Entwisle, seconded by Mr. H. Hammond, That the minxtes of the meeting of April 11, 1977, bo approved as read. "CARRIED" (2) Dolegations Resolution No. P- - Moved by Mr. H. Hammond, seconded by Mr. K. Barr, That Mr. Stuart McTavish be heard at this time. "CARRIED" Mr. McTavish, on behalf of his client, Mr. Bakertoutlined the problems he had encountered in his endeavour to obtain a parcel of land on which hie client could establish a dealership for farm implements and related equipment. He identified three general areas, one cast of Hampton, one south of Hampton and the other west of Hampton, any one of which would be suitable and acceptable to his client provided that the necessary Official Plan Amendment and Zoning By-law Amend- ment could be obtained. Resolution No. P-76-77 Moved by Councillor Taylor, seconded by Mr. K. Entwisle, That Council request the Region to modify sections 11 and 12 of the Region Official Plan in order to permit farm implement dealerships on marginal type of farm land. "CARRIED" Resolution No. P-77-77 Moved by Mr. K. Entwisle, seconded by Mr. K. Barr, That the matter of farm implement dealerships be referred to Plarring Staff for an in depth study and subsequent report to the next meeting of this Committee, which would set forth possible solutions to the problems as detailed by Mr. McTavish., and a means of expediting same. "CARRIED" (3) Official Plan Amendment Application No. 106, Part Lot '1 & 20 Concession Darl' an COVIC HOLDINGS. Mr. Joseph C. Victor, Q.C., Solicitor for the applicant, requested that this matter be held to the first meeting of the Committee in June, due to the absence of the applieant,e planning consultant, Mr. W. Freeman. Resolution No. P- L8 -IL Moved by Mr. K. Entwisle, seconded by Councillor Taylor, That the application of Covio Holdings be set over to the first meeting of this Committee in June. "CARRIED" (4) Application for Amendment to Zona n B.y-la 16 C. F. Fleisohmar�a. part lot_ 31 Conoosaion ` , Clarke Mr. Fleischmann, applicant, requested that his application be set over to the next meeting of this Committee. Resolution No. P- - Moved. by Mr. H. "0.01113D" Planning Advisory Committee, May 9, 1977, continued - (5) Application for Amendment to Zoning By-law # 1653 Girl Guides of Canada Part of lot 12 Concession Clarke. Page 3 Application is made to rezone a ten acre parcel of land in part of lot 12, Concession 3, to recognize the existing Girl Guide Camp. Mks. Jean Gaskell, Oshawa, appeared in support of the application. Director's report # 253 contained the comments as follows; " This camp has been in existence since 1961 and is therefore a legal non -conforming use. However, this legal non -conforming status would prevent any expansion or extension of the camp which would involve the erection of any building or structure. Since the use is permitted by the proposed Region of Durham Official Plan we support this appli. cation for rezoning. However, we feel that the concerns of the Ganaraska Conservation Authority should be accommodated. We therefore recommend that this application be approved, and that the amending By-law restrict building within the flood plain." Resolution No. P-80-77 Moved by At. K. Entwisle, seconded by Mr. H. Hammond, That this Committee recommend to Council that the application of the Girl Guides of Canada, to rezone a ten acre parcel of land in part lot 12, Concession 3, Clarke, to an "OS" (Open Space) category, be approved and further that the amending By-law restrict building within the flood plain. (6) A••lication for Amendment to Zo -law 21 11 "CARRIED" Vera Irene Garrard. Part Lot 144 Concession 8, Darlington. Application is made for a change in the designation of a portion of the northerly extension of King Street in Haydon from "Claes B Public Street" to "Class A Public Street". Mr. R. Worboy, Solicitor, addressed the Committee on be1i1f of Vera Irene Garrard. Director's Report # 256 recommended as follows - "That the application for a change in the designation of the subject road be approved in principle, subject to the applicant's submission of a survey detailing the exaot length of road affected, the amount of property to be dedicated for road widening, the portion of the land zoned R-2 and the exact limits of the subject property". Liptay,, That the change in designation, from Class tTB" to Class t'A't Public Street, of a portion of the northerly extension of Icing Street, Haydon, be approved. Said portion not to exceed a distance of 2500'' north of the 8th line road and further that the amending By-law be prepared. "CARRIED" Resolution No. P-82-72 Moved by Mr. K. Entwisle, seconded by Mr. J. Liptay, That the foregoing resolution be amended by adding thereto the follow' "and if uncertainty exists as to the width of the subject road (i.e 661) that a survey be ordered at the expense of the applicant". AEENDMIJI'TT LOST Application for Subdivision Approval Cean Investments Limited, Part Lot 11 Concession 2 Bowmanville. Further to the applicant's submission to this Committee in November, 1975, Mr. M. Zygocki presented a revised plan, dated January 26, 1977, which included an increase in the area of land to be subdivided. Director's report #255 recommended as follows - „That the revised plan, dated January 26, 1977, be approved on the same condition as previous approvals".. Resolution No. P-83-77 Moved by Mr. K. Entwiele, seconded by Mr. H. Hammond, That the Director's recommendation as set forth in report # 255, be adopted by this Committee and recommended to Council. "CARRTRD AS AMENDED Resolution No. k-8 - Moved by Mr. J. Liptay, seconded by Mr. K. Barr, That this application be tabled to the next meeting of the Committee and all petitioners in opposition to the application be notified of the meeting and a copy of report #255 be made available to the petitioners. MOTION DEFEATED Planning Advisory Committee, May 9, 1977, continued Page 5 Resolution No. P-85-77 Moved by Mr. K. Entwisle, seconded by Mr. H. Batson, The resolution # P-83-77, be amended by adding thereto the following. "And ollowi g - "And further that Mr. Reg Willatts, 89 High Street, spokesman for the petitioners, who appeared before the Committee in February 1976, in opposition to the proposed development, be advised of this Committee's recommendation to Council and be notified of the date when this recommendation will be submitted to Council. "CARRIED" (8) y of Housing Assisted Rental Housing, Non Profit Houdin . Director's report # 257 suggested that the Town nominate one Councillor and one representative of the Planning Department to be members of the Newcastle Community Housing Discussion Group to advise the Municipality on matters related to the provisions of Assisted Rental Housing. Resolution No. P--86-77 Moved by Nr K. Entwisle, seconded by Dr. Rowsell, That this Committee adopt the suggestion as set forth in Director's Report # 257. Resolution No. P-8777 Moved by Mr. K. Entwisle, seconded by Nr. H. Hammond, That this matter be tabled to the next meeting of this Committee and that Mr. Gary Kent, of the Newcastle Community Housing Discussion Group be invited to speak to the matter. (9) Newcastle Salvae1 R. Stephenson Part Lot 23 Concession 1,_larke Resolution No. P-88-77 Moved by Councillor Taylor, seconded by Mr. H. Hammond, That Mr. R. Stephenson be heard at this time. Stephenson submitted a revised site plan relative to the proposed salvage yard, that part of lot 23, lying south of Highway #401 and north of the Baseline Road. Resolution Moved by Nr. K. Entwisle, seconded by Dr. Rotmell, That this Committee have no objections to the revised site plan as submitted by Mr. Stephenson. "1CARR.0 w" Resolution No. 11 9077 Moved by Mr. K. Entwisle, seconded by Dr. Rowell, That Planning Staff research this matter and to submit a report, to the next meeting of this Committee, which would clarify matters' relating to the Region's Official Plan and provide for a solution of the problems affecting the site plan agreement with Mr. Stephenson.
