W. Allin, Member Councillor J. W. Ilolliday, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Resolution #CS -114-77 Moved by Con. Allin, seconded by Con. Holliday Adoption THAT the minutes of meetings of March 21 and March 23, 1977 of Minutes be adopted as read. "CARRIED" Resolution #CS -115•-77 Moved by Mayor Rickard, seconded by Con. Allin Newcastle THAT a Committee of. 10 people representing various Recreation Cultural and Recreational Interests of the Municipality Advisory be appointed as a Newcastle Recreation Advisory Committee. Committee "CARRIED" Resolution #CS -116-77 Moved by Con. Allin, seconded by Con. Holliday THAT the following be appointed to the Board, if they will accept the appointment: Sterling Mather Ed Dwyer Jennifer Gray Harvey Webster Bill Brunt Joan Higginson Ann Cowman Grant Herron Graham Dallas Carol Reynolds. "CARRIED11 Community Services Committee - 2 - April 4, 1977 ( Library Mrs. Pat Best, Chairman of the Town of D,e,acastle Board Library Board and Miss D. Dineen, Chief Librarian Budget were present to discuss the Budget for 1977. Resolution #CS -117-77 Moved by Con. Holliday, seconded by Mayor Rickard THAT Committee approve in principle, the 1977 total estimate and recommend to Council that they approve the $3.10 per Capita Grant from the Municipality, as outlined in this budget, this provides an increase of 8%. "CARRIED" Air Conditioning The problem of air conditioning for the Bowmanville Library Bowmanville was felt to be a concern for the Personnel and Property Library Committee. Cemetery Mr. N. VanSeggelin, Bowmanville Cemetery Manager, presented Bowmanville a letter from Mrs. Vanhaverbeke requesting permission for a monument with an enlarged base. Resolution ICS -118-77 Moved by Con. Holliday, seconded by Con. Allin THAT the Secretary answer the letter and explain that this does not comply with the existing by-law and we regret that it cannot be allowed. "CARRIED" Resolution #CS -119-77 Moved by Mayor Rickard, seconded by Con. Holliday Increase THAT the Schedule "A" to By -Lao; 76-43, regarding Bowmanville in Cost Cemetery,, be amended to increase the cost of plots to reflect of Plots. the maximum percentage allowable on the date of the passing of the amendment. "CARRIED" Resolution #CS -120-77 Moved by Mayor Rickard, seconded by Con. Holliday Recess THAT there be a 5 minute recess. "CARRIED" Community Services Committee - 3 - I April 4, 1977 The Director of Parks and Recreation, Mr. Fanning, presented the Recreation Report. Resolution #CS -12 Moved by Con. Allin, seconded by Con. Gray Tent TIIAT it be recommended to Council that permission be granted Circus for a Tent Circus in the Village of Newcastle pn May 11, 1977. Newcastle Village "CARRIED" Resolution #CS• -122-77 Moved by Con. Allin, seconded by Con. Holliday Darlington THAT the Director of Parks and Recreation bring in to the Sports Centre next meeting a firm price on the changes necessary to comply Kinsmen with fire regulations in order to allow a Licence from the Bar -B -Q Liquor Control Board for a Bar -B -Q and Dance at the Darlington and Dance Sports Centre in May and the Kinsmen Club be asked to have a representative at that meeting. "CARRIED" Resolution #CS --123•-77 Moved by Con. Holliday, seconded by Con. Allir. Well Pump THAT it be recommended to Council that the bill for $487.00 Darlington from Faulkner Well Drilling for repairs to the pump in the Sports well at the Darlington Sports Centre, which was hit by Centre lightning, be paid. "CARRIED" Resolution #CS -124-77 Moved by Con. Allin, seconded by Con. Holliday Heaters over THAT it be recommended to Council that the heaters over the seats - seats in the Bowmanville Arena be disconnected and removed Bowmanville due to their ineffectiveness and the cost of operation. Arena "CARRIED" Resolution #CS -125-77 Moved by Con. Holliday, seconded by Con. Allin Orono Figure THAT Mr. Fanning contact the Orono Figure Skating Club for Skating Club a complete financial report of their operations. Budget "CARRIED" CARRIED" Community Services Committee - 4 - I April 4, 1977 The Chairman read a report from the Director of Public Works regarding repairs to the Bowmanville Zamboni. Resolution #CS -126-77 Moved by Con. Allin, seconded by Con. Holliday Bowmanville THAT this report be tabled until the Chairman receives Zamboni further information. "CARRIED" Resolution ICS -127-77 Moved be Con. Holliday, seconded by Con. Allin Community THAT it be recommended to Council that they apply for a Recreation Community Recreation Centre Grant on the proposed project Centre Grant of the Ncwtonvilld Ha7..1 Board to put siding on the Hall Newtonville Hall at an approximate cost of $4,500.00. "CARRIED" Resolution #CS -1213-77 Moved by Mayor Rickard, seconded by Con. Allin Museum THAT the letters from Mr. A. Thompson concerning the Board Town of Newcastle Museum Board and the Bowmanville Museum be held in abeyance until the Treasury Department determines the amount of the funds in the Museum surplus accounts and a meeting of the Personnel and Property Committee, the Town of Newcastle Museum Board and the Community Services Committee be held.
