Delegations THAT the delegations be heard.

Mark Obrist Mr. Mark Obrist spoke to Committee on behalf of his
father, Mr. Fred Obrist. He requested assistance from
the Town in the way of improvements to an unopened Road
Allowance in lot 23, between Concession 6 and 7 in former
Clarke Township. He said that the road allowance needed
a culvert and some brushing. Mr. Obrist stated that he
needed this road allowance as access to an orchard. He
is presently using a right-of-way over Mr. A. Hiemstra's
property.

Delegations He also presented a letter from Mr. Andy Hiemstra
supporting this request and offering such help with
the project as clearing brush and making available
a corner of his property, should this be a satisfactory
alternative.
J. Bolahood Mr. J. Bolahood addressed the Committee in support of
the recommendation in Staff Report PD -63-83, application
for rezoning, part lot 9, Concession 2, Bowmanville.
Newtonville
Water Supply Mr. Brian Devitt of the Durham Health Unit, introduced
Mr. Doug Trembley of the Bowmanville Durham Health Unit
and Mr. Brian Howieson of the Ministry of the Environment.
Mr. Devitt told Committee that a lot by lot survey of 95%
of the homes in Newtonville had been done to investigate
the water supply. Bacterialogical reports had shown that
60% of the water supplies were unsafe. This could be
corrected by the use of chlorine or boiling. The water
had then been tested for chemicals. The results were
received in January and the compilation was presented to
the Board of Health on April 13 1983. The report concluded
that there were many problems with the water supply in
Newtonville and would require a more detailed study by
a consultant to find answers to the problems.
Mr. Brian Howieson of the Ministry of the Environment
presented copies of a Report on Groundwater and Sanitary
Assessment Survey. He highlighted the results of the
survey.

Orono, rates of twenty-five cents (25�) per hour
be established; and
4. If Council elects to provide metered parking in
• Orono, funds for the initial capital outlay be
taken from the Town's Parking Reserve or other
designated sources; and
5. A copy of Council's decision and this report be
forwarded to the Orono D.B.I.A.

1. That the Town engage an appraiser to determine the
fair market value of lands on the west side of Golf
Course Road in Lot 21 of Concession 2, former Township
of Clarke; and
2. That a copy of said appraisal be provided to William
and Lois Adams and their solicitor with the advice
that the Town will rely upon such an appraisal if an
agreement cannot be reached and expropriation becomes
necessary; and
3. That if an agreement of purchase and sale is reached
as a result of the appraisal, the Town shall pay all
reasonable legal fees of the vendors in accordance
•
with the Durham Law Association recommended tariff; and
4. That Mr. J. D. MacGregor be so advised.

(a) That the Region of Durham be advised that the
• Town of Newcastle is willing to pay its share of
the cost of eliminating storm sewer house
connections to the sanitary sewers in the Beau
Valley Estates Subdivision in Bowmanville; and

Will only participate in costs at those houses
where there is, in fact, a connection of the
storm to the sanitary sewer found, rather than on a
blanket 50/50 basis; and
(c) That the Region be further advised that the Town
will pay fifty percent (50%) of the investigative
work leading to the program of eliminating the
cross -connecting; and
(d) That funds to cover the Town's share of the cost
of correcting the cross -connections (about
$10,000) and for the eleven connections involved, be
derived from the lot levy reserve account.

Local Improvement Act or private enterprise. Roads
so constructed must meet the design criteria and
construction standards required by the Town of
Newcastle, and all applications for implementation
of this policy must be approved by the Director of
Public Works for the Town of Newcastle, and be in
accordance with the provisions of the appropriate
Zoning By-law and Official Plan."

"WHEREAS the Council of the Town of Newcastle
has approved By-law 82-181 to amend Restricted
Area Zoning By-law 2111, as amended, as a result
of their consideration of an application for
such an amendment submitted by the property owner;
"WHEREAS the effect of By-law 82-181 will be to
change the zone designation of the lands subject
to By-law 82-181 from "D -Development" to "Special
Provision By-law 82-181"to permit the development
of two (2) single family residential lots created
by Land Division consent;
AND WHEREAS By-law 82-181 has been approved in
• conformity with the applicable policies of the
Durham Regional Official Plan;
AND WHEREAS the request for the development of

of By-law 82-181 at the earliest possible opportunity; and
FURTHER hereby authorizes Town Staff and/or the
Town Solicitor to represent the Municipality at
any such hearing that may be convened."

Any person retiring with 11 to 20 years of service will
receive a "retirement certificate" from the Town and a
letter from the Mayor and Council, thanking them for their
service. In addition, they will receive a gift valued at
not more than $50.00.
A presentation should be made at a Council meeting by
the Mayor.
Any person retiring with more than 20 years of service
will receive a "retirement certificate" from the Town and
a letter from the Mayor and Council, thanking them for
their service. In addition, they will receive a gift
valued at not more than $100.00.
A presentation should be made at a Council meeting by
the Mayor.
For persons in this last category that have held senior
positions in the Town or former municipalities, above
the rank of Works Foreman, then the Town should convene
•
a reception to a maximum cost of $250.00. Length of
service should be interpreted to include employment
with the former municipalities of Clarke, Darlington,
Bowmanville and Newcastle.
The certificate, letter, gift and possible reception should
be undertaken by the Town regardless of what gifts, luncheons,
etc., might be organized by individual departments or
volunteers.
Arrangements should be made through the Administrator's
Office. All monies would be drawn through Unclassified
Administration Account Number 7007-0235-X-5.
