THAT the minutes of the meeting of March 21, 1983,
be approved as read.

Mr. R. Cotterill (as one of the owners of the subject
property) spoke to Report PD-56-83, Application Dev. 82-39,
Part Lot 21, Concession 2, Darlington. Mr. Bruce Colwill,
the tenant, also spoke. Both supported the recommendations
in the report.
Mr. Graham Bagg was present in support of the
recommendations in Report PD-53-81, request for a
Quit Claim Deed, for a one foot reserve imposed by
Land Division Committee, Parts 2 & 3, Plan 10R-1411,
Part 1, Plan 10R-1566, and parts 1 and 3 Plan 10R-1592.
Mr. H. Bout was listed as the next delegation. As he
had not previously seen a copy of Report PD-59-83, he
asked for time to read the report.
Mr. Bob Stevens, representing the Real Estate firm
handling the sale of lots in Rills of Liberty North, spoke
to the Committee relative to Report PD-59-83. He stated
that 13 lots in the development had been sold and he asked
the Town to appeal a decision of the Land Division
Committee, allowing a severance on Lot 33. He felt
that this was unfair to the Developer and would set a
dangerous precedent. He stated that the water supply
had been designed for 46 lots.

in the area south of King Street; and
(b) That Thursday and Friday, May 5th and 6th, 1983,
be designated as the days for the special
collection in the area north of King Street; and
(c) That a notice be placed in the local newspaper
to advise citizens of the Special Spring Garbage
Collection for the Town of Bowmanville.

same, late in the 1983 budget year; and
2. That funds for the Town of Newcastle's share of said
surfacing (approximately $14,000) be allocated from
any savings realized in the 1983 road program; and
3. That failing the ability to pay the Town's share from
1983 savings, funds be allocated in the 1984 budget for
the surfacing project; and
4. That the Township of Hope be advised of Council's
decision.

The Director of Public Works reported that there would
be a meeting next week, in the evening, with the
Newcastle B.I.A. and interested Council members to
discuss the design concept for the reconstruction of
Highway #2, through the Village of Newcastle
Mr. Bout spoke to the severance of a lot in the Rills
of Liberty North, which was granted by the Land
Division Committee. He stated that he bought the
lot from the Town. After discussions with C.L.O.C.A.,
he was able to build a single family house on the property
and applied to the Land Division Committee for a
severance which would create a separate lot. He also
needed a home for the congregation, of which he is the
pastor and might consider a church on the severed lot.
Mr. Irwin Hamilton, acting as solicitor for private
property owners in the development, asked the Town to lodge
an appeal against the decision of the Land Division
Committee. He stated that the owners had paid more for
smaller lots in the subdivision. They were restricted by
the Subdivision Agreement and felt that the Agreement would
not allow the creation of an additional lot. The Developer
had put in a pumping station at considerable cost, to serve
46 lots. He stated that if the Town did not appeal the
decision they would be negating planning principles.

Area in Part of Lot 12, Concession 1, former
Township of Cartwright, Township of Scugog, subject
to the following considerations being addressed:
a} for safety reasons, and to mitigate any
possible negative effects of heavy vehicular
traffic on the draft approved plan of subdivision
(18T-75362) immediately to the south of this site,
it is suggested that access from the Scugog/Newcastle
boundary road be located at the east limits of the
site, and that truck traffic be required to travel
east from that point directly to Regional Road 57; and
b) that the Boundary Road Agreement between the Town
of Newcastle and the Township of Scugog be amended, as
necessary, to ensure implementation of a} above, and
to ensure that all necessary road improvements and related
maintenance shall remain/become the responsibility of the
Township of Scugog; and
c} that the sequence of excavation be altered to
permit immediate excavation of Phases I, VI and VII,
in order to minimize the long term effects of operation

THAT the correspondence of March 30, 1983, from the
Hampton Hall Board, is hereby received and the Town
recognizes that the Hampton Hall Board will make their
best effort to contribute $5,000 by December 31, 1985,
towards the actual cost of the washrooms' project at
the Hampton Hall Municipal Building, and thanks the Board
for its contribution towards the project.
It is further acknowledged that members of Council, staff,
representatives of Totten, Sims. Hubicki, and the Hall
Board have and will be meetingto discuss. the project design
and that when construction drawings have been completed,
the Town will undertake the calling of tenders and will
finance the project to a maximum of $30,000, any
unexpended funds to remain with the Town of Newcastle, and
further the Town will make application for all appropriate
grants and loans.
