Barr, THAT the minutes of the meeting held on June 22, 1977, be approved as read. (2) Delegations (i) "CARRIED" Tekla Perun - Lot 31, Concession 3, Darlington Resolution No. P-119-77 Moved by Mr. K. Entwisle, seconded by Councillor E. Woodyard, THAT Mr. Tekla Perun be now heard. "CARRIED" I. Perun presented his draft plan of subdivision for Part Lot 31, Concession 3, Darlington. The plan covers 16.4 acres and contains 121 units and a park site. Mr. Perun stated that he is prepared to dedicate 2 acres, fronting on Trull's Road, for the proposed Courtice Fire Hall, if he would be allowed to add two additional lots in the area now set aside for park dedication. Resolution No. F-120-77 Moved by Mr. K. Entwisle, seconded by Mr. K. Barr, THAT this matter be referred to staff for report. "CARRIED" (i±) Alliance Ecurban Developments - Part Lot 34, Concession 3, Darlington Mr. Allan Brass, of Proctor and Redfern, and Mr. Joe Buist, of Alliance Exurbaxn Developments, were present in support of this develop- ment, located in the S- of Lot 34, and consisting of approximately 95 acres. Mr. Bass stated that after contacting different agencies, they are now in the process of conducting a Red Line Revision to the original plan, and, are at this time concerned as to the status of the application and the Town's staging policies. Woodyard, THAT this matter be deferred to the next meeting of this Committee for presentation by the developer, and that staff be authorized to study this proposal. "CARRIED" (iii)G. A. Hodgins Associates - The Rills of Liberty North - Part Lot 11, Concession 3, Darlington Mr. G. A. Hodgins, of G. A. Hodgins Associates; Mr. Corbin, of Richard Strong, Steven Moorhead Ltd.; and Nor. M. Rosen, of Murray Rosen Associates, appeared in support of this development. Mr. Hodgins presented the development located on approximately 95 acres in Lot 11, Concession 3, Darlington. The development would be in Estate Residential lots ranging in area from one acre to 3.5 acres, and sited along three development roads accessing onto Region Road 14, (Liberty Street). Mr. Hodgins noted that the plans are within the guidelines and policies of both the Province and the Region, for Estate Residential development, and, further, that the design was developed with consideration to environmentally sensitive areas and aesthetic features of the land. Hetherington, THAT staff be authorized to prepare a preliminary report on this matter, "CARRIED" (iv) Dr. Peter Zakarow - Part Lot 11, Concession 2, Bowsuanville Dr. Zakarow appeared in support of this development, located in Part Lot 11, Concession 2, Bowmanville. He requested that these lands be moved from Stage 11 to Stage I in the present Official Plan. Dr. Zakarow noted that all other lands formerly located. within Stage II had been shoved into Stage 1 previously and, further, that he had been informed that Regional Council had advised that no further action be required regarding Official Plan Amendment. Application Number 85, as the application was already granted through the Regional Official Plan. Hetherington, seconded by Councillor E: Woodyard, THAT this matter be tabled until the next meeting of this Committee. "CARRIED" 9:30 p.m. Councillor E. Woodyard is now excused from the meeting. 3.1.2 Sehickendanz Developments - O.P.A. No. 73 -- Part Lot 8, Concession 2, Bownanville Resolution No. P-125-77 Moved by Mr. K. Entwisle, seconded by Mr. S. Worden, THAT Mr. Mae12,in be now heard. a CARRIDt Mr, Macklin stated that Official Plan Amendment Application Number 73 was filed with the Region during the preparation of the Durham Official Plan as a matter of information only, and that the developer does not wish to proceed with the application at this time. Fleischman - Zoning By -Law Amendment - Application No.Z-3-4 - Part Lot 31, Concession 7, Clarke CURRY Brought forward from meeting of May 9, 1977. Mr, Fleischman appeared in support of this application to rezone a 4.66 acre parcel of land in Part of Lot 31, Concession 7, Clarke, from "Agriculture" to "Rural Residential", to permit the creation of 3 single fami 1 y lots. Resolution No. P-127-77 Moved by Mr. H. Belson, seconded by Mr. R. Hetherington, THAT two lots be allowed on this property. "MOTION LOST" Resolution No. P-128-77 Moved by Mr. K. Fritwisle, seconded by Mr. K. Barr, THAT Report No. 254, dated May 9, 1977, be endorsed. "CARRIED" Resolution No. P-129-77 Moved by Mr. K. Fntwisle, seconded by Councillor B. Taylor, THAT the hour of adjournment be extended to deal with the matters on the agenda for those present. "CARRIED" 3.2.2 Edmund Vanhaverbeke -- Zoning By -Law Amendment Application No.Z.- -3 i,-1 - Part Lot 1 Concession 6, Clarke Mr. Vanhaverbeke appeared in support of this.application to rezone a 12.5 acre parte], of land to pest the severence of a farm house made surplus through a Mange in the farming operation. The farm house to be severed was added to the existing farm when two 100 acre farms, each with a farm house and farm buildings, were consolidated to form a Larger farm unit. Report No. 266 recommended that the zoning by-law for Clarke Township be amended to permit the severance of farmhouses made surplus through farm consolidation, provided that the Region of Durham will agree Planning Advisory Committee, July 11, 1977, continued - Page 6 to modify Sections 11. 2.6., 12. 2.3., and 16. 9.5., of the proposed Region of Durham Official Plan to accommodate this type of severence. "CARRIED" 3.2.3 County Chrysler - Zoning By-law Amendment Application No.. Z—A-1 3-1 - Part Lot 20, Concession 2, Darlington Resolution No. P-131-77 Moved by Mr. R. Hetherington, seconded by Mr. K. Barr, THAT Mr. James be now heard. "CARRIED" Mr. James appeared in support of this application to rezone a 3.142 acre parcel of land to permit the expansion of an existing automobile dealership by tearing down an existing garage used as a cleanup shop and replacing it with a 750 sq. ft. addition to an existing building. This action is necessary due to the restrictions imposed by a by-law passed in 1972 regarding the property. Resolution No. P-132-77 Moved by Mr. K. Entwisle, seconded by Mr. R.
