Works Oepartment closes for a two-week period, Monday
July 25th to Tuesday, August 9th 1983.

and that all Members of Council, and the Press,
be invited to attend; and
3. That Members of Council advise the Public Works
Department of any areas of concern or particular
interest, before April 7, 1983, in order that
they may be included in the itinerary of the Tour.

THAT the recommendations in Report WD-20-B3 be endorsed; and
1. That this report be received; and
2. That the Regional Municipality of Durham be advised
that the Town of Newcastle endorses the resolution
of Regional Council and wishes to participate in the
handicapped parking program; and
3. That the Town of Newcastle is in favour of the request
that Metropolitan Toronto enter into a reciprocal
agreement for handicapped parking; and
4. That the Town of Newcastle recommends that the REgional
Municipality of Durham establish a Committee to co-
ordinate the interests of local municipalities and
organizations concerned with the provision of handicapped
parking facilities, and that the service be brought
into effect by the fall of 1983; and
5. That the Director of Public Works assign appropriate
staff to represent the Town of Newcastle and liaise
with local organizations interested in the proposal.

THAT the recommendations in Report PD-38-83 be endorsed; and
1. That Report PD-38-83 be received; and
2. That Council adopt the following resolution:
"The Council of the Town of Newcastle hereby
requests the Minister of Municipal Affairs and
Housing to extend the draft plan approval for
Subdivision 18T-19720 for a further one year
period to March 30, 1984."
3. That the request in 2. above, be forwarded to
the Ministry of Municipal Affairs and Housing,
at such time as all outstanding accounts, taxes
or otherwise have been paid in full, failing
which.the Minister shall be advised that the
Town objects to a further extension of draft
plan approval, and that East Woodbridge
Developments Limited be so advised.

1. That this report be received; and
2. That Alcan Colony Contracting Co. Ltd., Toronto,
Ontario, with a bid in the amount of $190,288.66,
being the lowest responsible bidder meeting all
terms, conditions and specifications of Tender T83-1,
be awarded the contract for the Construction of
Storm Sewers, Courtice, Ontario; and
3. That the funds be expended from the loan provided
by the Ministry of Municipal Housing under the (O.H.A.P.)
Ontario Housing Action Program.

2. That Canada Permanent Trust Company be advised that
Council is willing to accept the corpus of the trust
fund on the Thomas Montague Estate; and further
3. That Council will invest those funds and use the
income of those investments for the benefit of the
Community Hall of Newcastle in accordance with
the will of the late Thomas Montague.

Newcastle THAT the recommendations in Report CD-17-83 be endorsed; and
1. That this report be received; and
2. That the concerns raised by Mrs. Catherine Sampson with
respect to the discharging of firearms be referred to the
Durham Regional Police Department and the Ministry of
Natural Resources with the request that tbey diligently
pursue and prosecute persons found contravening the law
with respect to the illegal discharge of firearms; and
3. That the owners or occupiers of agricultural lands who
have a concern about the illegal discharging of firearms
on their lands be invited to post their lands with suitably
worded signs; and
4. That Mrs. Catherine Sampson, R.R. #2, Orono, Ontario,
LOB IMO, be advised of the actions taken, and provided
with a copy of By-law No. 75-29 for her information.

Delegation re
A.L.R.T.
Mr. Garner stated that the purpose of the delegation was
to present a progress report on the extension of Go
Transit from Pickering to Oshawa.
Mr. Garner stated that the preliminary design for the
Easterly extension would be completed by September of
1983. More detailed design, including changes to 401
Highway, etc., would be ready by spring of 1984. By
1988 the line should be in operation as far east as
Fulton Street in Oshawa. Because of the density of
population through Oshawa, there would be an environmental
review. This phase of the extension should be completed
by 1989.
Mr. Lumley stated that
the easterly boundary.

2 options were being looked at for

one was Harmony Road.
The Consultants for the section to Henry Street in Whitby
are Totten, Sims, Hubicki & Associates, and Henry Street
through Oshawa, M. M. Dillon, Ltd.
The Technical Advisory Committee will be meeting periodically
and municipalities will be kept advised of progress of the
extension.
