Roll Call Present were: Councillor Maurice Prout, Chairman Councillor Keith Barr, Member Councillor Wm. Clarke, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Committee Secretary Absent: Councillor Ann Cowman, on vacation Also Present: Fire Chief J. Hayman Director of Community Services, T.A.Fanning Deputy Director of Community Services, J. Caruana Arena Manager, Fred Payne Town Manager, A. C. W. Guiler Resolution CICS -55-79 Moved by Mayor Rickard, seconded by Con. Clarke Adoption THAT the minutes of the meeting of February 20, 1979 of Minutes be adopted as read. "CARRIED" Resolution #CS -56-79 Moved by Mayor Rickard, seconded by Con. Barr Arenas THAT the Director of Community Services' report relative to Bowmanville-Arena and -Darlington -Sports Centre be received for information. "CARRIED" Resolution #CS -57-79 Moved by Mayor Rickard, seconded by Con. Barr Visual THAT the minutes of the meetings of the Visual Arts Arts Centre for February and March be received for information Centre and they be advised that members of the Community Services would like to attend their meetings. "CARRIED" Community Services Committee - 2 - March 20, 1979 Resolution #CS -58-79 Moved by Mayor Rickard, seconded by Con. Clarke Lease re THAT the following recommendations in the Town Parks Building Manager's report, TM -29-79, be endorsed: 1. That the Town renew the lease with Mr. Locke on a two year basis at the rate of $1.73 per square foot and that the Municipality assume the cost of heat and light. 2. That the Town obtain an option clause for a further two years if desired by Council. 3. That Mr. Locke be requested to have a separate hydro meter installed for the building. 4. Consideration be given in the next six months to acquiring land and building a permanent parks maintenance facility prior to the expiration of the lease. "CARRIED" Resolution #CS -59-79 Moved by Con. Clarke O.M.R.A. & THAT it be recommended to Council that memberships C.P.R.A in Recreation Organizations be discontinued namely; Memberships Ontario Municipal Recreation Association and the Canadian Parks and Recreation Association. Clarke Meeting THAT the Director of Community Services' report of the Port meeting at Port Perry, attended by the Director and Perry the Chairman of Community Services, be received for information. "CARRIED" Resolution CICS -61-79 Moved by Con. Barr, seconded by Con. Clarke Agreement THAT the recommendation in TM -32-79, relative to an re Swimming Pool Agreement between the Town and the Board of Education and Squash Courts for Swimming Pool and Squash Courts be endorsed and the attached agreement be used as a basis of discussion at the next joint meeting of the Town and the Board of Education. Clarke Gift THAT the Fire Chief's report re Len Lambert, Len Lambert Volunteer Fireman, be endorsed and a suitable gift be purchased for Mr. Lambertfor his years of service to the Town. "CARRIED" Resolution ICS -63-79 Moved by Con. Clarke, seconded by Con. Barr Cancer THAT in response to a letter from Mr. Charles Trim Month Campaign Chairman, Canadian Cancer Society, it be recommended to Council that April be proclaimed Cancer Month in the Town of Newcastle and no advertising be authorized. "CARRIED" Resolution #CS -64-79 Moved by Mayor Rickard, seconded by Con. Clarke Ambulance THAT the letter from Mr. Wm. Yeo, Ambulance Supervisor Service Bowmanville Memorial Hospital regarding ambulance Fire service for fire activations for the area, be Activations received for information. "CARRIED" Resolution 4CS-65-79 Moved by Mayor Rickard, seconded by Con. Clarke Aerial THAT no action be taken at the present time regarding Ladder 1951 Bickle Seagrave Aerial Ladder Truck for Sale. Truck "CARRIED" Resolution #CS -66-79 Moved by Mayor Rickard, seconded by Con. Clarke Official THAT the Chairman of Community Services, Clerk and Opening Fire Chief make arrangements for the Official Opening Fire Hall X14 of Fire Hall #4, Courtice, at an appropriate time. Courtice "CARRIED" Community Services Committee - 4 - March 20, 1979 Resolution #CS -67-79 Moved by Con. Barr, seconded by Mayor Rickard Tenders THAT the Tenders for furnishing for Courtice Fire Furnishing Hall be opened. Fire Hall #4 "CARRIED" Courtice The following tenders were received. All tenders included separate pricing for each article with no total tender price: Cambrian Business Products Limited, Scarborough Dickson Printing & Office Supplies, Ajax Grand & Toy Limited, Don Mills Viner Office Supplies, Oshawa. Resolution OPCS -68-79 Moved by Con. Barr; seconded by Con. Clarke THAT the Tenders be referred to the Fire Chief and Treasurer for evaluation and total cost and a recommendation. "CARRIED" Resolution ICS -69-79 Moved by Con. Clarke, seconded by Con. Barr Courtice THAT the balance of the Fire Chief's report relative Fire Station to Courtice Fire Station #4, be received for information. #4 "CARRIED" Resolution #CS -70-79 Moved by Con. Clarke, seconded by Con. Barr Haydon THAT the following nominations to the Haydon Hall Hall Board be recommended to Council: Board Mrs. Rena Potts, Mrs. Gladys Potts, Mrs. Blanche Jones, Mr. Wilbur Blackburn, Mrs. Eileen Blackburn.
