Roll Call Present were: Councillor Maurice Prout, Chairman Councillor Keith Barr, Member Councillor Ann Cowman, Member Mayor G. B. Rickard, Member Councillor I.M.Hobbs, attending until 11:30 a.m. Deputy Clerk, G. Gray, Committee Secretary Also Present: A.C.W. Guiler, Town Manager T. A. Fanning, Director of Community Services J. Hayman, Area Fire Chief, J. Dunham, Director of Public Works until 11 a.m. J. Ferguson, Deputy Director of Public Works, until 11 a.m. Resolution #CS -1-79 Moved by Con. Cowman, seconded by Con. Barr Adoption THAT the minutes of the meeting of December 18, 1978, of be adopted as read. Minutes "CARRIED" Newtonville A deputation from the Newtonville Hall Board, with Hall Board Mr. Maurice O'Neill as the spokesman, approached the Delegation Committee relative to financial assistance for a project at their Hall of putting on aluminum siding .and windows, etc. Resolution #CS -2-79 Moved by Mayor Rickard, seconded by Con. Barr THAT the Committee acknowledge -the -delegation and their request and Council, through their representatives on the Board, work with them in support of this program and the Town Manager report back to this Committee on the state of this building. "CARRIED" Delegations Delegations from the Library Board, the Museum Board, Library Board and the Local Architectural Conservation Advisory Museum Board Committee were present to discuss the Bowmanville L.A.C.A.C. Museum and parking proposed for the Bowmanville Library. Community Services Committee - 2 - January 23, 1979 Library Board - Mrs. Pat Best, Ms. Diann Dineen, Mr. Dick Broadbent. Museum Board - Mr. Bob Hancock, Mr. Andy Thompson Mr. Irwin Hamilton, Mrs. Freda Watson Marion Vienot. L.A.C.A.C. - Mrs. Marie Hubbard, Mr. Bill Bagnell. Mrs. Pat Best, Chairman of the Library Board spoke of the use being made of the Bowmanville Library and the need for additional parking. Mr. Bob Hancock, for the Town of Newcastle Museum Board, stated that the Board had not been apprised of the situation and that the Clarke Museum Committee was opposed to parking on the Museum property. Mr. Andy Thompson, spoke on behalf of the Bowmanville Museum Committee and gave a history of the property and stated that the Bowmanville Committee was totally opposed to parking there as it would take away most of the remainder of the museum property. Mayor Rickard read a letter in support of parking at the Library. Mrs. Marie Hubbard stated that the L.A.C.A.C. was recommending to Council that the Museum property be designated an historic site. "CARRIED" Resolution #CS -3-79 Moved by Con. Cowman, seconded by Mayor Rickard Historical THAT the following recommendation of the Local and architectural Architectural Conservation Advisory Committee be designation endorsed: of Bowmanville Museum "That the Bowmanville Museum, (Waverly Place); the (Waverly out -buildings, namely the potting shed and carriage Place) shed, the surrounding property, the remainder of the Victorian garden be designated under the terms of the Ontario Heritage Act as an historical and architectural site". Cowman Library THAT the Committee acknowledge the concerns of the Parking delegations and library parking not be accommodated on the Museum property as outlined, but the need for parking at the library be addressed in other locations by Town Council and Staff. "CARRIED" Resolution #CS -5-79 Moved by Con. Cowman, seconded by Con. Barr THAT the letter from Mr. Irwin Hamilton regarding parking at the Library be received for information. "CARRIED" Councillor Hobbs spoke to the Committee explaining that the construction of the Library on Museum property had the permission of Mrs. Williams, who had donated the property to the Town. Resolution #CS -6-79 Moved by Con. Cowman, seconded by Con. Barr Recess THAT the meeting recess for 10 minutes. Resolution #CS -7-79 Moved by Con. Cowman, seconded by Mayor Rickard Base Line THAT the Town Manager send a status report regarding Community the Base Line Community Centre, to the interested Centre parties. "CARRIED" Community Services Committee - 4 - January 23, 1979 Resolution #CS -8-79 Moved by Mayor Rickard, seconded by Con. Cowman Appointments THAT the Deputy Clerk's report regarding Appointments to Boards and to Boards and Committees be received for information. Committees "CARRIED" Resolution TICS -9-79 Moved by Con. Cowman, seconded by Mayor Rickard Newcastle THAT it be recommended to the Chairman of the Newcastle Arena Arena Management Board that a public meeting, to nominate Management the 1979 Board be called and Councillors be notified of Board the date of the meeting, prior to Council endorsing the Appointments Board. "CARRIED" Resolution CICS -10-79 Moved by Mayor Rickard, seconded by Con. Barr Orono THAT the Orono Arena Board be composed-of--two--members Arena named by the Durham Central Agricultural Society, two Board members named by the Orono Athletic Society and one member elected at a Public Meeting to be called by the Board, and two members of Council, namely Mayor Rickard and Con. Barr. "CARRIED" Resolution #CS -11-79 Moved by Con. Cowman, seconded by Mayor Rickard Fire THAT items of concern to the Fire Chief be dealt with Items following the lunch break. "CARRIED" Resolution TICS -12-79 Moved by Mayor Rickard, seconded by Con. Barr Fit THAT the report of the Deputy Director of Community Test Services regarding "Fit Test" be received for information with favourable comment. "CARRIED" Community Services Committee - 5 - January 23, 1979 Resolution #CS -13-79 Moved by Con. Cowman, seconded by Con. Barr Heaters THAT the request of the Kinsmen Club of Bowmanville Bowmanville to have the 12 heaters which they had donated to the Arena Bowmanville Arena and which have now been removed, be granted and a Notice be posted in the Arena explaining the reasons for the removal. "CARRIED" Resolution #CS -14-79 Moved by Mayor Rickard, seconded by Con. Barr Adjournment THAT the meeting adjourn at 12:10 p.m. until 1:15 p.m. "CARRIED" The meeting reconvened at 1:15 with Councillors Prout Barr and Cowman present. Mayor Rickard attended at 1:45 p.m. Also present were Deputy Director of Community Services, J. Caruana and Arena Managers Roy Neads and Fred Payne, and Chief Hayman. Barr Visual THAT the report of the Director of Community Services Arts regarding the Visual Arts Centre be received for information Centre and the Director bring in a report of the activities in the building, registrations and status of the Cream of Barley Mill with regard to Heritage designation. "CARRIED" Recreation The Recreation Budget was discussed at length. Budget Resolution ,CICS -16-1 Moved by Con. Cowman, seconded by Mayor Rickard THAT the Recreation Budget be referred back to Staff. "CARRIED" s Community Services Committee - 6 - January 23, 1979 Resolution #CS -17-79 Moved by Con. Cowman, seconded by Con. Barr Fire THAT an annual rate of $8,760. for 1979 and 1980 Answering for the Fire Emergency Telephone Answering Service, Service be approved. "CARRIED" Resolution #CS -18 - Moved by Mayor Rickard, seconded by Con. Cowman Fire THAT it be recommended to Council that they advise Hydrants Chief E. R. Stacey, Oshawa Fire Department, that Steamer the Town would like hydrants with steamer connections Connections in certain locations in the Town of Newcastle. "CARRIED" Resolution #CS -19-79 Moved by Mayor Rickard, seconded by Con. Barr New THAT Councillor Cowman be permitted to introduce Business new business at this time. Barr Community THAT the letter from Mrs. Woodley with suggestions Calendar for a Master Community Calendar be referred to the Director of Community Services and the Town Manager for a report. "CARRIED" Resolution #CS -21-79 Moved by Mayor Rickard, seconded by Con. Cowman Fire Station THAT the Fire Chief's report dated January 16, 1979 #4, Courtice. and Totten Sims Hubicki Associates status report dated January 17, 1979, relative to the Fire Station #4, Courtice, be received for information. "CARRIED" Community Services Committee - 7 - Resolution ICS -22-79 January 23, 1979 Moved by Mayor Rickard, seconded by Con. Barr Furnishings THAT the Fire Chief's request for furnishings at Plaque for Fire Station X14, Courtice, at a cost of approximately Station #4 $3,500. to be taken from the Contingency Fund and the preliminary design of the commemorative plaque, be approved. "CARRIED" Resolution /PCS -23-79 Moved by Mayor Rickard, seconded by Con. Barr Volunteer THAT the Fire Chief's recommendation regarding Volunteer Firemen Firemen. for Halls 2 and 3 be endorsed and the two Halls 2 retirees, Mr. Len Lambert of Hall 2 and Mr. Arnold and 3 Wallace of Hall 3, be recognized for their years of service. "CARRIED" A discussion of the Fire Department Budget took place. Resolution #CS -24-79 Moved by Mayor Rickard, seconded by Con. Barr Fire Department THAT the Fire Department Budget be received for Budget information and the Chief make all efforts to reduce it further. "CARRIED" Councillor Barr left the meeting at 4:15 p.m. As there was no quorum, the meeting stood adjourned.
