W. Allin, Member Councillor Robert Dykstra, Member Councillor E. R. Woodyard, Member Mayor G. B. Rickard, Member, at 8:30 p.m. Deputy Clerk, G. Gray, Secretary Also Present: Albert Guiler, Town Manager T. A. Fanning, Director of Parks & Recreation J. Hayman, Area Fire Chief Councillor R. Bruce Taylor Councillor J. W. Holliday Resolution #CS -11-78 Moved by Con. Allin, seconded by Con. Gray Adoption THAT the minutes of the meeting held on January 9, 1978 be of Minutes adopted as read. "CARRIED" Memorial Mr. Brown and Mr. Ri.nes of Memorial Park Association Park addressed the Committee. Association Resolution CICS -12-78 Moved by Con. Allin, seconded by Con. Woodyard THAT the request of the Memorial Park Association as to the possibility of becoming a Charitable Organization be referred to the Town Manager to check with the Town Solicitor for his comments. "CARRIED" Clarke Mr. Earl Walkey and Mr. Don Vinkle were present representing Cemetery the Clarke Cemetery Board. Mr. Walkey thanked the Committee Board and the Recreation Department for the work done in the abandoned cemeteries last summer. He indicated that because of some confusion the Clarke Cemetery Board had not been active in 1977. He was asked to submit names for a Clarke Cemetery Board for 1978. 1 Community Services Committee - 2 - January 30, 1978 Parks and The Director of Parks and Recreation presented his report. Recreation Report Resolution #CS -13-78 Moved by Con. Allin, seconded by Con. Dykstra O.M.R.A. THAT the matter of membership in the Ontario Municipal Membership Recreation Association be tabled until the next meeting for further information regarding the number of members who may be nominated from the Municipality. "CARRIED" Resolution #CS -14-78 Moved by Con. Allin, seconded by Con. Woodyard C.P/R.A. THAT the matter of membership in the Canadian Parks and Membership Recreation Association be tabled pendLng further information from the Director of Parks and Recreation. "CARRIED" Resolution #CS -15-78 Moved by Con. Allin, seconded by Con. Woodyard Job Description THAT the Recreation Director's Job Description for a Parks Foreman Parks Foreman be received for information. "CARRIED" Resolution #CS -16-78 Moved by Con. Dykstra, seconded by Con. Allin Playground THAT the Committee concur with the Proposed Playground Leaders Leader Training Course. Training Course "CARRIED" Resolution #CS -17-78 Moved by Con. Dykstra, seconded by Con. Woodyard Orono THAT the Recreation Director's report on Bookings at the Hall Orono Hall for February be received for information. Bookings "CARRIED" Community Services Committee - 3 - January 30, 1978 Bowmanville Mr. J. Caruana, Deputy Director of Recreation reported Figure on the problems with the Bowmanville Figure Skating Skating Club Club and that the Club is now working well. Resolution #CS -18-78 Moved by Con. Dykstra, seconded by Mayor Rickard Newsletter THAT the Newsletter from the Bowmanville Figure Skating Figure Club be received for information. Skating Club "CARRIED" Resolution PPCS-19-78 Moved by Con. Dykstra, seconded by Con. Allin Senior THAT the reports of the meetings on January 9, 1978 and Citizens January 23, 1978 of. the Senior Citizens Steering Committee Steering be received for. information. Committee "CARRIED" Tender THAT it be recommended to Council that they proceed to call Call Tenders for the Fire Pumper as per the speciifications Fire presented by the Fire Chief. 'umper "CARRIED" Resolution /PCS -20-78 Moved by Con. Dykstra, seconded by Con. Allin Arena THAT the Report on Arena Closing on Good Friday be Closing received for information. Good Friday "CARRIED" Visual Arts The Director of Recreation reported on the wind damage Centre at the Visual. Arts Centre. Resolutions The Town Manager reported that the meeting regarding CS -276-77 Soper Creek Park had been cancelled due to a snowstorm CS -281-77 and his report on the Evaluation of the Bowmanville Cemetery would be made at Budget Time. Fire Pumper Fire Chief Hayman presented specifications for a Fire Courtice. Department Pumper for the Courtice Area. Area Resolution OPCS -21-78 Moved by Mayor Rickard, seconded by Con. Woodyard Tender THAT it be recommended to Council that they proceed to call Call Tenders for the Fire Pumper as per the speciifications Fire presented by the Fire Chief. 'umper "CARRIED" Community Services Committee - 4 - January 30, 1978 Fire The Fire Chief presented suggestions for a building for Hall a Fire Hall for the Courtice Area. Courtice Area Resolution #CS -22-78 Moved by Con. Dykstra, seconded by Mayor Rickard THAT the Fire Chief bring back to the next meeting of the Committee a complete report on Fire Halls of Steel Construction including square footage, costs per square foot and also comparative cost of cement block building and if construction supervision on a steel building can be done in-house and copies be supplied to all members of the Committee. "CARRIED" Resolution #CS -23-78 Moved by Mayor Rickard, seconded by Con. Woodyard Public THAT it be recommended to Council that the necessary Meeting arrangements be made to hold a Public Meeting in the re Newcastle former Village of Newcastle for the purpose of electing Community two members to the Newcastle Community Hall Board and Hall Board that the meeting be held on Thursday, February 16, 1978, at 7:.30 p.m. "CARRIED" Resolution #CS -24-78 Moved by Mayor Rickard, seconded by Con. Allin Information THAT a representative of the Social Planning Council be Centre invited to the next meeting of the Committee to discuss an Information Centre. "CARRIED" Resolution #CS -25-78 Moved by Con. Allin, seconded by Con. Dykstra Adjournment THAT the meeting adjourn at 10:30 p.m. "CARRIED"
