(1) Preliminary Draft of Bowmanville Con2jpj Plan
Mr. R. Garrari presented mapping to illustrate the proposed
development of the Environment Study Area of the Town of
Bowmanville.
(2) The mapping illustrated the following constraint would affect
development around Bowmanville West side;
(i) Parkway Belt, as proposed by the Ontario Government.
(ii) Southside; Highway 401, C.N.R. double tracks; proposed
southerly route of OshawarLennox Hydro Transmission Line.
(iii) East side (southerly portion) Prime Agricultural Lands.
(iv) 0. H. C. holdings in north-east section.

(3) In broad terms, the development proposals envisaged Bowmanville as
expanding to some thirtjr thousand persons, by the year 2000.
In the preliminary concept emphasis had been placed on undeveloped
lands rather on the downtown core and existing built up areas.
No massive or rapid change was forecast.
Bowmanville would retain its existing identity of a small town and
as such there could be a loss of regional identity.
Development would generally follow the natural drainage pattern
of the two creeks, Bowmanville and Soper.
The major portion of low, medium and high density housing would
take place north of the C.P.R. tracks and east of Liberty Street.
Industrial Development would be expanded in the south east area
including the areas between highway 401 and the C.N.R. tracks.
These lands, 260 acres in total were considered adequate for any
reasonable eventuality.
The Downtown Area would permit mixed uses.
The existing 105 thousand square feet of commerci'e3 floor area
would be increased by 35 thousand square feet. This expansion
would be phased to lessen any undesirable impact on existing
commercial establishments.
The road grid pattern was designed to service all proposed
development.
Mearn's Avenue would be extended south of No. 2 highway and would
terminate in an interchange at highway 401.
The Liberty Street interchange would be restricted to off Vamp
traffic only.
The Bennett Road interchange would be replaced by an overhead
bridge over highway 401.
A new arterial road would be constructed from the northerly portion
of Mearn's Avvenue(north of the C.P.R tracks) and would extend in
a west, south-west direction to connect with regional road No.57.

Mr. Garrard stated that that thea.e proposals had been discussed
with the Ministry of Transportation and Communications and had
met with their approval.
In summary, Mr. Garrard stated that when the Bowmanville plan
was eventually approved by Council, it would then be necessary
to amend both9the District Plan and the appropriate Zoning
By-laws.
(4) In response to the Chairman's invitation for comments and/or questions
from the floor, the following concerns were expressed.
(i) Commercial uses of lend were not provided for in the Waverly
Road Area.
(ii) The proposed route and classification of Mearn's Avenue
extension, i.e. an arterial road through a higher density
residential development.
(iii) The proposed revisions to the Liberty Street and Bennett
Road interchanges.
(iv) Expansion of the present sewage treatment plant to accomodate
thirty thousand persons and the proposed extension of the
outfall into Lake Ontario.
(v) The proposed extension, into Lake Ontario, of the intake to
the water filtration plant.
(vi) No provisions for redevelopment of the downtown core.
(vii)The concentration of schools in the area east of Liberty Street,
south of Concession Street and north of Ling Street.
(viii) The effect of the proposal development on the tax structure
of existing properties.

That this Committee recommend that Council proceed with the public
presentation of the Bowmanville Concept Plan as scheduled for
7.30 p.m. on July 3, 1975, subject to the reservations as noted
