Chairman's Remarks
In his opening remarks, Chairman Entwisle introduced Mrs. Ann
Cowman, newly elected to fill the vacancy in Council caused by the
resignation of Councillor Weare.
He also introduced Miss. H. Forrest, B.A., a recent addition to
the Planning Staff.

(3) BUSINESS BROUGHT FORWARD
(i) Southeast Building Corporation
References Resolution No. P-18-75.
On December 3, 1974, Southeast Building Corporation submitted
an application to re -zone Block E of Plan 702 tp permit the
construction of 2 eight story apartment building on the north-
east corner of Quinn Drive and Waverley Road, Bowmanville.
This application was tabled due to the opposition by local
residents to a high density residential development on this
site.
On April 3, 1975, a new application was submitted to re -zone
Block E to permit the construction of a lower density residential
- Commercial development comprising a 2 storey building with
convenience commercial outlets with offices above and a 20 unit
townhouse development.
Planning Director's report No. 132 set forth the recommendation
as follows -
"It is recommended that the application be approved in principle,
subject to conformity with the provisions of the new zoning
by-law for the uses intended, provided that the applicant
enters into a development agreement with the Town of Newcastle".
Mr. Alan Berk addressed the Committee on behalf of the applicant.
He sumitted architect's drawings showing the site plan, floor
plan and elevations of the proposed commercial and residential
development.
Mr. I{ingsley VanNest presented a petition, bearing the signatures
of approximately 532 persona in opposition to the re -zoning
application.
Mr. Vanlgest spoke in opposition to the application on behalf
of the petitioners and on behalf of 25 persons present at the
meeting.

That this Committee recommend to Council that the application
of Southeast Building Corporation to re -zone Block E of plan
No. 702, be refased.

Director's report No. 133 was reviewed and the recommendations,
as follows were noted.
(a) O.H.A.P. be approached regarding possible subsidy of the
project.
(b) that the Regional Works Department be invited to name a
representative to sit on the steering committee.
(c) that the Regional Works Department be approached regarding
payment of the cost of studying services under Regional
jursdiction.

(4) NEW BD'SMSS
(1) Marva Carcone, application for Amendment to By-law No. 2111
The applicant is the owner of a lot 100' x 5001, -- situate
in part of lot 33, Concession 2, Darlington, with frontage
onto the east side of Prestonvale Road which segment of the
road is classified as an "unimproved road" by Schedule "A"
of By-law No. 2111.
The applicant requested that this classification be changed
to "improved road" in order that he might obtain a permit to
construct a Single Family Dwelling.
Director's report No. 131 was reviewed and the following
recommendations noted.
a) that Council request the applicant to convey sufficient land
from his lot to the municipality for widening Prestonvale Road
to 66 feet to the satisfaction of the Director of Works.
b) that Council request the applicant to pay the usual develop-
ment charge for a single family dwelling.
! c) that Council pass a by-law to amend bylaw 2111 to redesignate
that portion of Prestonvale Road adjoining the applicant's
lot as an improved road on receipt of the lands and monies
described above.

Moved by Councillor Allin, seconded by Mr. R. Hetherington,
That this Committee concur with the Director's .recommendations.
Mr. R. Rodney and two other area residents spoke to the matter
and expressed their concern regarding any regrading of the subject
lot that would obstruct the existing drainage pattern.
Resolution No. P-78-75
Moved by Mr. D. Moffatt, seconded by Mrs H. Muir,
That this application be tabled pending receipt of site plans,
to be provided by the applicant, and approved by both the Town
Engineering Technician and Central Lake Ontario Conservation
Authority, clearly defining the finished grade level and drainage
pattern on the subject lot and pending receipt of comments from
the Director of Public Works relative to the re-classification
of the subject portion of Prestonvale Road as recommended by
Mr. Howden.

(ii) Regional Capital Works Budget
Members of Council were invited to participate in this discussion.
Mayor Rickard presented a detailed review of the events precipit-
ating this discussion. In summary his statements indicated that
the Regional Planning Department Staff had recommended that all
projects for the servicing of the Courtice Area be removed from
the five year capital works program and that projects in Oshawa
which would eventually provide for the servicing of the Courtice
Area be deferred to 1978. The Regional Staff had also recom-
mended deferring the start of the new sewage treatment plant
in Bowmanville for one more year.
Report Ho. 134, as prepared by the Planning Director was re-
viewed and the following recommendations noted.
a) that Council re -affirm its intention to proceed with planned
development in the Courtice Area and request that the projects
intended to serve that area be retained in the Capital Works
Program.
b) that Council request that no postponment be made in the
expansion of the sewage treatment capacity of Bowmanvilla;.

c) that Council request that the Mearns Avenue and Soper Creek
trunk sewers be scheduled for completion at the same date as
new sewage treatment facilities.

That this Committee concur with the Director's recommendation.

(5) OTHER BUSINESS
(1) Councillor Cowman suggested that a steering Committee be established
to give preliminary consideration to each application for an
Amendment to Zoning By-laws.
(2) Mr. Yates requested that the Soldent Commission Report of April,
1975 and its impact on the Town of Newcastle Planning Area, be
placed on the Agenda of the next regular Meeting.
(3) Next regular Meeting to be held on Monday, June 8, 1975, at
7030 p.m. in the Hampton Municipal Building.
