"CARRIED" Resolution #GPA-683-83 Moved by Mayor Rickard, seconded by Councillor Hamre THAT Dr. King be added to the list of delegations on the agenda. "CARRIED" Mr. Lloyd Stephenson, addressed the Committee regarding restrictions in the Town's Cemetery By-law, regarding the size of a foundation for a monument in Bond Head Cemetery. Mr. Rutter and Mr. Mueller also spoke to this matter. Mr. Stephenson felt that there should be some flexibility in the By-law. Mr. Howard Smith spoke to Committee regarding drainage problem - N.E. corner Courtice Road and 401 Highway, on west side of Darlington Subdivision. He requested that the route of the run-off be changed to minimize the water flowing onto his property. Mr. Russell Brown, Chairman, Loyal Orange Association Hall Board, Tyrone, also addressed the Committee. He said they had used the Hall since 1976. He asked that they be allowed to rent the Old Tyrone Hall from the Town of Newcastle, rather than through Tyrone Community Centre Board. Orange Lodge has approximately 90 members and they have paid for all maintenance of the Hall since 1976. Mr. Don Hargest, Vice-Chairman of the Newcastle Public Library Board, addressed the Committee relative to the heating system in the Bowmanville Library. Totten, Sims, Hubicki Associates, Consultants, were asked to make an inspection. Mr. Hargest presented copies of the Totten, Sims, Hubicki Report. The preliminary estimated costs for heating and air-conditioning was $40,000.00. Dennis Bryan of Totten, Sims, Hubicki expanded on the report. Dr. King addressed Committee relative to a Proposed Plan of Subdivision 18T-83006, and the requirement for 5% cash-in-lieu in addition to the dedication of other lands for park purposes. Resolution #GPA-684-83 Moved by Mayor Rickard, seconded by Councillor Hamre THAT the recommendations in Report WD-70-83 be endorsed; and G.P.A. Minutes - 3 - September 6, 1983 1. That this report be received; and . 2. That the one foot reserve shown as Part 3, Plan 10R-1645 be lifted; and 3. That the said part be dedicated as a Public Road Allowance. Resolution #GPA-686-83 Scheduling of reconstruc-Moved by Councillor Cowman, seconded by Councillor Hobbs tion of Holt Road, between Highway 401 and THAT the recommendations in Report WD-72-83 be endorsed; and Base 1 i ne Road 1. That reconstruction of Holt Road between Highway 401 and Baseline Road be deferred in response to a request by the Ontario Liaison Committee; and 2. That the condition of the road and amount of traffic using Holt Road be monitored to allow appropriate scheduling of reconstruction; but, that said reconstruction be deferred no more than five years; and 3. That safety improvements to the intersection of Holt Road and Baseline Road be scheduled for 1984; and 4. That directional and safety signs be installed immediately at the intersection of Holt Road and Baseline Road; and 5. That a copy of this report be forwarded to Ontari.o Hydro with a request that they confirm their agreement with the above recommendations. . "CARRIED" . . . G.P.A. Howard Smith Property, Lot 28, B.F. Conc., Darlington 1. That the Newcastle Hydro Electric Commission be requested to install a street light on the Bell Canada Pole on the west side of Mill Street at the Graham Creek Bridge in the former Village of Newcastle; and 2. That Mr. & Mrs. Walton be advised of Council's action in thi smatter. That the Director of Public Works be authorized to continue the utilization of three one-half ton trucks for the purpose of providing transportation for men and equipment on special incentive programs. That full time firefighter, Graydon Brown, be offered the position of Platoon Chief (Salary Grade 9, Step 4) 40 hour week $26,041.00; 5.
