Roll Call Present were: Councillor A. Gray, Chairman Councillor R. Dykstra, Member Councillor D. W. Allin, Member. Councillor J. W. Holliday, Member. Mayor G. B. Rickard, Member Councillor R. Bruce Taylor, attending at 2:15 p.m. Deputy Clerk, C. Gray, Committee Secretary. Also Present: A.C.W. Guiler, Town Manager J. Caruana, Deputy Director of Community Services. Resolution TICS -217-78 Moved by Con. Allin, seconded by Mayor Rickard Adoption THAT the Minutes of the Meeting of August 28, 1978, of Minutes be approved as read. "CARRIED" Resolution #CS -218-78 Moved by Con. Allin, seconded by Mayor Rickard By -Law 78-63 THAT the recommendations contained in the report of the Orono Arena Town Manager, dated August 29, 1978 regarding changes Community to Sections 8 and 12 of By -Law 78-63, a by-law to establish Centre the Orono Arena as a Community Centre in accordance with Board. the Community Recreation Centres Act, 1974, and to provide for the establishment of a Community Centre Board, be endorsed and the amended by-law be forwarded to Council for processing. "CARRIED" Swimming Mr. J. Bird, Mr. A. Thompson, Mr. R. Burke from the Northumberland Pool and Newcastle Board of Education and Mr.. D. Barber representing Agreement the Splash Committee were present to discuss the proposed Bowmanville agreement for the Swimming Pool at the Bowmanville High School. High School As the representatives of the School Board had not seen a copy of the amended Agreement, they left to contact their solicitor by telephone. Community Services Committee - 2 - Resolution TICS -219-78 September 11, 1978 Moved by Mayor Rickard, seconded by Con. Allin Tennis THAT the Treasurer's Report, dated September 5, Courts 1978, regarding source of finds for Tennis Courts Courtice at Courtice High School and the need for a by-law High declaring the tennis courts a community recreation School centre and the entering into of an agreement with the School Board be held in abeyance until the Director of Community Services can make an updated report re costs and location to the next meeting. "CARRIED AS AMENDED" Resolution TICS -220-78 Moved by Con. Allin, seconded by Con. Dykstra THAT the Director of Community Services check with the Treasurer to confirm the funding of the Town of Newcastle's share of the project and where the money is coming from. "CARRIED" Swimming The Representatives of the School. Board returned at Pool this point and stated that they had been unable to Agreement reach their Solicitor regarding the Swimming Pool Agreement and the Agreement was put on the Agenda for the next meeting on September 25, 1978, at 7 p.m. Resolution IICS-221-78 Moved by Con. Dykstra, seconded by Con. Allin THAT the Planning Staff be asked to give an updated report on the Zoning for the proposed swimming pool at the Bowmanville high School, to the next meeting of the Committee. "CARRIED" Community Services Committee - 3 - Resolution TICS -222-78 September 11, 1978 Moved by Mayor Rickard, seconded by Con. Dykstra Bowmanville THAT the Bowmanville Skating Club be granted permission Skating to hold their Annual Skating Carnival on Saturday, Carnival April 28, 1979 from 2:00 p.m. to 4:00 p.m. and Sunday, 1979 April 29, 1979, from 2:00 p.m. to 4:00 P.M. as recommended in the report of the Deputy Director of Community Services. "CARRIED" Resolution TICS -223-78 Moved by Con. Dykstra, seconded by Con. Allin Ladies THAT it be recommended to Council that the Fee for the Swim & Gym Ladies Swim and Gym Program, a 20 week course for adult Program ladies conducted by the Community Services Department at Pine Ridge Training School, be $10.00 per applicant. "CARRIED" Resolution TICS -224-78 Moved by Con. Dykstra, seconded by Con. Allin Penalties THAT the matter of a proposed penalty for late re Late registration for Community Services Programs be Registration referred back to Staff for a further report taking and Refunds into consideration the suggestions that there be a 5% penalty and that there be some system of penalty for refunds. "CARRIED" Resolution TICS -225-78 Moved by Con. Allin, seconded by Mayor Rickard Skateboarding THAT the Community Services Report regarding the Darlington Skateboarding Program at the Darlington Sports Sports Centre Centre be received for information. "CARRIED" Community Services Committee - 4 - September 11, 1978 Resolution TICS -226-78 Moved by Con. Dykstra, seconded by Con. Allin By -Law THAT in response to the letter from the Chief Prohibiting of Police of the Region of Durham, the matter Liquor in of a by-law prohibiting the possession of Stadiums liquor in stadiums and arenas be referred to and Arenas the Town Manager and the By -Law Enforcement Office to prepare the necessary by-law and present it to Council. "CARRIED" Resolution #CS -227-78 Moved by Mayor Rickard, seconded by Con. All -in Fire THAT the week of October 8 to 14, 1978, be Prevention proclaimed Fire Prevention Week in the Town Week of Newcastle. "CARRIED" Resolution TICS -228-78 Moved by Con. Dykstra, seconded by Mayor Rickard Newtonville THAT it be recommended to Council_ that they support Senior the Senior Citizens in Newtonville up to $15. per Citizens month for the balance of 1978 to defray the cost of accommodation subject to this amount being accommodated in the 1978 Community Services Budget. "CARRIED" Swimming The Chairman reminded the Staff regarding the Pools winterizing of the swimming pools and asked for a full report to the Committee within one month. Orono Town The Secretary was asked to put the matter of a Board Hall Board for the Orono Town Hall on the next Agenda. ' Community Services Committee - 5 - Clearing of Town owned land behind Arena Adjournment September 11, 1978 The Deputy Director of Community Services brought to the Committee's attention a verbal. request from Mr. Piper to remove trees from town owned land. Resolution #CS -229-78 Moved by Con. Dykstra, seconded by Con. Allin THAT it be recommended to Council that Mr. Piper be authorized to clear Town owned land in the ravine behind the Bowmanville Arena near the Goodyear Dam, subject to the approval of the Conservation Authority and no liability to the Municipality. "CARRIED" Resolution TICS -230-78 Moved by Mayor Rickard, seconded by Con. Holliday THAT the meeting adjourn at 3:15 p.m. "CARRIED"
