May 16, 1983 Minutes of a meeting of the General Purpose and Administration Committee, held on Monday, 16, 1983, at 9:30 a.m., in Court Room #2. Present Were: Councillor D. Campbell, 10:30 a.m., Until 2 :50 p.m. Resolution #GPA-433-83 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the minutes of the Special Meeting April 29, 1983, be approved as read. "CARRIED" held on Resolution #GPA~434-83 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the minutes of the regular meeting held on May 2, 1983, be approved as read. "CARRIED" Mr. A. Orr was not present at this time. Mr. Gary Blazak of MacLaren Plansearch, presented the Town of Newcastle Culture and Recreation Master Plan. This was the first presentation to Council. He said that the Plan had been more than one year in preparation. He gave some background into the method of preparation and reviewed the Plan. Mr. Andrew Orr re Wilmot Creek Mobile Home Pa rk Baseline Community Centre . Re-Enactment of Council Meeting of 1858 . - 2 - May 16, 1983 Mayor Rickard left the meeting at 11:00 a.m., and returned at 11:07 a.m. Mr. Andrew Orr addressed theCommittee relative to the erection of a temporary sales office and 3 model homes by Ridge Pine Park Inc., on lands owned by Ridge Pine Park adjacent to the approved Wilmot Creek Mobile Home Park. He also said that his company wished to extend a municipal road in order to gain access to the proposed sales area and will undertake all necessary construction (including utilities), maintenance and repair of the road at his cost. This agreement would be for one year with options to re- negotiate. Resolution #GPA-436~83 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the delegation from the Baseline Centre Board be heard at this time. "CARRIED" Mrs. Brenda Metcalf presented a resolution from Baseline Community Centre Board, requesting the Town to proceed with negotiations for the purchase of a 4 acre site for a Community Centre. Resolution #GPA-437-83 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the Committee deal with the Clerk's Memo regarding cost estimates with respect to the re-enactment of the 125th Birthday of Bowmanville at this time. "CARRIED" Resolution #GPA-438-83 Moved by Mayor Rickard, seconded by Councillor Cowman THAT Committee proceed with rental of costumes be taken for Speci a 1 Events." Ridge Pine Park - Wilmot Creek Mobile Home Park . - 3 - May 16, 1983 Resolution #GPA-439-83 Moved by Mayor Rickard, seconded by Councillor Taylor THAT Resolution #GPA-438-83 be reconsidered. "CARRIED" Resolution #GPA-440-83 Moved by Mayor Rickard, seconded by Councillor Cowman THAT Resolution #GPA-438-83 be amended and there be no limit on numbers of persons and the budget allocation be raised to $2,000.00, and the event be held in Court Room #1. "CARRIED" On being put to a vote, the motion as amended, was carried. Resolution #GPA-441-83 Moved by Councillor Hubbard, seconded by Councillor Cowman THAT Committee alter the Agenda to deal with Report Admin 30-83. "CARRIED AS AMENDED" Resolution #GPA-442-83 Moved by Councillor Hobbs, seconded by Councillor Taylor THAT the previous resolution be amended to include the Baseline Community Centre's request. "CARRIED" Resolution #GPA-443-83 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the recommendations in Report Admin 30-83, be endorsed; and 1. That this report be received; and 2. That the attached agreement in respect of the establishment of a temporary sales office and model homes by Ridge Pine Park Inc., be approved by Council; and 3. That the attached by-law be forwarded to Council permitting execution of the above-mentioned agreement. "CARRIED" G.P.A. Minutes . Baseline Community Centre . Recess . - 4 - May 16, 1983 Mayor Rickard declared a Conflict of Interest in the previous matter and refrained from discussion and voting as the same owner may enlarge servicing passing property in which he has an interest. Resolution #GPA-444-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT Committee go 'in camera' to discuss a property matter with Baseline Community Centre Board. "CARRIED" Resolution #GPA-445-83 Moved by Councillor Cowman, seconded by Mayor Rickard THAT the delegation of Mrs. Brenda Metcalf on behalf of the Baseline Community Centre Board, be acknowledged, and staff be requested to investigate the piece of property proposed and report back on appraisals, grants available, etc., prior to making an Offer to Purchase. M.T.C. re Parking on Highway 35/115 Vicinity of Wilmot Creek Committee of Adjustment Minutes Proposed Subdivision Agreement, Paul Gearing Part Lot 32, 33, . Cone. 3, Darlington - 5 - May 16, 1983 Resolution #GPA-449-83 Moved by Councillor Hobbs, seconded by Councillor Hubbard THAT the recommendations in Report WD-49-83 be endorsed; and 1. That the Region of Durham and City of Oshawa be advised that the Town of Newcastle supports Oshawa's request for early reconstruction of Townline Road North, from the Kingsway Village Shopping Mall to Adelaide Avenue East, including sidewalks on the west side; and 2. That the Region and City be further advised that the Town of Newcastle cannot commit itself to any expenditure for sidewalk construction on the west side of Townline Road; and 3. That a copy of this report be forwarded to the Region of Durham and the City of Oshawa. Gearing Lots 32, 33, Conc. 3, Darlington By-law 48-83 The City of Oshawa . - 6 - May 16, 1983 2. That the attached Subdivision Agreement between Gearing Farms Limited and the Town of Newcastle be approved for execution; and 3. That the attached by-law authorizing execution of an agreement between the Corporation of the Town of Newcastle and Gearing Farms Limited be approved. That the Central Lake Ontario Conservation Authority be advised that, in the opinion of the Town of Newcastle, there are no areas within the Town of Newcastle that would qualify as Special Policy Areas under Policy Number 3 of the Provincial Government's Floodplain Criteria; and 3. "CARRIED" Resolution #GPA-458-83 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT Report CS-04-83, Culture and Recreation Master Plan (Recreation Needs Study) be received and be considered for approval by the General Purpose And Administration Committee at this time. "CARRIED" Resolution #GPA-459-83 Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the following recommendations in Councillor Taylor's Report be approved: 1. That this report be received; and 2. That the Mayor, on behalf of this Council of the Town of Newcastle, compose and distribute a letter of appreciation to the residents of the Town and representatives of outside organizations who acted as volunteer advisors on the Master Plan Committee and made valuable contributions to the work of the Master Plan Committee in developing the terms of reference and overseeing the process of completing the culture and Recreation Master Plan for the Town of Newcastle; and 3. That each committee member be presented with a Town pin, an apple blossom and a Town crest, as mementoes of their work; and 4. Moved by Councillor Taylor, seconded by Councillor Hubbard THAT the following recommendations in Councillor Taylor's Report be endorsed; and 1. This report be received; and 2. That further public involvement in the process of developing a Culture and Recreation Master Plan is appropriate and the following action be initiated: (a) The Master Plan be tabled to the Council Meeting of June 27th 1983; and (b) That the Community Services Department publish a public notice of the time and location of Council's consideration of the Master Plan; and (c) That copies of the Master Plan report be made available for public review at all municipal offices and libraries, with such locations and the availability times specified in the advertisement notice mentioned in (b) above; and . (d) That the public be invited to attend at the Council Meeting of June 27th, 1983 to express any comments they may have. That in accordance with provisions of Chapter 302, Section 81(1) of The Municipal Act, R.S.O. 1980, The Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended April 30, 1983, is as shown on the attached schedule; and 2. That the expenditures for the month of April 30, 1983, be approved. That Trewin Farm Equipment, Blackstock, Ontario with a total bid of $11,502.50 being the lowest responsible bidder meeting all terms, conditions and specifications of Tender T83-4 be awarded the contract to supply and deliver one only 1983 Allis-Chalmers ~lodel 5045 (Fiat Diesel) Tractor to the Town of Newcastle as required by the Department of Community Services; and 3. That the funds be expended from the 1983 approved Community Services Capital Budget as provided.
