Worden Also presents Municipal Planning Consultants Mr. David Barber (1) (i) Square 100 Developmenillae of P?ewcastlm Mr. Donald Kerr and Mr. Shaw appeared before the Committee in support of the proposal development of 200 acres in lots 28, 29 & 30, B. F. Concession, Village of Newcastle. The development was located south of the C.P.R. railway .line and comprised some 474 residential lots with an average frontage of 60 ft. together with industrial sites. Mr. Kerr stated that the developer would provide water from Lake Ontario a filtration plant and would sufficiently oversize the intake pipe into the Lake to provide piped water to the existing Village of Newcastle as well as to their own development. This they would turn over to the Town of Newcastle for the sum of one dollar. In summarizing his remarks, Mr. Keir requested that consideration be given to this proposal in the overall pian for future development in the Town of Newcastle. (ii Mr. Robinson —re: Bill 88 Mr. Robinson informed the Committee that the Ontario Government had recently passed Bill 88, which amended the January, 1974 edition of the Planning Act, with respect to Official Plans. Special Meeting, August 26, 1974, continued Page 2 (2) Interim District Plan; Town of Newcastle (1) Chairman Entwisle outlined the basis objectives of the Interim District Plan as produced by Municipal Planning Consultants. (2) Mr. David Barber of Municipal Planning Consultants informed the Committee of certain revisions to the Land Use Map accompanying the Interim District Plan that had been made since the initial presentation on August 129 1974• These revisions pertain to the areas, now classified as deferred develop- ment, which are currently under study by Murray Jones Associates in respect of the Ontario Housing Action Programme. He also stated that only those Pits & Quarries which had been licenced by the Ministry of Natural Resources were shown on Schedule "A1l Mr. Barber was of the opinion that public comments in respect of the proposed plan would be received through public meetings and once the plan was adopted by the Municipality, the approval of the Region and of the Minister could be expected within 30 days. Mr. Barber suggested that those areas now classified as "Deferred Develop- ment" could more appropriately be termed Study Planning Areas. (3) ReolTuticn No. P-184_-74 Moved by H. Balson, seconded by D. Moffatt, That this Committee proceed to review, page by page, the proposed Interim District Plan. "CARRIED" (4) Rosolution No. P -185 -7k - Moved by R. Hetherington, seconded by D. Moffatt, That Section 1,s.s.2 be amended by including the following comments as contained in Mr. Howden'a Report No. 1, of August 12, 1974. (i) It provides a consiatant policy for dealing with the rural area (severance applications etc.). (ii) It recognizes existing development commitments for which servicing capacity is available. (iii) It permits manor infilling within developed areas. (iv) It defers until the final District Plan, any extensive new development, or developments which would require new or expanded municipal services. (It is thus temporarily more restrictive even than the present Draft Official Plans). "CARRIED" (5)ROAD ACCESS (Section 30 )(b)(iii) was tabled for further study. Special Meeting, August 26, 1974, continued Page 3 (6) CONSENTS IN RURJU AREAS (Section 3 (1) (b) (v) to include a reference to farmrelated severances as set forth on page 31. (7) Recreational Facilities, (Section 3 (4) to be revised by adding the words or cash in lieu of" immediately after the phrase "The municipality may require that the developer dedicate lands for park purposes". (8) Rural Areas, (Section 3 (4) (b) to be rewritten in accordance with the concensus of opinion expressed by Committee members. (9) Educational Faciliti=es Section 3 (5) to be revised in order to express the general concensus of opinion as expressed by the Committee. (10) Urban Residential, (Section 4 (5) be revised by deleting the word"amount" from the second sentence and replacing same with the word"number" so that the second sentence will now read "a small number of medium density residential uses will also be permitted''. (11) FA= Related Severances (Section 4 (14) (b) to be clarified in respect of a bona fide farmer retaining a lot on good agricultural land. (12) A&ricultural Potential Criteria (See -Lion 4 (14) (c) (iii) deleted in its entirety, (13) ADJOURIOM,11T Resolution No. Um18674 Moved by D.
