Minutes of a meeting of the General Purpose and Administration Committee held on Monday, June 20th, 1983, at 9:30 a.m. in Court Room #2. Roll Call Present Were: Councillor Ivan M. Campbell Resolution #GPA-532-83 Minutes Moved by Mayor Rickard, seconded by Councillor Cowman THAT the minutes of the meeting of June 6, 1983 be approved as read. . Delegations Confl i ct of Interest "CARRIED" Councillor Cowman declared a conflict of interest in By-law 83-69, Moase rezoning although she has no pecuniary interest in the matter, the owner of the land also owns lands abutting here property. The representatives of the Ganaraska Conservation Authority were not present at this time. Mr. Roy Forrester Mr. Roy Forrester spoke to Ganaraska Watershed Plan. He agreed with the high priority for valleyland management and the regulations for fill and construction. He felt that the degree of implementation would be important. He also felt that the proper management of 10,000 acres of forest area could eventually be a financial asset. . He suggested participation in the Canada/Ontario Forestry Program by the Authority to do work such as thinning trees, this would increase employment and b~ good business. He also drew to Committee's attention the recent announce- ment of the Ontario Heritage Foundation regarding environmentally sensitive areas. He suggested the consideration of Carr's Marsh and the marsh north of Bewdley. He stated that land acquisition was an important proposal. In his view, public ownership gives permanency. G. P .A. "Sunrise Sale" . - 2 - June 20, 1983 Mr. Tomlinson spoke as a result of a public advertisement relative to Application to amend Official Plan, part of lot 25, Concession 5, Clarke to permit an exotic cat sanctuary. He was concerned with the safety factor of such a facility. He felt that the ten acres, owned by the proponent were not sufficient to permit the animal facilities and parking for visitors. Mr. W. Klose, the applicant spoke in support of the application. He stated that he would be cutting down on the dog training aspect and concentrating on the exotic cats. The site plan had already been prepared and allowed parking for fifty - sixty cars. He said the animals would be well looked after. Mrs. Liz VanderSchee said that she was a neighbour and was opposed to the whole idea. She presented a letter from Mrs. E. Mostert, also in opposition. Mr. Don Hamm who lives directly opposite to the property, asked what benefit would accrue from changing the land designation. He stated that he was opposed to the whole proposa 1. Councillor Cowman stated that she had been contacted by Mr. Kramer who would probably be in attendance at Council. Mr. Jim Tedford, of the Ganaraska Conservation Authority presented some corrections to the Watershed Plan and reviewed the Plan. He pointed out that the Authority had deleted the section which turned over recreation costs to benefitting municipalities. However, the cost of new recreational development, requested by municipalities would be charged to the benefitting municipality. "CARRIED" Resolution #GPA-534-83 Moved by Councillor Taylor, seconded by Councillor Hamre THAT the recommendation in Report WD-57-83 be endorsed; and 1. That conditional upon the Bowmanville Business Centre acquiring the necessary Road Occupancy Permits, in compliance with Town Policy and By-law 83-32, approval be given to the proposal to hold a "Sunrise Sale" on Saturday, July 23, 1983 from 6:00 a.m. until 2:00 p.m. G.P.A. Minutes - 3 - June 20, 1983 . 2. That King Street from the west side of Division Street to the east side of Scugog Street, and Temperance Street from just south of the Post Office to just north of St. John's Anglican Church, be closed for the duration of the sale; 3. That westbound Highway #2 traffic be detoured via Division, Church and Scugog Streets, and eastbound Highway #2 traffic be detoured via Scugog, Queen and Division Streets; 4. That advertisements advising of the road closures and detours be placed in the local newspapers; 5. That the Works Department provide assistance in the form of barriers, signs and a supervisor for erection of same; 6. That the Bowmanville Business Centre be advised that erection and removal of the signs and barriers will be their responsibility and they be requested to contact the Works Department to co-ordinate the necessary arrangements; 7. That a copy of this report be forwarded to the BO\1manville Business Centre. . "CARRIED" Resolution #GPAc535-83 Advertising Banners Moved by Councillor Taylor, seconded by Mayor Rickard THAT the recommendation in Report WD-58-83 be endorsed; and 1. That this report be received; and, 2. That the Town erect wooden posts on King Street at both ends of Bowmanville to facilitate the placement of advertising signs by service clubs. 3. That Mr. A. Tielmans be requested to contact the Works Department with respect to the location and physical layout of such posts and arrangements for placement of signs thereon. 4. That a copy of this report be forwarded to Mr. Tielmans with the request that he contact the various service clubs who have shown an interest in this matter to determine their needs with respect to the sign posts. . Village of Newcastle Connecting Link - Reconstruction Moved by Mayor Rickard, seconded by Councillor Taylor THAT the recommendation in Report WD-59-83 be endorsed; and 1. That this report be received; and, 2. That the attached Construction By-law for the reconstruction of the King Street Connecting Link (Highway #2l from west of Baldwin Street to east of Beaver Street in the former Village of Newcastle be passed. 3. That the Mayor and Clerk be authorized to execute the said Construction By-law forthwith, so that it may be submitted to the Minister of Transportation and Communications for approval. Committee of Adjustment meeting June 1st, 1983 be received for information. . That Report PD-73-83 be received; and 2. That consideration be given to adopting the following Resolution: "That the Regional Municipality of Durham be advised that the Town of Newcastle has no objection to draft plan approval of subdivision application 18T-82037, subject to the conditions outlined by Attachment 1 to thi s Report". 3. That a copy of Staff Report PD-73-83 be forwarded to the Regional Municipality of Durham for their information. . 4. That the attached development plan for Neighbourhood 2B of the Bowmanville Major Urban Area be adopted, as amended by staff. 5. That the Town of Newcastle and Mr. Arnold Geisberger enter into a licencing agreement with respect to Part of Lot 29, Concession 8, former Township of Darlington, thereby permitting Mr. Geisberger access over the Town's one-foot reserve for farming purposes only. 3. Furthermore, that any entrance to be approved by the Town of Newcastle Works Department shall be pursuant to the requirements of Town Entrance Permit policies. 4. Edith L ill ey . - 6 - June 20, 1983 first draft of the Ganaraska Region Conservation Authority Watershed Plan, dated June 6th, 1983, and, as amended by the Conservation Authority on June 16, 1983, be submitted to the Ministry of Natural Resources as an interim Watershed Plan. 3. That the Ganaraska Region Conservation Authority be further advised that the Town of Newcastle will provide more detailed comments on the draft Watershed Plan at such time as the Town has had an opportunity to thoroughly review the Plan. That a copy of Staff Report PD-93-83 and Council's Resolution be forwarded to the Ganaraska Region Conservation Authority and the Ministry of Natural Resources. 4. That this report be received; and 2. That Committee recommend to Council that the software for the Variance Analysis Program at a cost of $1,000.00 be implemented as an expansion of the Town's present computer capabilities. 3. That Committee recommend to Council that the software for the Clerk's On-Line Information System at a cost of $1,000.00 be implemented as an expansion of the Town's present computer capabilities. 4. That Committee recommend to Council the purchase of one (ll Visual Display Unit and one (ll Printer at a cost of $5,337.00. 5. That the above expansion of the computer capabilities be funded in this manner; $1,000.00 from account 7007-220-X-2 as provided in the 1983 Current Budget and $6,337.00 from the Courtice OHAP Reserve Fund. . 6. That the necessary by-laws to execute the amendments to the current agreement between the Town of Newcastle and Realtime Datapro Ltd. be prepared by the Clerk's Department and forwarded to Council.
