THAT the minutes of the meeting of July 4, 1983,
be approved as read.

Robert Carruthers addressed the Committee relative to
Report PD-I07-83. He asked Committee to approve the request
to accept a one-foot reserve imposed by the Region of Durham Land
Division Committee as a condition of severance.
W. Frank Real Estate, represented by Mr. A. Strike, spoke
to Committee re Applicationfor Rezoning, Part Lot 10, Conc. 1,
196 King St. E., Bowmanville. He presented suggested changes
to the proposed rezoning by-law related to (rear yard),
(interior side yard, and landscaped area).
Mr. F. Howard Smith addressed the Committee relative to a
drainage problem at Lot 28, B.F. Conc., N/E corner of 401
Highway and Courtice Road. Run-off from drainage ditches
adjacent to the Courtice Industrial Park and Baseline Road
are causing excess water on land which he owns and which is
being farmed. He asked that something be done to alleviate
this problem.

Mr. Lucian Michaels spoke to Committee re Roman sale to
Kalijundic, 54 Queen Street, Bowmanville. He stated that
there was a slight encroachment of a roof onto Queen Street.
He asked for a by-law allowing the encroachment and that
this be dealt with before August, the closing date of the
sale.
Mr. F. Hiemstra asked permission to locate a mobile home
on Lot 19, Concession 7, Darlington, until a permanent home
has been constructed. He spoke of the urgency for him to
move onto this property to protect the white veal operation
presently operating there.
Mr. A. Strike announced the opening of the improved parking
lot, Thursday, July 21, 1983, 11:00 a.m. (Church and Division
Streets).
Mr. Dave Reed, Frank Cowan Co., was present and answered
questions relative to TR-83-46, Insurance Coverage 1983-84."

Town of Newcastle, in accordance with the 1983 Road
Maintenance and Construction Budget; and
3. That the supply of pit run gravel for crushing be
obtained from the Kovacs Pit and the Reid Pit, at the
unit prices quoted, as well as from the Town-owned
Pit in Part Lot 16, Concession 2, former Township of
Cl arke.

1. That the Director of Public Works be authorized to
construct approximately sixty feet (60 ft.l of road
allowance between Lots 18 & 19, Concession 3,
Darlington, from approximately 3,470 feet north of
Nash Road to 3,530 feet north of Nash Road to
accommodate the entrance application of Messrs. Terry
and John Klawitter; and
2. That the total costs of constructing the road,
complete with gravel base, prime and surface
treatment, be paid by Mr. Klawitter and that Mr.
Klawitter be required to ~bmit a performance
guarantee in the amount of the Works Cost Estimate
to the Treasurer; and
3. That upon completion of the construction, the Town
assume the section of road for maintenance.

1. That the Works Oepartment immediately perform the
following works on the Municipal Parking Lot in the
Village of Newcastle:
(a) Regrade, place gravel, apply calcium for dust
control, and cut weeds on the parking lot perimeter;
(bl Place a "No Parking on Boulevard" sign on the
boulevard just north of the parking lot entrance;
(cl Place a sign to indicate the existence of the
municipal parking lot; and

and that the attached zoning by-law to amend

2. That the present insurance coverages held with the
Frank Cowan Company Limited be renewed for the period
of July 1st 1983 to June 30th 1984.
3. That the following amendments to the municipality's
insurance coverage be made at this time to be effective
upon Council approval of these recommendations for
amendments:
(il The present blanket bond limit be increased from
$250,000.00 to $500,000.00 at an additional cost of
$579.00; and
(iil That present insurance coverages not be extended to
include an "All Risk" form of insurance for protection
from flood and earthquake damage to building at an
annual cost of $1,369.00.
(iiil That present deductible limits be maintained at
$2,500.00 for another year and then be reviewed; and
(ivl That the present electronic data processing insurance be
reviewed to insure all municipally owned elements are
included in the coverage.
4. That Committee consider the advisability of including an
excess layer of liability insurance with a single limit of
$5,000,000.00 over all of the underlying limits at an
annual cost of $3,794.00;
5. That Committee consider the advisability of increasing the
Principal Sum for loss of Life and Capital Sum for
Dismemberment from $22,500.00 to a greater amount. The
amounts and associated additional annual cost is set out
below:

6. That the various departments review the lists of
replacement values and other aspects of the coverages and
advise the Treasury Department of any necessary amendments.
The resultant changes in premium costs, if any, shall become
