Policy in respect of occupancy of municipal roads . . Hours of Operation -Darlington Landfill Site - 2 - February 21, 1983 Resolution #GPA-136-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendations in Report WD-12-83 be endorsed; and 1. That this report be received; and 2. That a by-law be passed establishing Town Policy in respect of the occupancy of Municipal Roads, and the party, organization or agency requiring such occupancy be required to complete, and have approved, a permit for same; and 3. That 'Road Occupancy' be defined in the Policy, and be categorized as follows: (a) For the moving of wide, heavy or otherwise unconventional loads on municipal roads and rights-of-way. (b) For the excavation, building construction, servicing or modification of any installation, whether Town- owned or of a utility nature, on municipal roads and rights-of-way; and (c) For special events of a nature which will impede or otherwise restrict the normal occupation of municipal roads or rights-of-ways by the public at large; and (d) For any instance or period of time when it is determined by the Director of Public Works that occupancy by other(s) of a municipal road or right-of-way may have adverse consequences for the Town if appropriate confirmation and acceptance of liability is not formalized prior to such occupation. Funding 1983/84 Connecting Li nk Program . - 3 - February 21, 1983 with the hours of operation on Saturday included in Item 2. 1. That this report be received; and 2. That the Regional Works Department be advised that hours of operation at the Darlington Landfill Site to satisfactorily meet the needs of the Town of Newcastle Solid Waste Collection activity would be 9:00 a.m. to 3:00 p.m., Monday to Friday; and 3. That a copy of this report be forwarded to the Region of Durham Works Department. "CARRI ED" The Director of Public Works distributed a letter from the Ministry of Transportation and Communications, confirming funding for the 1983-1984 Connecting Link Program. Resolution #GPA-141-83 Moved by Councillor Barr, seconded by Councillor Hamre THAT the letter from the Ministry of Transportation and Communications be received, and that the Mayor, Clerk and any other Town representatives be authorized to execute and submit to the Ministry of Transportation and Communications the necessary documentation to qualify for that agency's funding of the project for the reconstruction of the Newcastle Village Connecting Link. Monthly Building Report Annual Building Report for 1982 By-Law Number 157-82 City of Oshawa . - 4 - February 21, 1983 Resolution #GPA-142-83 Moved by Councillor Hubbard, seconded by Councillor Barr THAT there be a 10 minute recess. "CARRIED" Representatives of C.L.O.C.A. were present at this time. Mr. Wm. Campbell, General Manager of C.L.O.C.A. introduced Mr. D. MacWilliams of Ecologistics Ltd., the consulting firm which had prepared the Master Plans for the Bowmanville Valley Conservation Area and the Bowmanville Harbour Conservation Areas. Mr. McWilliams outlined the proposed draft plans for the two areas and answered questions from the Committee. Mr. Campbell advised that the Authority is seeking input from Council and interested persons to the plans. Mr. David Lawson, representing the Bowmanville Creek Anglers Association spoke to Committee. He stated that he was pleased to see that Master Plans had been prepared. He also stated that his Association, the Oshawa District Sportsmen's Association, and the Ontario Association of Anglers and Hunters, would like to study the proposals and provide input. He was advised to obtain copies of the plan from C.L.O.C.A. and submit comments to them. That Report PO-37-83 be received; and 2. That the Central Lake Ontario Conservation Authority be advised that the Town of Newcastle supports the Master Plan for the Bowmanville Valley Conservation Area and the Bowmanville Harbour Conservation Area, subject to the following concerns being given consideration: a) that the Land Acquisition Program for and the development of the Bowmanville Valley Conservation Area and the Bowmanville Harbour Conservation Area be considered as the Town's priorities for conservation areas within Newcastle; and b) that the Bowmanville Valley Conservation Area Master Plan be modified to incorporate at least the flood-prone lands along Bowmanville Creek between Baseline Road and Highway 401 in the conservation area; and 3.
