the Durham Region Federation of Agriculture Federation regarding the Planners Report of the Green Paper on Agriculture of be received for information. Agriculture "CARRIED" Planning & Development - 8 - January 23, 1978 Industrial There was a general discussion regarding Industrial Promotion Promotion and ways of promoting the existing industries in the Town. Resolution #PD -26-78 Moved by Con. Allin, seconded by Con. Taylor THAT the matter be referred to the Town Manager for investigation and a proposal for a Brochure and methods of industrial promotion. "CARRIED" Resolution #PD -27-78 Moved by Con. Allin, seconded by Con. Holliday C.L.O.C.A. THAT an ad be placed in the Canadian Statesman, the Newcastle Master Plan Independent and the Newcastle Reporter notifying the public for Hampton that the Central Lake Ontario Conservation Authority's Master Conservation Plan for the Hampton Conservation Area will be presented to Area Council on January 30, 1978. Woodyard Target THAT Mr. Howden°s verbal report regarding Target Dates Dates for completion of items referred to the Planning Department be put in writing and presented to the Committee at the next meeting.
