THAT the minutes of the meeting of September 19, 1983,
be approved as read.

Solina Park Board
Mr. Herb Tink, Chairman, Solina Park Board, presented an
up-to-date Work Schedu~e for Solina Park. The Board has
raised $10,000, which lS its portion of the cost of the
project and will make arrangements to turn the money
over to the Town. He asked approval to install a baseball
backstop at a cost of $5,000. This was not approved in
the first phase, but funds are available from the original
amount authorized by Council in May 1983.

1. That this report be received; and
2. That a by-law be passed to accept the following
portions of Old Durham Regional Road 20 as part of the
Town's road system.
(a) The lOth Concession Road of the former Township of
Darlington from the east limit of Durham Road 20,
easterly to the east limit of the former Clarke/
Darlington Townline Road; and
(b) The former Clarke/Darlington Townline Road from
the north limit of Durham Road 20 northerly to
the south limit of the former Darlington/Manvers
Townline Road; and
3. That a copy of the said by-law be forwarded to the
Region of Durham and the Ministry of Transportation and
Communications for information.

THAT the recommendations in Report PD-122-83 be endorsed; and
1. That Report PD-122-83 be received; and
2. That Mr. James Major be requested to convey to the Town
of Newcastle, the travelled portion of Station Street
indicated on the Key Map 2 attached to Report PD-122-83; and
3. That Mr. Major be advised that the Town of Newcastle will
provide comments to the Region of Durham Land Division
Committee in support of the severance of one (1) lot
from his property, conditional upon approval from the
Region of Durham Health Unit regarding the severance; and

paid for out of an account to be designated by Council; and
6. That a copy of Staff Report PD-122-83 and Council's
resolution be forwarded to Mr. James Major.

to draft approval of Plan 18T-77133, as revised in red
and attached to Staff Report No. PD-137-83 as Attachment
1, and subject to the conditions contained in Attachment
2 to Staff Report No. PD-137-83; and
3. That a copy of Staff Report PD-137-83 be forwarded to
the Ministry of Municipal Affairs and Housing and the
Region of Durham.

Applications for the month of August 1983, be received
for information.

THAT the recommendations in Report PD-139-83 be endorsed; and
1. That Report PD-139-83 be received; and
2.
That the following resolution be adopted by Town Council
and submitted to the Ontario Municipal Board along with
By-law 83-104:
"WHEREAS the Council of the Town of Newcastl e has
approved By-law 83-104 to amend Restricted Area By-law
1592, as amended, of the former Township of Clarke, as
a result of their consideration of an application for
such an amendment submitted by the respective property
owner;
AND WHEREAS the effect of By-law 83-104 will be to
change the zone designation of the land subject to
By-law 83-104 from "A-Agricultural" to "Agricultural
subject to Special Exemption 15" to acknowledge the
size of eight (8) lots of record and to permit the
construction of a single family dwelling on each lot;
AND WHEREAS By-law 83-104 has been approved in
conformity with the applicable policies of the
Durham Regional Official Plan;
BE IT NOW THEREFORE RESOLVED THAT the Town of
Newcastle hereby requests the Ontario Municipal
Board to approve By-law 83-104 notwithstanding
the objection received, and further requests
the Ontario Municipal Board to convene any
required public hearing in respect of By-law
83-104 at the earliest possible opportunity;
AND FURTHER HEREBY authorize Town Staff and/or
the Town Solicitor to represent the
municipality at any such hearing that may be
convened."

Streets in Orono be approved; and
3. That the Clerk prepare, send and publish the
required notices of intent pursuant to Section 29 of the
Ontario Heritage Act and to report back to Council
following the prescribed notification period.

1. That Report PD-144-83 be received; and
2. That the budget over-run in respect of consulting
services related to the Bowmanville Main Street
Revitalization Project in an amount of Eight Thousand,
One Hundred and Eighty Dollars ($8,180.00) be paid
out of the Town's General Funds and that this amount
remain unfunded until 1984, at which time it should
be included as capital expense to be drawn from the
Parking Reserve Account.

2. That Petro Canada Ventures, Don Mills, Ontario, with a
unit price of $.2472 per litre being the lowest responsible
non-firm bidder meeting all terms, conditions, and
specifications of Tender T83-21, be awarded the contract
to supply and deliver No.2 Domestic Fuel Oil to the Town
of Newcastle for the 1983/84 winter season; and
3. That the funds expended be drawn from the 1983 and
1984 budget.

3. That Council authorize the establishment of a
Steering Committee;
4. That the Committee be composed of three or five
persons from the community at large;
5. That staff be instructed to solicit through newspaper
advertisements names of those interested in participating
in such a Committee and such names be presented to Council
for selection;
6. That the appointed Bicentennial Committee be given the mandate
to develop terms of reference which emphasize the promotion
of the Bicentennial and the Town of Newcastle by advertising
existing social and cultural events;
7. That the Chief Administrative Officer be designated as
Council's liaison person;
8. That the Chief Administrative Officer investigate the
availability of additional funding to enhance the program
which might be developed, and the possibility of utilizing
support staff to co-ordinate the projects; and
9. That if funds are available through other provincial
or federal funds, Council consider the appointment of
project staff and a temporary co-ordinator.

WHEREAS the Town of Newcastle does not have a policy
with respect to the retirement of all staff members;
NOW THEREFORE BE IT RESOLVED THAT once a year, in
November, an annual dinner be held to honour all employees
who have retired within that year;
THAT an amount of money be allotted for a present for
each employee, up to $150.00;
THAT the necessary by-law be prepared to institute this
policy;
THAT all former policies be rescinded; and
THAT this policy take effect on January 1st 1984.
