Entwisle, seconded by Councillor Taylor, That the minutes of the meeting head on July 11, 1977, be approved as read. (2) Delegations (i) "CARRIED" Mr. Stephen Bedford, representing Jack Jacobsen Contraction, presented plans for a proposed Estate residential subdivision situate in part of Lot 6 and part of Lot 7, Concession 5, Darlington and lying to the north and east of Erinli Golf and Country Club. The proposal indicated a total of 38 lots, on some 50 acres of land, with a minimum frontage of 150' and an area of one acre more or less. Mr. Bedford stated that an application (No. 135) for an Official Plan Amendment had been submitted to the Region. "CARRIED AS AlDm" Resolution No. P-138-77 Moved by Mr. K. Entwirile, seconded by Mayor Rickard, That Reoolution No.P-137-77, be amended by adding the following words thereto "and further that the otaff report be supported by agency commento" "Ci1RRTRir (ii) Mr. Allan Brass of The Proctor and Redfern Group and representing Alliance Exurban Development., presented revived development plans for come 95 acre of land in part of lot 349 Concession 3, Darlington. The plan provided for a mix of dwelling units located on loto with 30' - 5O'frontage and represented the first stage of an on going plan of development on adjacent lands owned by the applicant. Resolution No. P-139-77 Moved by Councillor Taylor, seconded by Mr. R. Hetherington, That Mr. Braun's presentation be received for information. "CARRIED" (iii) Mr. Manning E. Swartz, representing Wil-Swar Enterprises Ltd., presented a plan of aubdiviaion comprising 54 lots situate in lot 13, Concession 19 Darlington and lying on the north east corner of the intersection of the Baseline Road and Regional Road #57. Rpoolution No. P-1140-77 Moved by Mr. K. Entwisle, seconded by Mr. R. Hetherington, That Mr. Swartz's application for approval of his plan of subdivision be referred to staff for a preliminary report. Cal Potter, representing Gatehouse Holdings Ltd., referred to hie original presentation to the Committee on April 5, 1977. His plan provided for 395 dwelling units located in lot 35, Concession 2, Darlington and situate south of Bloor Street and east of the Townline Road. Resolution Nae_ P -1L 1- Moved by Mayor Rickard, seconded by Dr. Rowell, That Mr., Potter's presentation be received and referred to staff for comment. "CARRIED" (v) Mr. Wm.. Turansky, R.R.# 1, Kendal, epoke to the matter of 8 parcels of land lying in the south east corner of lot 5, Concession 7, Clarke. The lots averaged 5 acres in area with an average frontage of 334' onto an improved road. Each lot was assessed and taxed as a separate residential lot. Building Permits were not available on spy of the eight lots as they did not meet the requirements of By-law 1653. Resolution No. P -11f2-77 Moved by Mr. K. Entwisle, seconded by Mr. R. Hetherington, That staff snake enquiries to determine if an Zoning Amendment would be acceptable to the Region prior to Mr. Turannky submitting an application to rezone the subject lands to a category that would permit single family dwelling to be constructed on each lot. ':CARRTTtD" 4 of (3) Bylaw ,� 77-37 Referred. by Council Resolution # 0-77-795. Report # 275, submitted by the Assistant Planner, contained a review of the purpose and effect of By-law # 77-37. Hr. Don Riokard on behalf of the Durham Soil and Crop Improvement Association submitted a brief, dated dune 21, 1977, setting forth the Associations reason for opposing the passing of By-law # 77-37. Planning Advisory Committee, August 8, 1977, continued- Page 4 Mr. Don Welsh, on behalf of the Durham Region Federation of Agriculture submitted a brief dated, August 7, 1977, stating the Federation's opposition to By-law # 77-37. Resolution Ifo. P-143-77 Moved by Dr. Rowsell, seconded by Councillor Taylor, That this Committee recommend that Council do not pass By-law # 77-37 and further that the by-law be referred to staff for revisions that would accommodate the concerns as expressed by Mr. Rickard and Mr. Welsh and would still prevent land in Agricultural or Rural Zones being used for industrial purposes. Entwiele, That copies of the suggested revisions to by-law #77-37 be circulated to the Durham Soil and Crop improvement Association and to the Durham Region Federation of Agriculture. "CARRIED" 04) Green Paper on Foad Guidelines Brought forward from the .Agenda of July 11, 1977. Director's Report # 271 recommended as follows - "That the Town endorse both the comments by the Town's Planning Department and by the Regional. Commissioner of Planning and Development Department and that the Minister of Agrinulture be so advised and that a copy of the Town's Planning Department comments be forwarded to the Minister with theletter of endorse- ment". Hetherington, That a copy of Director's report # 271 be forwarded to the Durham Soil and Crop Improvement Association and to the Durham Federation of Agriculture with the request that both Associations submit their comments to this Committee for the first meeting in September. Darlington, Ms. Forrest stated that the applicants had requested that their application be tabled. Resolution No. P-146-77 Moved by Councillor Taylor, seconded by Dr. Rowsell, That Official Plan Amendment Application # 106 be deleted from the agenda until such time as the applicants request same to be brought forward and further that the applicants be so notified. "CARRIED" (6) Durham Condominium Deve10 ment Re ort &solution No. P-1 - 7 Moved by Councillor Taylor, seconded by Mr. R. Hetherington, That this report be received for information. "CARRIED" lir 7) Preparation of District Plan Director's Report # 269 recommended as follows - "That terms of reference for District Plans for the following areas be drafted by the Town's Planning Department in consultation with the Regional. Planning and Works Departments and the Town's Works Department and that the terms of reference be forwarded to the Planning Administration Committee on completion". "CARRIED" Plarnning Advisory Committee, August 8, 1977, continued - Page 6 (9) Proposed O,H.A.P. Agreement between the Minister of Housing and Milani and Milani Holdings Limited,, Director's report # 272 recommended as follows; "That Mr. Manson be advised that the proposed agrement is considered premature at this time pending completion of Special Stud- No. 13 by the Region of Durham. Planning Department". Resolution No. P-150-77 Moved by Nr. N. Entwisle, seconded by Dr. Rowsell, That this Committee concur with the Director's recommendation. "CARR" (10) Urban Development Standards; Effect on Roads Grant Resolution No. P-151-77 Moved by Mr. R. Hetherington, seconded by Councillor Taylor, That the letter from the Ministry of Housing, re: Urban Development Standards effect on roads grants be received for information. "CARRIED" (11) Amendment No. 9 to the Darlizlaton Official Plan. Resolution No. P-1,52-77 Moved by Nr. K. Entwisle, seconded by Nr. R. Hetherington, That the letter from the Ministry of Housing regarding Amendment No. 9 to the Darlington Official Plan be received for information.
