Chairman, Councillor Entwisle directed that, as the number of members present did not constitute a quorum, this meeting would be adjourned or delayed until such time as a quorum was present. Informal discussion followed on the Courtioe Plan. Dr. Rowsell attended at 8.30 p.m. Mayor Rickard attended at 900 p.m. The Chairman directed that, as a quorum was now present and in accordance with resolutions No. P-89-75 and NO -P-98-75 this meeting would continue with the review of the briefs as submitted by developers and residents together with the responses thereto as prepared by Murray V. Jones Associates. Resolution No. P-102-75 Moved by Mr. D. Moffatt, seconded by Dr. Rowsell, WAS the day will come when it will be necessary for Council to take a 'Nb'or 'Yes' position on the Courtioe Concept as it may eventually be formulated, AND WHEREAS the Planning Advisory Committee feels that it should advise Council in this decision. Planning Advisory Committee, June 26, 1975, continued- Page 2 TMMEF t IT IS RESOLVED that Council should seek and carefully consider the advice of the Planning Advisory Committee, as an overview, before taken this decision. AND MOREOVER: IT IS FURTHER RESOLVED that the Planning Advisory Committee shall be given reasonable time, a month from Council's request to facilitate and gauge the wishes of the public before formulating their advice. "CARRIED" Mr. Garrard reviewed the letters submitted by individuals and groups (32 in total) together with the Consultant's response to each letter. Mr. Garrard emphazied the fact that the opinions expressed in the responses are those of the Murray V. Jones Associates rather than those of the Town. Committee members expressed concern over the following subjects. (i) The lack of sufficient open sps®e or green belt to provide an effectively defined pbysioal separation between Courtioe and Oshawa. (ii) The proposed alignment of the north-sputh portion of the easterly section of the new No. 2 highway. It was suggested that this section be re-looated one township lot further to the east (i.e. lot 26) and thus avoid the destruction of existing productive form lands. Massaro Penfound and Oke, requested that the easterly extension of Bloor Street, as it intersects Prestonvale Road, be re-looated further to the south thus utilizing valley lands in lieu of existing farm lands. Mr. Hanewioh, on behalf of 300 petitioners, expressed concern regarding traffic noises, air pollution etc, which would be generated by the increased traffic resulting from the proposed development. Mr. P. Frangella referred to an error in mapping (page 10) whereby the new highway No. 2 was designated as a 6 lane arterial road. This error will be corrected to show a 4 lane highway. Cowman, That all briefs and letters submitted in response to the Town's request, in respect of the Courtioe Concept Plan, have been considered by the Planning Advisory Committee and Murray V. Jones Associates and are currently under further study. Resolution No. P -10L.-75 Moved by Mr. D. Moffatt, seconded by Mr. H. Balson, That a copy of the Consultants' response be forwarded to all persons or groups who have submitted briefs or lettere in respect of the Courtice Concept Plan and further that sufficient copies be provided for public persual. "CARRIED" The Planning Staff were authorized to obtain 130 copies of the booklet "Rbsponse of Murray V. Jones and Associates Lt'd to invited briefs to The Town of Newcastle on the Courtice Concept Plan of March 1975". Resolution No. P-105-75 Moved by Dr. Rowsell, seconded by Mr. H.
