Minutes Resolution #GPA-386-83 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the minutes of the meeting held on April 18, 1983, be approved as corrected: Resolution #GPA-335-83, Director of Planning be substituted for Director of Public Works. "CARRIED" Resolution #GPA-387-83 Delegations Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the delegations be heard. "CARRIED" Ganaraska Conservation Authority re Watershed Plan Mr. Doug Palmer, Secretary-Treasurer of the Ganaraska Conservation Authority, introduced the Authority's Watershed Plan. He stated that it must be submitted to the Ministry of Natural Resources by June 15, 1983. Mr. Jim Tedford, of the Authority staff, reviewed the plan. He said it represented the Authority's role over a 20 year period. It is an update of a plan prepared in the mid-forties. The Authority is looking for input from Council and will bring the plan back to Council. Chairman Hamre thanked the Authority for the presentation. . G.P.A. Minutes - 2 - May 2, 1983 Resolution #GPA-388-83 . Moved by Councillor Taylor, seconded by Mayor Rickard THAT there be a 10 minute recess. "LOST" Resolution #GPA-389-83 Public Works Week Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the recommendations in Report WD-48-83 be endorsed; and 1. Whereas the health, safety and comfort of the community is greatly dependent on the facilities and services provided by the Public Works Department; and Whereas the support from the community is vital in the continuing efficient operation of the Public Works' Services such as street maintenance, refuse collection, water and sewer systems, road construction and snow removal; and . Whereas the quality and effectiveness of these facilities and services are dependent on the continued efforts and skills of Public Works Department Staff; Now Therefore, the Council of the Corporation of the Town of Newcastle does hereby proclaim May 22nd to May 28th 1983, "Public Works Week" in the Town of Newcastle to recognize the efforts of the Public Works Department in providing for health, safety and comfort in the community; and 2. This proclamation be published in the local press; and 3. The press be invited to utilize the press release attached to this report in their publication. Revi sed Pl an of Subdivision, Lot 8, Conc. 7, Darlington, Abbott/Marchant - 3 - May 2, 1983 Resolution #GPA-391-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendations in Report PD-68-83 be endorsed; and 1. That Report PD-68-83 be received; and 2. That the Ministry of Municipal Affairs and Housing be advised that the Town of Newcastle has no objections to the elimination of the road allowance between Lots 1 and 2, known as Heritage Drive, from the draft approval as issued on April 20th 1982. That application for rezoning DEV 83-2 in respect of Part of Lot 5, Concession 7, former Township of Clarke, be approved, and that the attached By-law to amend Restricted Area Zonin9 By-law 1592 as amended, be forwarded to Council for approval upon payment of the Town's lot development charges. That the proposed amendment to the Haydon Hamlet Development Plan be forwarded to Council for approval at such time as the Council of the Regional Municipality of Durham has considered the amendment to the Haydon Hamlet Development Plan; and 3. That a copy of this report, and the attachments thereto, be forwarded to the Region of Durham for their 'information and consideration; and 4. That Mr. and Mrs. Skerratt be required to immediately erect an information sign on the subject property with the wording to be approved by Planning Department Staff. "CARRIED" G.P.A. Minutes . Newcastle Arena Management Board . - 5 - May 2, 1983 Resolution #GPA-400-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT Report FD-6-83, Monthly Fire Report for March 1983, be received for information. "CARRIED" Resolution #GPA-401-83 Moved by Mayor Rickard seconded by Councillor Hubbard THAT the recommendations in Report TR-83-27 be endorsed; and 1. That this report be received; and 2. That Committee recommend to Council the approval of the attached by-law which establishes a new street light area on the Townline Road; and 3. That Committee approves of the general rating of the portion of the street light costs for that area which abuts farmland and which illuminates the Taunton Road intersection. Solina Park Capital Grants for Hampton and Haydon Hall Boards . . - 6 - May 2, 1983 Resolution #GPA-40S-83 Moved by Councillor Taylor, seconded by Mayor Rickard THAT the initial work schedule for the Solina Park Project be approved. "CARRIED AS AMENDED" Resolution #GPA-406-83 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT the previous resolution be amended, in preparation for Council on May 9, the Treasurer append a report to this item. "CARRI ED" Resolution #GPA-407-83 Moved by Councillor Taylor, seconded by Mayor Rickard WHEREAS the Council of the Corporation of the Townof Newcastle has approved certain capital improvements to the Haydon Hall Board and Hampton Hall Board properties in the 1983 Capital Budget; AND WHEREAS these capital expenditures would normally be eligible for provincial government grants under the Wintario and/or Community Recreation Centres Act; AND WHEREAS the Haydon Hall Board and the Hampton Hall Board wish to proceed with the approved capital works immediately in order to have the works completed on or before July 1st 1983, to accommodate their various upcoming functions; AND WHEREAS the Minister of Tourism and Recreation has not yet announced the program criteria for the 1983-84 fiscal year for Wintario and/or Community Recreation Centres Act grants; NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Town of Newcastle advise the Minister of Tourism and Recreation that the Corporation wishes the Hampton Hall Board capital project (estimated cost $30,000.00) and the Haydon Hall Board capital project (estimated cost $7,SOO.00) to be considered to be eligible for applications under Wintario and/or the Community Recreation Centres Act programs when the 1983-84 program criteria are announced; BE IT FURTHER RESOLVED THAT capital works under these two projects may proceed prior to the submission of the applications if the program criteria for the 1983-84 fiscal year for Wintario and/or Community Recreation Centres Act Programs have not been announced prior to the awarding of contracts. "CARRIED" Resolution #GPA-409-83 Moved by Councillor Hobbs, seconded by Councillor Cowman THAT the recommendations in Report CD-28-83, CD-29-83, and CD-30-83, be endorsed; and 1. THAT these report; be received; and 2. That the Applications be approved, and that the applicants, Mr. & Mrs. Larry Cooper, Mr. & Mrs. Keith Ibbitson, and Mr. & Mrs. Bernard Melanson, obtain all of the necessary permits and zoning clearances from the Planning Department; and 3. That the Mayor and Clerk be authorized to execute the standard agreement with the applicants, authorizing the use of a mobil e home as a temporary residence on site, for a period not exceeding six months. That this report be received; and 2. That the Town's consulting engineers, Totten, Sims, Hubicki, be requested to undertake the design, tendering and construction supervision of the new fire hall in Orono; and G.P.A. "CARRIED" As Councillor Hubbard, the mover of the original motion had left the meeting, Resolution #GPA-411-83, and amendments, were nullified.
