Resolution No. P-25-76
Moved by Mr. R. Yates, seconded by Mr. H. Hammond,
That the minutes of the meeting on Maroh 89 1976, be amended as
follows -
(i) that the word 'maximize' as it appears on page three, item
6, be deleted and the word 'minimize' be substituted therefore
(ii) that the number 11631 as it appears in resolution No.P-22-769
be deleted and the number '193' be substituted therefore.

That the minutes of March 89 19769 be adopted as amended by
Resolution No. P-25-76.

(4) NEW HOSINESS
(i) Mr. Horst Hoensch: Application for rezoning.
Application is made to rezone a 39 acre parcel of land, situate
in part of lot 20, Concession 5, Clarke, to permit two residential
buildings on one lot and to permit the establishment of a horse
breeding, training, boarding and sales operation on the site.
Mr. Horst Hoensch appeared in support of his application.
Director's report No. 194 was reviewed and the following
recommendations noted.
"That this application be granted subjeot to the following
conditions -
1) That the subsequent zoning by-law amendment be based on a
site plan approved by the Department of Agriculture in
accordance with the provisions of the Revised Agriculture
Code of Practice.
2) That the uses permitted on this site be restricted to exclude
a commercial stable and commercial racetrack.
3) That the two dwellings permitted on the lot be restricted
to accessory uses only.

That the recommendations contained in Director's report No. 194
be approved by this Committee.

(ii) Sohickedanz Developments Limited. Official Plan Amendments
AMlioation No. 74.
Application was made to the Region of Durham for an amendment
to the Bowmanville Official Plan to change the designation of
47 acres of land, from Low Density Residential Stage 2 to Low
Density Residential Stage 1.
The subject lands are located on the east side of Mearns Avenue
and on the south side of Concession Street, Bowmanville.
Mr. Hugh Macklin appeared in support of this application.
Director's report No. 195 recommended as follows -
That the Region be informed that the application to change
the staging of the subject land is premature for the following
reasons.
1) There remains a two to three year supply of building lots
within the present Stage I of the Official Plan.
2) Services and servicing capacity are not yet available te"
the subject lands.
3) The Town has not yet adopted a socioeconomic policy by
which it can properly regulate the staging of residential
and other types of urban development.
We would also recommend that, as soon as the Region has adopted
its Regional 'Land Use' Plan, the Town should undertake to
Prepare a social and economic plan which would set out the
staging of all types of development, the standards of munioipal ,
services to be provided and the means of raising the required
revenue".

That the Bowmanville Official Plan be amended so that the lands
now defined as Stage two in Special Planning Area No.1, will be
placed in Stage 1 in order to permit development as soon as water
and sewer serviees become available, subject however to previous
commitments in Stage 1.

(iii) Interim District Plan_,
Direotor's report No. 196, in addition to summarizing the
history and process of the Interim District Plan, referred to
a meeting on March 18 at the Regional Planning Department,
held for the purpose of determining whether or not The Town
still wished to pursue approval of the Interim District Plan.
The following recommendation was included in the Director's
report.
"That the Region be urged to approve the Interim District
Plan as quickly as possible with the modification that the
areas formerly shown as residential in the Bowmanville
Official Plan be shown again as urban residential so that
some development could continue in the interim period even
if some delay occurred in the production of secondary plans".
Mayor Rickard reviewed the progress of the Plan at the Ministry's
level and at the Regional level.
Copies of correspondence, dated March 229 19769 over the
signature of I.A.Milani. and on behalf of Milani and Milani
Holdings Limited, were circulated.
The letter urged that Directors report No. 196 be tabled
until such time as the Official Plan decision has been
formulated by the Regional Municipality of Durham.

That the recommendation as set forth in Direotorfs report No.
196 be accepted by this Committee.
