Roll Call Present Were: Councillor A. Cowman, Member, at 9:35 a.m. Councillor D. Hamre, Member, until 1:50 p.m., on Municipal business Councillor I. Hobbs, Member Councillor M. Hubbard, Member, until 2:15 p.m. Councillor R. B. Taylor, Member, at 9:45 a.m. Mayor G. B. Rickard, Member Absent: Councillor K. Minutes Resolution #GPA-40-83 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the minutes of the meeting held on January 3, 1983, be approved as read. "CARRIED" Delegations Resolution #GPA-41-83 Moved by Councillor Hubbard, seconded by Councillor Hobbs THAT the delegation be heard. "CARRIED" Regional Waste Disposal Mr. W. A. Twelvetrees, Commissioner of Public Works, and Mr. Jack McCorkell, Director of Operations, Public Works Department, from the Region of Durham, were present to discuss with Committee, Regional Waste Disposal. Mr. Gary Herrema, Regional Chairman, attended later in the meeting. Mr. Twelvetrees explained that Regional representatives were visiting area municipalities to discuss this matter to try to find any areas where the Councils could help . G.P.A. Minutes . Regional Waste Disposal . A New Development Charge Policy Courtice Heights South Development Agreement . A New Development Charge Policy - 2 - January 17, 1983 reduce the high costs of disposing of solid wastes. He stated that the shortfall at the Darlington Landfill Site for 1982 amounted to$82,000. At the present, the Region has an arrangement with the Metro Site which will run out in 1984. At that time the present rate will be inadequate. He asked the Town to consider a reduction in the hours of operation at the Darlington Landfill Site. Closing the site for one day a week would result in a saving of $25,000 to $30,000 a year. Resolution #GPA-42-83 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT a letter be sent to Regional Council, thanking them for their presentation and Committee have a 10 minute recess. "CARRIED" Resolution #GPA-43-83 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the delegation be acknowledged and the question of reducing hours at Darlington be referred to the Director of Public Works and the Treasurer to confer with the Region Works Department on the impact to the Municipality of a reduction in hours at the Darlington Landfill Site. Courtice Heights South Development Agreement . - 3 - January 17, 1983 1. That this report be received "in camera"; and 2. That Council adopt the "Development Charge Policy" as set out in "A Draft Development Charge Policy for the Town of Newcastle, December 1982"; and 3. That Council adopt a new Development Charge By-law to implement the new Development Charge Policy. "CARRIED AS AMENDED" Resolution #GPA-47-83 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the previous resolution be amended by adding Item 4. 4. The difference in the amounts of the levies between Courtice and the rest of the Municipality, be accounted for separately and this be set out in the By-law. "CARRIED" Resolution #GPA-48-83 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the Committee rise. "CARRIED" Resolution #GPA-49-83 Moved by Mayor Rickard, seconded by Councillor Hubbard THAT the recommendations in Report Admin 8-83 (PD-16-83) be endorsed; and 1. That Report Admin 8-83 (PD-16-83) be received; and 2. That the attached by-law authorizing execution of a Subdivision Agreement between the Corporation of the Town of Newcastle and Claret Investments Limited, Rexgate Holdings Limited, Flecherdon Investments Limited, Reinhold Litz Jr., John Kastel and Mary Kastel be approved; and 3. That upon Council approval of Staff Report Admin 7-83 in respect of Development Charges within the Corporation of the Town of Newcastle, that the attached Subdivision Agreement between the Corporation of the Town of Newcastle, Claret Investments Limited and Rexgate Holdings Limited, Flecherdon Investments Limited, Reinhold Litz Jr., John Kastel and Mary Kastel be approved; and G.P.A. Minutes - 4 - January 17, 1983 . 4. That staff be authorized to proceed with the tendering of Phase I of the storm water drainage facilities as designed by Totten Sims Hubicki which will permit the development of the First Phase of draft plan 18T-76027. 5. That the attached by-law authorizing execution of an Agreement with Her Majesty the Queen, in right of the Province of Ontario, as represented by the Minister of Municipal Affairs and Housing be approved; and 6. That the following resolution be forwarded to Mr. C. Bennett, Minister of Municipal Affairs and Housing: . "WHEREAS The Corporation of the Town of Newcastle has proceeded with the calling of tenders for the installation of storm water facilities in the Courtice Urban Area in accordance with an Agreement with the Ministry of Municipal Affairs and Housing for the provision of storm sewers under the Courtice Housing Action Program Loan; NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the Town of Newcastle hereby requests that in accordance with the commitment of November 25, 1981, that the Minister execute a revised Ontario Housing Action Program Loan with the Town of Newcastle and forward the loan amount of $350,000 to the Town as soon as possible." That the Employment Branch of the Federal Ministry of Employment and Immigration be advised of the following in respect of the "Sidewalk Repair, Renovation Project and Municipal Lake Front Clean-up." a) The project will start with the hiring of a project co-ordinator/supervisor prior to Friday, February 25, 1983. Actual work will commence on or about Monday, May 2, 1983, depending on weather conditions. b) Each of four employees for the sidewalk repair program would work forty (40) hours per week. Each of the recommended four employees for the lake front clean-up would work forty (40) hours per week. c) The project is sponsored by The Corporation of the Town of Newcastle, 40 Temperance Street, Bowmanvll Ie, Ontario; . d) The project office will be located in Bowmanville, Ontario, with responsibility for activities throughout the Town of Newcastle; e) The legal signing officers of the Town of Newcastle for the purposes of signing the contract will be the Mayor and theTown Clerk. For the purposes of issuing cheques, the signing officers are the Mayor and Town Treasurer; f) The principal contact person will be Mr. D. N. Smith, Chief Administrative Officer of the Town of Newcastle; g) All project bookkeeping will be performed by the Treasury Department of the Town of Newcastle; h) The applicable Workmen's Compensation Board Assessment Number is 75184356; i) The project funds will be amalgamated with the funds of the Corporation and accounted for internally. 3. That a by-law be adopted approving the execution of a contract with the Ministry of Employment and Immigration Canada; and 4. That in accordance with provision of Chapter 302, Section 81(1) of the Municipal Act R.S.O. 1980, as restated in part below: "The Treasurer shall receive and safely keep all money of the Corporation, and shall payout same to such persons and in such manner as the laws of Ontario and the by-laws or resolutions of the council direct", The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended December 31st 1982 is as shown on the attached schedule; and 2. That the expenditure for the month of Oecember 1982 be approved.
