Ltd. and six other persons, CHAIRMAN'S In his opening remarks, Chairman Councillor REMARKS Entwisle announced that Municipal Planning Con- sultants Limited had completed the comparison mapping as had been requested by this Committee at the previous meeting on October 17, 1974. The agenda for this meeting pertained to a review of the comparison mapping. DAVE Mr. Barber briefly reviewed the progress to date BARBER in the preparation and revisions to the draft of the Interim District Plan. Further revisions to the text could be necessary depending on the final review of the associated mapping. Mr. Barber presented a coloured map of the Town of Newcastle excluding the urban areas of Bow- manville, Newcastle and Orono and identified as "Schedule Al District Plan, Town of Newcastle, Land Use and Roads Plan, Map 1, Rural Area". The. map was prepared in a manner to illustrate the comparison between existing land use and those uses as designated in the applicable Official Plans of the four previous Municipalities. Resolution No. P-300-74 Moved by Councillor Wearn, seconded by H. Balson. INDUSTRIAL That the blue hatched areas (Industrial) shown in the geographic Township of Darlington be shown as a solid blue. Resolution No. P-101-74 Moved by D. Moffatt, seconded by H. Hammond. That Resolution No. P-300-74 be amended to read as follows: "That those lands within the blue hatched area, where a previous committment exists, be shown as solid blue and the remain- der of the lands within the blue hatched area be designated as Defferred Industrial. Motion defeated 5 to 4 vote. Resolution No. p-300-74 Motion defeated 5 to 4 vote. Resolution No. P-�02-74 Moved by Mayor Rickard, seconded by Councillor Wearn. That Resolution No. P-300-74 be reconsidered. Votes Yea 69 Nay 3. The Chairman declared a tie vote as a motion to re -introduce a subject already voted on required a 2/3 majority. Special Meeting, November 189 19749 continued Page 3 INDUSTRIAL That the committed areas within the blue hatched area be designated as industrial and the uncommitted areas be designated as deferred industrial. "CARRIED" ORBIT By a majority vote it was determined that the CONSTRUCTION lands owned by Orbit Construction in part of AND Lots 27 and 289 Broken Front, Darlington and ONTARIO HYDRO referred to a Darlington Industrial Park be considered as committed areas while those lands owned by Ontario Hydro and currently under consideration for a generating station be con- sidered as uncommitted areas. "CARRIED" Resolution No. P-104-74 ONTARIO Moved by D. Moffatt, seconded by Councillor HYDRO Lyall. That the proposed deferred industrial design- ation of lands owned by Ontario Hydro in the subject area, does not in any way, at this point and time, indicate that this Committee support Ontario Hydro's proposal for a gen- erating station in Darlington. "MOTION DEFEATED" KIRBY Resolution No. P-105-74 Moved by D. Moffatt, seconded by Councillor Lyall. That the Hamlet designation of the Kirby area be deleted. "CARRIED" Resolution No. P-306-74 ESTATE Moved by H. Hammond, seconded by Councillor RESIDENTIAL Allin. That all the hatched areas designating Estate Residential development, be deleted."CARRIED" Special Meeting, November 1.89 1974, continued Page 4 Resolution No. 2-307-74 COMMERCIAL Moved by R. Hetherington, seconded by D. Moffatt. That all hatched areas designating commercial development be eliminated. "CARRIED" Resolution No. P-108-74 HAMLETS Moved by H. Hammond, seconded by Councillor Allin. That all hatched areas designating hamlet expansion be deleted. "CARRIED" Resolution No, P-309-24 URBAN Moved by Councillor Allin, seconded by R. RESIDENTIAL Hetherington. That all hatched areas designating urban. residential development be deleted. "CARRIED" CURRENT Mr. Howden9 Planner, was instructed to provide APPLICATIONS Municipal Planning Consultants Limited with a complete list and pertinent details of all applications for rezoning which have been approved in principle by this Committee (ie. Stephenson's Salvage Yard; Tamblyn's Dairy; Durham County Senior Citizens etc.9) NEXT It was noted that both the next scheduled MEETING meeting of this Committee and the Region's presentation to the public of their studies and background information relating to an Official Plan, fell on the same date and time (ie. Monday, November 259 at 7.30 p.m.) For this reason it was agreed that the next meeting of this Committee would be held in Court Room #2, Church Street; Bowmanville N Special Meeting, November 189 1974, continued Page 5 commencing at 9030 p.m. The Secretary was instructed to advise all members and other interested parties of the change in time and place of the next meeting. ADJOURNMENT Resolution No. P-310-74 Moved by D. Moffatt, seconded by Councillor Lyall. That this meeting do now adjourn.
