(5) Application for Plan of Subdivision,• Courtice Heights Developments,
Part of lots 31 and 32, Concession 29 Darlington.
Application is made for approval of a subdivision, south of No.
2 highway between Trull's road and Prestonvale Road, comprising
336 single family units, 60 semi-detached units, 305 link houses
and 125 street townhouses, for a total of 826 family dwelling units
together with a school site, park area, commercial area and a site
for senior citizens housing.
Director's report # 228 was reviewed and noted.
Mr. Wm. D. Manson, representative of the Ontario Housing Action
Programme, Ministry of Housing, addressed the Committee in support
of the application. His remarks were accompanied by a letter,
under date of December 20 and addressed to the Chairman, wherein
he set forth a number of comments pertaining to report # 228.
These comments included references to such matters as Official
Plan Provisions, park requirements and acquisition of same, envir-
onmentally sensitive areas, water recharge areas, headwater areas,
water supply, sewage facilities, development densities, street
alignment etc.
In conclusion Mr. Manson stated that in his opinion, the foregoing
concerns could be somewhat resolved by a fuller discussion at
staff level.

Mr. Howden, Planning Director, identified and outlined his axeas
of concern relative to the proposed development.

Movod by Mr. R. Yates, seconded by Dr. R. Rowsell,
1) That Mr. Manson's comments be received for information, and
2) That report # 228 be revised where applicable, and
3) That this application be tabled to the next meeting of this
Committee, and
4) That the Director submit a revised report to the next meeting
of this Committee, and
5) That the applicant be provided with a copy of the Director's
revised report at least one week in advance of the meeting
of this Committee.

(6) Application for rezonin--; Schwarz Bros. Part lot 21. Concession 2,
Darlington.
Application is made to rezone an 8.1 acre site, situate in past
of lot 21, Concession 2, Darlington, to permit the establishment
of a farm machinery sales and service dealership including
storage and warehousing.
The site lies to the west of road No. 10 and has a frontage of
640' on the south side of Highway # 2.
Director's report # 229 commented as follows -
"However, the area is largely residential in nature, with single
family dwellings across the street, to the east and to the west
of the subject site. We feel that a farm implement dealership
would not be compatible with these uses and would likely have a
deleterious effect on traffic flows in the area.
For these reasons, we would suggest that this application not be
recommended for approval".
Mr. C. Fleischmann, agent for the applicant, appeared before the
Committee in support of the application.
He referred to an apparent conflict between the approved Official
Plan of the former Township of Darlington and the Regional Official
Plan with respect to the designation and classification of the
subject land.

He also commented on the adverse comments submitted by the Durham
Planning Department regarding access from No. 2 highway.

Moved by Councillor Tink, seconded by Mr. H. Balson,
Whereas the subject land has a very low agricultural capability
and
Whereas this Committee are in tenative support of the applioatien
as submitted
Now be it therefore resolved that the Town Planning Staff re -submit
this application to the Regional Planning and Development Committee,
together with additional information relative to access roads,
topographic features and agriculture capabilities of the subject
site, for their further consideration.

(ii) Ashton Subdivision; Solina
Resolution No. P-107-76
Moved by Dr. Rowsell, seconded by Councillor Tink,
That this Committee recommend that Council request the Region
Planning and Development Staff to prepare a District Plan,
including the proposed Ashton subdivision, for the hamlet of
Solina, in order that the Ashton subdivision may proceed.
