Best Mr. John Layng Moved by H. Balson, seconded by H. Hammond, That the minutes of the Special Meeting of April 229 1974, be approved as printed and circulated. "CARRIED" (2) DELEGATIONS (i) Mr. Steve Jans&,a. H=Dton i Mr. Janstia addressed the Committee with respect to his property in Lot 189 Concession 59 Darlington, and situate on the east side of the unim- proved portion of King Street and abutting onto Hampton Cemetery. He stated that he was prepared to convey to the Municipality a certain parcel of land, approximately 81 in width across the front of his property, as requested by the former Council of Darlington, in order that the subject street would be increased to sufficient width to enable the applicant to obtain a permit to build a single family dwelling. Mr. Geo. Howden, Planning Director, submitted the following comments - (1) In order that a building permit could be issued, By-law No. 2111 as amended , would require a further amendment whereby the subject road allowance would be designated as a street meeting the minimum require- ments of 661 in width. Regular Meeting, May 13, 1974, continued Page 2 (2) The plan of survey as submitted by Mr. Jansma did not establish the width of the road allowance fronting Mr. Jansma's property. Resolution No. P-96-74 Moved by H. Balson, seconded by D. Moffatt, That this Committee recommend to Council that Mr. Jansma's request be referred to the planning technicians for further processing. "CARRIED" (ii) Mr. Mike Austin of M/C Promotions Mr. Austin requested approval to conduct motorcycle races under specified conditions on Lot 23, Concession 9, Clarke. The racing events would involve approximately 200 riders with an estimated 800 - 1000 spectator attendance. On site policing and toilet facilities would be provided by the promoters. It was noted that access to the site would be easterly from the junction of highways No. 35 & 115. Resolution No. P-97-74 Moved by D. Moffatt, seconded by H. Muir, That this Committee recommend to Council that Mr. Austin's request to conduct motorcycle races, be refused. "CARRIED" (3) ITEMS BROUGHT FORWARD (i) Newcastle District Plan - Work Programme Brought forward by Resolution Nos. C -74-332A; P-28-74; P-75-749& P-85-74. Reports No. 1 & 2, as prepared by Mr. Geo. Howden, Planning Director, dated May 13, 1974, were reviewed by the Committee. Mayor Rickard, in speaking to the matter, presented to each member, a copy of the "Regional Total Building Permit Report for the period January-Maroh,1974" Resolution No. P-98-74 Moved by Mayor Rickard, seconded by Councillor Lyall, That all discussion relating to the direction to be followed in the prepLtion of the Newcastle District Plan be tabled for a special meeting of this Committee, Council, Regional Planning Officials, Municipal Planning Consultants and local Consultants and further that this special meeting be tentatively scheduled for Tuesday, May 219 1974, at 7030 p.m. in the Council Chambers, Bowmanville, "CARRIED" Regular Meeting, May 13, 1974, continued (4) NEW Busnws (i) Mrs. R. L. Stevens - Referred by Council Resolution No. C-74-533. Page 3 The applicant wishes to build a house in Lot 149 Concession 29 on the south side of the western extension of Concession Street, Bowmanville. The subject lands are designated as Hazard lands by the Official Plan and are Zoned for Open Space uses. Mr. and Mrs. Stevens appeared in support of their application. Report No, 4, as prepared by Mr. Howden was reviewed, Resolution No. P-99-74 Moved by R. Hetherington, seconded by Councillor Allin, That this Committee accept the report and recommendation as prepared by Mr. Howden, subject to the following revisions. (1) the word "mistakenly" be deleted from the 4th line in the first paragraph, (2) the phrase "correct the error made inv1 be deleted from the second line,in the second paragraph and further that this Committee recommend to Council that this application be processed with all possible haste. Resolution No. P-100-74 Moved by Mayor Rickard, seconded by Councillor :Wearn, That Mr. and Mrs. Stevens be advised that it will be necessary for the applicants to enter into an agreement with the Municipality in respect of improvement to the road allowance fronting the applicants property prior to the issuance of a permit to build a single family dwelling. .. _"-J (ii) Ontario &dro's Proposed generating station at weslevville Referred to this Committee by Council resolution No. C-74-520. Report No. 7, dated May 7. 1974 and prepared by Mr. John Layng, Planning Consultant, together with his comments to the Minister of Energy pertaining to the proposed wesleyville generating station, was reviewed by the Committee. Resolution No. P-101-74 Moved by Councillor Weare, seconded by Councillor Lyall, That this Committee concur with the recommendations as contained in Nr. Layng's report and further that this recommendation be followed up by definite action Regular Meeti.ngb MAY 139 1974, continued Page 4 with representation at my hearing relating to the proposed generating station. "CARRIED" (iii) Oshawa -Lennox nrovosed Transmission line (iv) Resolution No. P-102-74 Moved by Councillor Wearn, seconded by Councillor Lya11, That this Committee recommend to Council that the Municipality be represented at any future meeting called by the Soldant Commission pertaining to the proposed Oshawa -Lennox transmission line. Referred to Committee by Council resolution Nos. C-74-5219 C-74-526 and C-74-530. In Mr. Howden's Report No. 6 it was noted that the O.M.B. hearings in these matters was scheduled for May 23 and 24, 1974. Resolution No. P-109-74 Moved by H. Hammond, seconded by Councillor Wearn, That this Committee accept Mr. Bowden's report and recommend to Council that legal consel be retained to represent the Town of Newcastle, at the forthcoming hearings. "CARRIIID, " (v) Now Zonim &-law for Bowmanville In report No. 8 as prepared by Mr. Howden, the following recommendation was noted, that the proposed New Zoning By-law (prepared by Mr. Howden) be forwrded to Municipal Planning Consultants for review and report back to this Committee at its next meeting. Resolution No. P -10A-74 Moved by Councillor Allin, seconded by H. Hammond, That this Committee concur with Mr. Bowden's recommendation. (vi) Orono Estates Subdivision - Lot 27-28. Concession 5, Clarke Mr. Walter Grieves, representative of Home Smith Estates appeared before Regular Meeting, May 13, 1974, continued Page 5 the Committee relative to three matters pertaining to the Orono Estates Development, (1) Lot 21. Registered Plan No, 693 Report No. 9 as prepared by the Planning Director, contained the recommendation as follows - "Lot 21 should be deeded to the Town amd developed as a pedestrian footpath and emergency vehicle access". Resolution No. P-105-74 Moved by Mayor Rickard, seconded by Councillor Wearn, That this Committee recommend to Council that lot 21 be acquired by the Town of Newcastle for the purpose of a standard street allowance. ITT I -I (2) Block E. Registered Plan No, 693 The owners requested a commercial zoning for this Block. In report No. 9, the Planning Director recommended that action on rezoning of Block E should be deferred pending formal application by the owners and circulation of the proposal. Resolution No. P-106-74 Moved by H. Belson, seconded by R. Hetherington, That this Committee concur with the Planner's report. "Cilli'=It (3) Block A. Registered Plan No. 693 The owners requested a rezoning of this block, presently zoned Open Space to Residential. Report No. 9 contained the following recommendation - "Block A should not be rezoned for residential purposes". Resolution No. P-107-74 Moved by Councillor Wearn, seconded by H.
