Garrard supplied to each member a booklet, dated June 23, 1975, and identified as "Response of Murray V. Jones and Associates Lt'd to invited briefs to the Town of Newcastle on the Courtice Concept Plan of Meroh 1975". Two large nape were displayed, one dated March 1975 and the other June 1975. The latter illustrated the revisions to the Concept Plan following the public meeting on March 5, 1975• Mr. Garrard reviewed the ohanges incorporated into the plan resulting froze the suggestions contained in the briefs received to date. These changes emphasized the re -alignment of the road grid pattern in order to avoid the widening of existing roads and the destruction of trees and front yards, and to provide adequate right-of-way for future road needs over the next 25 years. Planning Advisory Committee, June 23, 1975, continued- Page 2 i The revised grid system would necessitate the removal of no more than a minimum of 3 or 4 dwellings. Mr. Garrard also reviewed the briefs submitted by developers and residents in response to the Committee's advertisement in- viting comments or briefs by interested parties. In summary, the developers briefs indicated support where their lands are shown for residential uses and opposition where their lands are shown for non-residential use or excluded from the development area. ftbidenta briefs were concerned with the alignment and scale of roads, the effects of development upon taxes; objections to proposed densities; the preservation of the identity of the community as semi -rural, the maintenance of a greenbelt or buffer zone between Oshawa and Courtice; the possibility of annexation by Oshawa; requests for more parkland and request to remove industryi from the development. In summary, the residents briefs do not indicate a consensus of opinion. Individual briefs run generally against the Concept or aspects of it. The Town of Newcastle Ratepayers' Association suggests that the Concept might be acceptable if it were modified in some respects. Question and Answer Period Mr. Garrard and Mr. Frangelle, in response to questions from the floor, supplied the information as follows - The net density of 27 units per acre was similar to the density in Scarborough. The present community identity cannot be retained if development is permitted to take place. A new identity would by necessity be created. Man made ponds would be used to absorb the increased run off. A green belt zone between Courtice and Oshawa would be difficult to maintain. The existing creek would be utilized as a buffer zone. The possibility of annexation by Oshawa will not be altered by development of the Concept Plan. Planning Advisory Committee, June 23, 1975, continued- Page 3 The amount of parkland that a developer may be required to provide is limited by the Planning Act of Ontario. It is desirable to provide job opportunities in Courtice both to assist in obtaining a balanced community and for tax purposes. Areae shown for industrial purposes are to be provided with municipal services. The secondary plane for phases two and three will provide for higher density of residential units. The overall Concept provided for mixed types of housing and density and is intended to be flexible enough to provide for future housing requirements. Ia broad terms the mix of housing units are based on the following criteria - 15% apartment building (60 units per aore) 10% walk up; 15% group town houses 12.5% semi-detached 8.6'16 new single family dwellings 15% stacked town houses 20°9 street town houses 3.9% existing single family dwellings. There w%@ no answer available at the present time as to what effect the proposed development would have on the existing tax- payers. However, studies vare underway to determine the finan- cial implications of development on the Town and when completed the Town could, if necessary, request financial aid From the senior levels of government, if the Concept plan is to proceed. The study was expected to be completed by the end of July,1975. Resolution No. -11-89-75 Moved by Mr. R. Yates, seconded by Councillor A. Cowman, That discussion on the Courtice Plan be postponed to resume at 9000 a.m. on Saturday, June 28, 1975. 1 �, (4) MINUTES OF PRUIOUS MEETING (i) Regular Meeting on June 9, 1975 Resolution No. P-90-75 Moved by Mr. R. Yates, seconded by Mr. D. Moffatt, That the minutes of the regular meeting of June 9, 1975, be approved as printed. "CARRIED° Planning Advisory Committee, June 239 1975, continued- Page 4 i (2) There were no delegations other than persons in support of or in opposition to items appearing elsewhere in these minutes. ;M, (i) Mario Veltri and Old Bus Station 'Umrr Street Bowmarrville Reference. Resolution No.P-325-74, P-32-759 P-33-75. Mr. Veltri appeared in support of his application. Director's report No. 1142 included a recommendation by the zoning Sub -Committee that the subject site be placed in a special zone (CRD) and further that Council adopt a public parking policy. Mr. Howden's report set forth four minor changes in the proposed zone provisions. His report recommended as follows - (a) It is recommended that Council give approval in principle to the attached CRD Zone as modified by the changes in 2 above so that the developer's architect can draft plans in accordance therewith. (b) It is recommended that Council give approval in principle for the establishment of a Parking Authority and the exemption of downtown commercial uses from the parking requirements of the zoning by-law. (e) It is recommended that staff and consultants be authorized to draft a by-law for the incorporation of the Parking Authority. Resolution No. P-91-75 Moved by Mr. H. Resolution No.P-17-75 & P-18-75. Mr. Alan Berk appeared in support of this application. Mr. Kingsley VanNest and 2 other persons appeared in opposition to the application. Mr. Berk submitted copies of a letter he had received from Mr. VanNest, Solicitor for the petitioners in opposition to the proposed development by Southeast Building Corporation, In summary, the letter stated that his clients were not in opposition to a neighbourhood plaza of convenience stores but, as demonstrated before, they have no desire to see additional residential accomodation to be constructed on the subject Premises either in the form of townhouses or apartment buildings. Director's report No. 143 recommended as follows - "It is recommended that a Special Provision, patterned on the attached provisions, be enacted to permit one variety store on this site to have a floor area of up to 3500 square feet and other outlets to have a floor area of up to 2200 square feet each. It is also recommended that the applicant's proposal be approved in principle, provided that the applicant enters into a site development agreement with the Town of Newcastle". Mr. Berk stated that the variety store could include a Pharmacy and Optical centre. Reeolution No, _P-92-75 Moved by Dr. Roweell, seconded by Mr. R. Balson, That this Committee concur with the Director's recommendations. (4) my Bmnzss (i) Durham Christian Rich School. Application for re -zoning. Director's report No. 139 contained the following recommendation. "It is recommended that this matter be tabled pending receipt of an application form for rezoning from the applicant". Yates, That the Director's recommendation be approved by this Committee. "CARRIED" (ii) Lawrence Crescent Townhouse Site Plan AZreement. The developer requests approval of a revised site plan agreement which would allow a second storey connection between the two buildings, effectively making them one building. Director's report No. 141 contained the following comments. "The proposed second storey link was in the original site plan which was approved by Bowmanville Council, but was inadvert- antly left out in a revision to the site plan. I see no problem with reinserting it, provided access to the rear of the buildings for fireman and hoses is maintained". Resolution No. P -9L4-75 Moved by Councillor Allin, seconded by Mr. R. Hetherington, That the Director's report be approved by this Committee. (iii) Belfram Realty Application for rezon9.n€ Application is made to rezone approximately 16 acres of land situate in part of lots 13 and 14, Concession 29 Bowmanville from the existing Open Space and General Residential categories to permit a medium density development of 101 townhouses. These lots are locai`ed south of Jackman Road between Scugog Street and Bowmanville Creek. Director's report No. 144 recommended as follows - "That this site is not suitable for a townhouse development. However, lower density semi -estate type residential development would be within the capacity of the existing services and in character with the surrounding neighbourhbod. It is therefore, recommended that the land above the top of the bank be zoned R1 in the new zoning by-law now being prepared". Planning Advisory Committee, June 23, 1975, continued- Page 7 f Mr. John McLaughlin, Solicitor for the applicant requested that this application be tabled in order that his clients may review the Director's report and to obtain their planning consultants comments on same. Mr. Bvea on behalf of some 26 petitioners, Mrs. Witherspoon and Mr. Wells spoke inbpposition to the proposed townhouse development. Mr. Eves requested a copy of the agenda for the regular meeting in July be forwarded to him when prepared. Mayor Rickard referred to the need for increase in existing services if the development were to proceed. Resolution No. P-95-75 Moved by Mr. D. Moffatt, seconded by Mr. R. Hetherington, That this application be tabled and lifted from the table on the first regular meeting in July. ?VCARRILDiV (iv) Rezoning Apnlieations which Do Not Conform to The Interim District Plan Director's report No. 140 listed the following applications which do not conform with the Interim District Plan. (1) Geoffrey Still - Shopping Centre (Waverly Road and Baseline Road, southeast corner) (2) Pythbow Investments - Shopping Centre (Waverly Road and Baseline, southwest corner) (3) R. Leblanc - Trailer Camp (Lot 59 Concession 4, Darlington) (4) Ridge Pine Park Limited - Mobile Home Park (Lots 32, 33, 34 and 359 Concession 1, Lots 32 and 33, B.F. Concession, Clarke) (5) Howard Payne - Mobile Home Park (Lots 1 and 2 B.F. Concession A and B, former Township of Clarke The Director recommended that these applications for re- zoning be tabled by the Planning Advisory Committee until such time as Official Plan Amendments for these projects have been approved by Regional Council. Muir, That the Director's recommendations be approved by this Committee provided that the aforenoted applicants be advised in writing of the procedures to be followed in applying for wDistrict Plan Amendment. "CARRIED" (5) OTHER BIISINESS (i) Distribution of Minutes and Agendas Correspondence under date of June 6,1975, was noted from Mr. James Johnston, President of Soper Creels Residents Association, wherein a request was made for copies of the minutes of each Planning Advisory Committee meeting since January 1, 1975 Director's report No. 145 recommended as follows - "That it be the Committee's policy that agendas and minutes be supplied on a regular basis to and only to the following persons. 1. Members of the Committee 2. Councillors who are not members of the Committee 3. Town Department Reads 4. Regional Commissioer of Planning and Development 5. Regional Director of Development 6. Planning Consultants Employed by the Town 7. Superintendent of Planning N. & N. Board of Education 8. Editors of Newspapers Published within the Municipality 9. Reporter covering Newcastle for the Oshawa Times. Other persons would be supplied with copies, on request, of reports and minutes pertaining to matters in which they have an interest or concern, with a limit of one copy of any document per person. Belson, That this Committee concur with the recommendations contained in the Director's report. "CARRIED" (ii) Reirised date of Meeting Resolution No. P-98-75 Moved by Mr. R. Yates, seconded by Councillor A. Cowman, That the date of the meeting, scheduled for Saturday, June 28, 19759 be re -scheduled for 7.30 P.M. on Thursday, June 26, 19759 in Hampton Municipal Building.
