HomeMy WebLinkAbout1978-02-13TOWN OF NEWCASTLE Community Services Committee February 13, 1978 Minutes of a meeting of the Community Services Committee held in Court Room #2, Police and Fire Building, Monday, February 13, 1978 at 1:15 p.m. Roll Call Present were; Councillor Alfred Gray, Chairman Councillor Robert Dykstra, Member Councillor. E. R. Woodyard, Member Councillor D. W. Allin, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Also Attending: Councillor R. Bruce Taylor Resolution TICS -26-78 Moved by Con. Woodyard, seconded by Con. Allin Adoption THAT the minutes of the meeting of January 30, 1978 of Minutes be adopted as read. "CARRIED" Community Mrs. Elaine Barber, of the Social Planning Council was Information present to discuss a Community Information Centre. She Centre explained the function of a Community Information Centre and that such a centre is run by a Board of Directors and can be funded 1/3 by the Ministry of Culture and Recreation. 1/3 by local government and 1/3 by donations from Service Clubs, etc. The Social Planning Council is interested in establishing such a Centre if they feel there is a real need for it in the Town of Newcastle. Mr. John James, Jr., was also at the meeting and stated that the James Publishing Co. is interested in publishing an Information Booklet and would distribute it to every household in Newcastle. This booklet would contain all the information contained in the Community Resources Hand Book now put out by the Social Planning Council. The James Publishing Co. is prepared to man an Information phone line for a trial period to monitor the need for such a service. Resolution #CS -27-78 Moved by Con. Allin, seconded by Con. Woodyard TUAT the Committee support a trial period by the James Publishing Co. and the Social.Planning Council for monitoring information calls and the situation be reviewed at a later date. "CARRIED" Community Services Committee - 2 - February 13, 1978 Mr. Earl Walkey As Mr. Earl Walkey was not present, the matter of the Clarke Cemetery Board was referred to other business. Resolution ;ICS -28-78 Moved by Con. Dykstra, seconded by Con. Allin Res, TICS -12-78 THAT Resolution TICS -12-78 be tabled to the next meeting. "CARRIED" Resolution #CS -29-78 Moved by Con. Woodyard, seconded by Con. Dykstra 1978 Memberships THAT it be recommended to Council that the Membership for O.M.R.A and the Municipality to the Ontario Municipal Recreation CP/RA Association, at a cost of $70.00 and to the Canadian Parks and Recreation Association of $100.00 for 1978, be paid. "CARRIED" Resolution TICS -30-78 Moved by Con. Dykstra, seconded by Con. Allin Community THAT the Committee deal with the Report of the Director Services of Community Services. Director's Report "CARRIED" Resolution CICS -31-78 moved by Mayor Rickard, seconded by Con. Woodyard Snow Load THAT the Director's report of snow load at the Bowmanvilie Bowmanville Arena and Totten Sims Hubicki's report of same be received Arena for information. "CARRIED" Resolution /ICS -32-78 Moved by :a7or Rickard, seconded by Con. Woodyard Agreement THAT the Director's report of a meeting betweEn the Jaycees, Jaycees the Kinsmen Club C.L.O.C.A. and the Director of Community Kinsmen Services .regarding a Par$cipark at the Soper Creek Park Town and the proposed agreement between these organizations re Participark be referred by the Director to the Town Manager for legal Soper Creek Park interpretation, taking note of the comments made at this meeting,. "CARRIED" Community Services Committee - 3 - February 13, 1978 Cream of The Director reported on the wind damage at the Cream of Barley Mill Barley Mill and stated that he was awaiting estimates of the cost of repairs. Resolution #CS -33-78 Moved by Con. Dykstra, seconded by Con. Allin Improvements THAT it be recommended to Council that they approve of the to Ball Park project of the Lions Club in the Village of Newcastle for Village of fencing and improvements to the Ball Park in the Village Newcastle at a cost of approximately $4,000. and the Treasurer apply for the necessary grants. "CARRIED" Resolution TICS -34-78 Moved by Con. Woodyard, seconded by Con. Dykstra Sr. Citizens THAT the Interim Report of the Senior Citizens Steering Steering Committee be received for information and forwarded to Committee the next Agenda. "CARRIED" "CARRIED" Resolution #CS -35-78 Moved by Mayor Rickard, seconded by Con. Dykstra Clarke THAT the proposed list of appointees to the Clarke Cemetery Cemetery Board be referred to the meeting to appoint Committees. Committee "CARRIED" Resolution #CS -36-78 Moved by Mayor Rickard, seconded by Con. Woodyard Bond Head THAT the matter of the appointments to the Bond Head Cemetery Cemetery Board be put on the next Agenda and the members Board of the present Board be invited to the next meeting. "CARRIED" Resolution #CS -37-78 Moved by Con. Dykstra, seconded by Con. Woodyard in Camera THAT the meeting go in camera. "CARRIED" Community Services Committee - 4 - February 13, 1978 Resolution /ICS -38-78 Moved by Con. Dykstra, seconded by Con. Woodyard Courtice THAT the matter of the Courtice Fire Hall construction Fire Hall be referred to the Fire Chief and the Town Manager to obtain the necessary information and bring it back to the Planning and Development meeting on February 20, 1978. Ylm Resolution CICS -40-78 Moved by Con. Dykstra, seconded by Con. Woodyard THAT the Committee concur with the action taken while in camera. "CARRIED" Resolution #CS -41-78 Moved by Con. Dykstra, seconded by Con. Allin THAT the letter from the Regional Works Department to the Fire Chief regarding the use of water from hydrants for fire purposes be referred to Mayor Rickard to check with the Region. "CARRIED" Resolution MICS -42-78 Moved by Con. Dykstra, seconded by Con. Allin THAT the meeting adjourn at 4:50 p.m. "CARRIED"
